Book excerpt: The study evaluates cotton development programs in three African countries (Burkina Faso, Cote d'Ivoire, and Togo), supported by the Bank's lending between 1970-83, to increase cotton, and food-crop production. The success of these programs contrasts with the generally, weak record of agriculture in Africa, and, in reviewing project achievements at full development, it is clear these programs surpassed their initial objectives. The reasons for the steady increase in cotton yields, and production in all three countries are largely due to a development strategy, integrating technical, financial, and marketing services to farmers. Yet, although organizational responsibility for administering the technical, financial, and marketing strands of this development strategy are integrated into one institution in Cote d'Ivoire, responsibility in Burkina Faso, and Togo is institutionally diverse. However, this impact evaluation concludes that the type of administrative responsibilities are of less importance than is the content of the development strategy itself, which has been aided by technical assistance, and supportive macroeconomic framework. In addition, it is fair to say that increased cotton production in the three countries, has financially benefited farmers over the past fifteen years. But, the dramatic drop in world cotton prices in 1986, adversely affected the economic impact of these programs, questioning sustainability, to suggest agricultural projects should focus on the distribution of incomes, and labor among household members, and on the possible negative social impact on women, specifying production increases are not sustainable, if obtained at the expense of natural resources.
