As such, stormwater planning/design is not always completed as a multi-disciplinary coalition of experts using holistic and synergistic methods. For a number of years, engineers and design professionals, particularly landscape architects, have been employing various strategies and techniques to address on-site stormwater management in terms of water quality and quantity. There is increasing awareness that in order to create solutions that are effective over both the short and long-term a landscape architect's approach needs to account for the health, safety and welfare perspectives carried by engineers, the unique aspects of particular project sites, their surroundings and bio-regional context, as well as the perceptions of clients, other key stakeholders, and the broader public. This research investigates the various criteria integral to developing an analytic framework for ecologically-appropriate stormwater planning/design (Sustainable Stormwater Evaluation and Site Assessment or SSWESA). SSWESA is proposed as a type of decision-tree for site analysis of sustainable systems pertaining to stormwater. Using the SSWESA process is expected to help researchers and professionals make better planning and design decisions as they select and implement appropriate best management practices (BMPs) for a given site and context. My intent in developing SSWESA is to help designers assess existing and potential stormwater functions at the site scale in order to promote sustainable planning and design based upon the important principle: "First, do no harm". It is also my intent to promote further research related to sustainability by providing references and sources from experts in the various fields related to ecologically-based stormwater management. A review of the literature related to ecological factors relevant to low impact stormwater management assisted in the development and refinement of the criteria for stormwater assessment and evaluation. In this report, the SSWESA framework is tested on a public school property in Manhattan, Kansas to demonstrate how the framework is applied and to understand the questions and issues that arise from its use.

Book excerpt: Green infrastructure has been shown to be an effective strategy to address current emerging environmental issues of stormwater runoff and sustainability. Yet, the lack of the integration of urban land use planning and urban stormwater management results in practical limitations in green infrastructure implementation. The study addresses not only the limitations but also possible synergetic outcomes of increased integration between two practices in implementing green infrastructure. This study assesses the extent of the current integration status of green infrastructure concepts in land use planning practice by evaluating adopted municipal Comprehensive Plans using a specially developed evaluation rubric. The evaluation includes 1) the assessment in integrating green infrastructure concepts for addressing urban runoff issues, 2) the assessment in integrating green infrastructure concepts for improving the urban living environment quality, and 3) the assessment in implementing green infrastructure at a regional level through collaboration between two practices. The evaluation results are analyzed by evaluation indicators within the frame of five dimensions defined for this study through the lens of the aforementioned three analysis aspects. The result shows different levels of green infrastructure integration depending on its dimensions and analysis aspects. Overall, the study finds that the extent of integration of green infrastructure concepts in land use planning practices within thirty evaluated Comprehensive Plans in addressing urban runoff issues is quite limited. Specifically, it shows a relatively more intensive level of green infrastructure integration in addressing general environmental quality for urbanized areas than addressing urban runoff issues or the better collaboration with urban stormwater management practices. The study finds it as an opportunity for possible improvements in municipal Comprehensive Plans as an integrated land use planning tool. The study aims to contribute to discussions on green infrastructure for integrated land use planning practices in promoting successful collaboration with stormwater management practices toward environmentally sustainable urban development.

Through a literature research no specific impediments which would hinder an potential implementation could be detected. However there are still general obstacles that discourage a more intensive utilization. In the practical part the Urban Biophysical Environments & Technologies Simulator (UrbanBEATS), a dedicated software for the planning of sustainable storm water management, is used to detect suitable types and locations for the elements of sustainable storm water management in the study area. In a further step the Storm Water Management Model (SWMM) of the United States Environmental Protection Agency (USEPA) is applied in order to assess the hydrological performance in quantitative terms. The performance during five different storm events are recorded and show a peak runoff reduction up to 4.26% in the total system, a peak fooding reduction up to 20.28% and a fooding volume reduction up to 17.49%.

The report then compared the efforts of three cities--Portland, Oregon; Philadelphia, PA; and Chicago, IL--to improve water quality and manage CSOs and stormwater. From the examination of the efforts of these cities the author derived a list of ten recommended elements for a CSO/stormwater management plan. These recommended elements were then used to evaluate New York City's recently released sustainable stormwater management plan and its prospects for success.
