At the grand strategic level, its sheer economic size makes the EU a global power. However, the EU needs to take into account that many international actors continue to measure power mostly by assessing military capability. To preserve its status as an economic power, therefore, the EU has to become a power across the board, which requires a grand strategy, and the means and the will to proactively pursue one. The authors of this book aim to demonstrate that the EU can develop a purposive yet distinctive grand strategy that preserves the value-based nature of EU external action while also safeguarding its vital economic interests. The book analyses the existing military capability of the European Union and its bottom-up nature, which results in a national-based focus in the member-states, impeding deployment capability. A systematic realignment of national defence planning at the strategic level will enable each member-states to focus its defence effort on the right capabilities, make maximal use of pooling and specialization, and contribute to multinational projects in order to address Europe’s strategic capability shortfalls. A stronger Europe will therefore result, it is argued, a real global actor, which can then become an equal strategic partner to the United States, leading to a revitalized Transatlantic partnership in turn. This book will be of interest to students of military studies, European Union policy, strategic studies and International Relations generally.

The volume responds to three key problems common to both academia and policymaking. First, the literature on the concept of grand strategy generally focuses on the United States, offering no framework for comparative analysis. Indeed, many proponents of US grand strategy suggest that the concept can only be applied, at most, to a very few great powers such as China and Russia. Second, characteristically it remains prescriptive rather than explanatory, ignoring the central conundrum of why differing countries respond in contrasting ways to similar pressures. Third, it often understates the significance of domestic politics and policymaking in the formulation of grand strategies - emphasizing mainly systemic pressures. This book addresses these problems. It seeks to analyze and explain grand strategies through the intersection of domestic and international politics in ten countries grouped distinctively as great powers (The G5), regional powers (Brazil and India) and pivotal powers hostile to each other who are able to destabilize the global system (Iran, Israel, and Saudi Arabia). The book thus employs a comparative framework that describes and explains why and how domestic actors and mechanisms, coupled with external pressures, create specific national strategies. The major claim of this edited collection is that there is a European grand security strategy that disciplines member state security strategies. That grand strategy has two distinct substantive goals: (1) the preservation and expansion of the EU system of security governance; and (2) the implementation of specific strategies to meet internal and external threats and sources of insecurity. The EU has sought to develop a grand security strategy that not only accounts for the proliferation of threats possessing a military or non-military character and differentiates between core and peripheral regions of interest, but also addresses the requirements to bridge the increasingly blurred boundary between internal and external security threats and the necessary reconciliation of the competing security preferences of its member states.
