Available in PDF, EPUB and Kindle. Book excerpt: To understand fully the process of European integration, it is necessary to consider developments at the sub-national and local level. EU integration scholars have been examining the local level using the concept of multi-level governance (MLG) since the 1990s. While MLG was the first concept to scrutinize the position of local levels of public administration and other actors within the EU polity, it overestimates the degree of influence it ascribes to local levels, particularly as far as the rural is concerned. Focusing on Germany and Finland, with country specific information from all EU member states, this book combines MLG with the concept of structural constructivism, in order to reveal some of the hidden aspects of EU integration. Bringing together these concepts and methodologies and replacing mainstream theories of integration with this new approach, offers a more accurate picture of multi-level interaction in rural policy and of the impacts of European integration at the local level. By examining the Community Initiative LEADER+ and setting this within a discussion of the state and structure of rural development policy, this book looks at the challenges, opportunities and policy options which are available and have been implemented in rural development. It shows that these are often context dependent and that the future of rural development policies, their shape and institutional configuration depend on reforms put in place at all levels of governance. Finally, it argues that the MLG of rural development policy must be built with people who have the know-how and the (local) knowledge to implement development projects and who have made LEADER a success in the past.

In addition, it is shown the problems, results and best practices that cause the neoendogenous rural development in different areas inside of the European Union: Austria, Finland, France, Germany, Italy, Spain and United Kingdom. Thereby it helps to improve the decision-making in rural development, both on a local and regional scale. The multidisciplinary and international character of the authors, as well as the specificity of the research trajectory of each of them, in the analysis of rural development, enriches the publication and facilitates the different and critical reflections on the contributions, errors and meaning of the neoendogenous local development. Book excerpt: With the larger role that the agricultural sector plays in the Eastern Europe and Central Asian (ECA) region, emphasis must be placed on the sector's sustained growth and prosperity. The Bank strategy for rural development in the ECA region during the early phase of transition emphasized the reform of agricultural policies and assistance in privatizing, restructuring, and rebuilding agriculture and agro-industrial complexes. In retrospect, it can be seen that the ECA countries concerned made the right choice when they set their objective to transform their socialized agriculture into a private-ownership and market-based system. Given the developments of the past decade, it is clear, however, that the initial expectations for the outcomes of such reforms were overly optimistic. The transition process in agriculture is far more complex than originally envisaged by both the countries themselves and the international community, including the Bank. Increased social problems and alarming growth of poverty have added a new, unexpected, dimension to the transition process. As the analysis indicates, the region's rural economy is still struggling to adjust to new economic realities, and this will require further refinement and adjustment of the Bank's approach as well. This volume, based on an overview of recent regional developments, summarizes the revised World Bank assistance strategy for rural development in the ECA region.
