Book excerpt: A 2020 CHOICE Outstanding Academic Title Japan's challenges and opportunities in a new era of uncertainty Henry Kissinger wrote a few years ago that Japan has been for seven decades “an important anchor of Asian stability and global peace and prosperity.” However, Japan has only played this anchoring role within an American-led liberal international order built from the ashes of World War II. Now that order itself is under siege, not just from illiberal forces such as China and Russia but from its very core, the United States under Donald Trump. The already evident damage to that order, and even its possible collapse, pose particular challenges for Japan, as explored in this book. Noted experts survey the difficult position that Japan finds itself in, both abroad and at home. The weakening of the rules-based order threatens the very basis of Japan's trade-based prosperity, with the unreliability of U.S. protection leaving Japan vulnerable to an economic and technological superpower in China and at heightened risk from a nuclear North Korea. Book excerpt: This volume examines Russian discourses of regionalism as a source of identity construction practices for the country's political and intellectual establishment. The overall purpose of the monograph is to demonstrate that, contrary to some assumptions, the transition trajectory of post-Soviet Russia has not been towards a liberal democratic nation state that is set to emulate Western political and normative standards. Instead, its foreign policy discourses have been constructing Russia as a supranational community which transcends Russia's current legally established borders. The study undertakes a systematic and comprehensive survey of Russian official (authorities) and semi-official (establishment affiliated think tanks) discourse for a period of seven years between 2007 and 2013. This exercise demonstrates how Russia is being constructed as a supranational entity through its discourses of cultural and economic regionalism. These discourses associate closely with the political project of Eurasian economic integration and the "Russian world" and "Russian civilization" doctrines. Both ideologies, the geoeconomic and culturalist, have gained prominence in the post-Crimean environment. The analysis tracks down how these identitary concepts crystallized in Russia's foreign policies discourses beginning from Vladimir Putin's second term in power.

In A Liberal World Order in Crisis, Georg Sorensen suggests that this is connected to major tensions between two strains of liberalism: a "liberalism of imposition" affirms the universal validity of liberal values and is ready to use any means to secure the worldwide expansion of liberal principles. A "liberalism of restraint" emphasizes nonintervention, moderation, and respect for others. This book is the first comprehensive discussion of how tensions in liberalism create problems for the establishment of a liberal world order. The book is also the first skeptical liberal statement to appear since the era of liberal optimism—based in anticipation of the end of history—in the 1990s. Tsygankov identifies honor as the key concept by which Russia's international relations are determined. He argues that Russia's interests in acquiring power, security and welfare are filtered through this cultural belief and that different conceptions of honor provide an organizing framework that produces policies of cooperation, defensiveness and assertiveness in relation to the West. Using ten case studies spanning a period from the early nineteenth century to the present day - including the Holy Alliance, the Triple Entente and the Russia-Georgia war - Tsygankov's theory suggests that when it perceives its sense of honor to be recognized, Russia cooperates with the Western nations; without such a recognition it pursues independent policies either defensively or assertively.
