Available in PDF, EPUB and Kindle. Book excerpt: Has there been a transformation of public service employment relations in Europe since the crisis? Public Service Management and Employment Relations in Europe examines public service employment relations after the economic crisis, including analysis of more than thirty years of public service and workforce reform, and addresses the interplay between an emerging post-crisis public service sector and the consequences for the state, employers and trade unions in core public services. Written by leading national experts, this book places the economic crisis in a longer timeframe and examines how far trends in public sector employment relations were reinforced or reversed by the crisis. It provides an up-to-date analysis of the restructuring of public service employment relations in 12 major European countries, including analysis of little studied central and Eastern European countries. This book will be vital reading for researchers, academics and PhD Students in the fields of Public Management, Public Administration, Employment Relations, and Human Resource Management.

Available in PDF, EPUB and Kindle. Book excerpt: ÔThis is a fascinating, rich and comprehensive analytical account of the causes and consequences of austerity measures affecting the public sector in terms of pay and employment. The editors have assembled a broad array of contributions that really reflect the diversity within Europe, both in terms of how deep the financial crisis hit, and the drivers of public sector reforms. An absorbing and thought-provoking read.Õ Ð Jacqueline OÕReilly, University of Brighton, UK After a first series of policy responses to the 2008Ð09 crisis aimed at sustaining domestic demand through expansionary anti-crisis packages, most European governments Ð starting with Greece, Ireland, Bulgaria and Romania, and followed by many others Ð have since put in place a series of restrictive budgetary policies aimed at reducing their budget deficits. With these new policies, a significant number of jobs and wages have been cut in the public sector. A number of expenditure items related to education and training have also been cut. These reforms have given rise to waves of protest throughout Europe. The goal of this volume is to study this Ôpublic sector shockÕ. While budgetary reforms seek to ensure a more balanced and sound economic policy, they may generate new work inequalities among public sector employees, most particularly among women, who account for a considerable proportion of public sector employment. Cuts in education and training may also have an impact on the quality of human capital in both the public and private sectors, despite the fact that the recent crisis has shown the value of education as employees with better skills and training are more likely to maintain their jobs and incomes. The authors explore a number of questions, including: what types of reform have been implemented in the public sector and what are their implications in both the short and long term? On the economic side, what will be the impact on wages, and on job quantity and quality? On the social side, what will the effects be on inequality and social cohesion? And what will be the outcome for, and potential role of, social partners and social dialogue? On the basis of a comparative and comprehensive assessment, illustrated by case studies in education, health and public administration, policy issues are discussed with the aim of finding the right mix of public sector reforms.

Book Synopsis European Social Dialogue by : Jean Lapeyre

Book excerpt: At a time of seemingly unrelenting economic crisis, with social Europe appearing to be cruelly absent from the scene, the place and the role of the social partners needs to be urgently addressed at both the national and the European levels. While national professional relations have been built up over more than a century in individual ways in each one of our member countries on the basis of the given historical context, through different struggles and in different ways, European social dialogue first saw the light of day in a voluntary manner a mere thirty years ago and it aspired to play an active role in the construction of Europe. On the occasion of the 30th anniversary of the "Val Duchesse" meetings, the Jacques Delors Institute publishes this policy paper by Jean Lapeyre, in which he traces the birth (part 1), evolution (part 2) and future prospects (part 3) of the European Social Dialogue. The first six years of European social dialogue made it possible to lay the groundwork for a bargaining area and for the social partners to play a role in the governance of the EU. The following fourteen years witnessed the conclusion of the first European interprofessional and sectoral agreements and the diversification of social dialogue at the level of businesses operating in the European area. The past ten years have proven more difficult and the European Social Dialogue now seems to be treading water, suffering from an EU enlargement that has yet to be fully digested, a crisis that seems to be never-ending, a weakening of collective bargaining and a European Commission weaker and more reluctant to adopt any kind of social initiative, bowing to pressure from the member states. Is this a cause for despair, or on the contrary, should we act to impart a fresh boost to social dialogue and to the quality of its achievements? There are paths allowing us to do so, and while they primarily concern the social partners, they also call the European Commission into play. They are discussed in the final part of the Policy paper and they include consolidating the achievements of social dialogue; structuring social dialogue on a stronger and more independent basis; establishing a "euro area" for social dialogue; coordinating the European and global areas; and developing the complementary character of social dialogue and civil dialogue.

Available in PDF, EPUB and Kindle. Book excerpt: “Since reading [the book], I have been enthusiastic and impressed by it ... It will undoubtedly be of great use to all staff employed by the EU institutions and agencies interested in knowing their rights and obligations in EU Civil Service Law, as well as to interested practitioners for finding their way into this thrilling area of EU law." Jan Inghelram, Director, Legal Adviser on Administrative Matters of the Court of Justice of the European Union (from the Foreword to the book) This practical commentary interprets EU Staff Regulations on the basis of a rich set of judgments handed down by the EU courts over more than 70 years, complemented by insightful case studies on recent landmark decisions. In addition to presenting key aspects of employment law applicable to officials and other agents of the EU institutions, the book considers future legal developments. Several important areas of Union law meet in the practice of civil service matters: fundamental rights; general principles of EU law; social and labour law; family and tax law; and procedural, administrative, institutional and constitutional law. Mader explores this intersection across chapters covering civil service law context, its legal framework and interpretative principles; it covers procedural and substantial EU civil service law and closes with a chapter on collective EU civil service law. The result is an invaluable English-language commentary by one of the field's leading figures, written for all staff employed by EU institutions (and similar bodies) and for all organisations that apply and interpret EU civil service law, as well as for colleagues working across EU law, civil service and public sector law.
