In searching for a way out, academics, EU institutions, and political forces advocate the involvement of civil society. The Commission's new governance approach and the Lisbon Treaty introduced elements of participatory democracy and elevated civil society to a key actor in democratizing the EU. Does this hold upon closer scrutiny? This is the main question of the book. It investigates how the promise of civil society participation is put into practice and, based on an elaborate theoretical framework, evaluates whether the political practice deserves the quality attribute 'participatory democracy'. The book presents the results of a large research project composed of several highly original empirical studies. The research team used various methodological approaches and generated a rich data set. The wealth of empirical insight is evaluated against clear criteria deduced from normative democratic theory. As key elements of the analyses - democracy, participation, and civil society - are contested concepts, the authors placed particular emphasize on clarifying their understanding of these concepts and on considering competing interpretations. By relying on a consistent theoretical approach the authors present an unusually balanced evaluation. They come to convincing, though rather skeptical conclusions. Civil society participation in EU governance is not the democratic remedy its advocates had hoped for. This may not be a welcome but nevertheless it is an important finding both for European decision-makers, for civil society organizations and for scholars.

Contemporary political practices are diametrically opposed to this constitutional ideal. Most democracies in Western Europe are diploma democracies - ruled by those with the highest formal qualifications. Citizens with low or medium educational qualifications currently make up about 70 percent of the electorates, yet they have become virtually absent from almost all political arenas. University graduates have come to dominate all political institutions and venues, from political parties, parliaments and cabinets, to organised interests, deliberative settings, and Internet consultations. This rise of a political meritocracy is part of larger trend. In the information society, educational background, like class or religion, is an important source of social and political divides. Those who are well educated tend to be cosmopolitans, whereas the lesser educated citizens are more likely to be nationalists. This book documents the context, contours, and consequences of this rise of a political meritocracy. It explores the domination of higher educated citizens in political participation, civil society, and political office in Western Europe. Brexit could mean not only the reversal of its steady enlargement—from 6 to 28 member states—but also the beginning of an inexorable decline leading to its disintegration. However, few today seem to recollect that it was precisely the British who were the first to promulgate the political culture which inspired the European Union’s construction—democracy and federalism—and the first who tried to realise, in June 1940, a European federation on the basis of an Anglo-French union. This volume traces the fundamental stages of the European unification process, placing it in relation to the wider process of world economic and political integration. In particular, it analyses the historical significance of the European Revolution, which is identified in the overcoming of the nation state—namely the modern political formula which institutionalised the political division of mankind—and the birth of the first truly international state. The universal historical significance of the European Revolution lies in its exportability—as for the other great European revolutions—and, therefore, its potential as progressively extensible to all the states of the planet. Europe was indeed the first region of the world where the barriers between national states fell, and a post-national political identity emerged, complementary to national political identities. It is, in fact, in the context of the European Union that democracy beyond the borders of the nation state has first been realized, constituting a guiding principle for global governance.
