To help ensure defense contracts are awarded fairly and current and former employees do not use their knowledge of DOD acquisition activities to gain financial or other benefits, DOD personnel are required to conduct themselves in a manner that meets federal ethics rules and standards. Regulations require DOD to implement an ethics program and provide that contractors meet certain ethics standards. For this report, GAO assessed (1) DOD's efforts to train and counsel its workforce to raise awareness of ethics rules and standards as well as DOD measures of the effectiveness of these efforts and (2) DOD's knowledge of defense contractors' programs to promote ethical standards of conduct.

Book excerpt: Through three comprehensive editions, Government Contracting: Ethical Promises and Perils in Public Procurement has been lauded for exposing fraud, incompetence, waste, and abuse (FIWA) and analyzing corruption, mismanagement, and ineptitude that defile government contracting. The first two editions thoroughly outlined procurement throughout the contracting cycle including initial planning, evaluating proposals, contractor selection, contract administration, contract closeout, and auditing. They further provided much-needed guidance on contracting documents, management tools, and processes for addressing negative influences on government contracting. This third edition incorporates the results of a new nationwide study into best public procurement practice, as well as recent examples of real-world procurement fraud cases, offering recommendations for procurement practices to deter fraud. Public procurement tools such as requests for proposals, pro forma contracts, proposal evaluation forms, sole source justification and approval forms, and other useful tools including PowerPoint presentations are provided on a website to accompany the book. This textbook is aimed at postgraduate students and academics working in the fields of public administration, policy and procurement, along with public procurement professionals.

Book excerpt: The Standards of Conduct Office of the Department of Defense General Counsel's Office has assembled an "encyclopedia" of cases of ethical failure for use as a training tool. These are real examples of Federal employees who have intentionally or unwittingly violated standards of conduct. Some cases are humorous, some sad, and all are real. Some will anger you as a Federal employee and some will anger you as an American taxpayer. Note the multiple jail and probation sentences, fines, employment terminations and other sanctions that were taken as a result of these ethical failures. Violations of many ethical standards involve criminal statutes. This updated (end of 2009) edition is organized by type of violations, including conflicts of interest, misuse of Government equipment, violations of post-employment restrictions, and travel.

Book excerpt: Masterarbeit aus dem Jahr 2020 im Fachbereich BWL - Unternehmensethik, Wirtschaftsethik, Bindura University of Science Education, Sprache: Deutsch, Abstract: The aim of the study is to determine the effects of procurement ethics on the performance of state universities in Zimbabwe, to establish the effects of accountability on procurement performance, to determine how fairness on procurement performance and to establish effects of integrity on procurement performance. Public sector procurement is strategically seen as the lifeblood of every economy, the pulse of every industry because it affects the performance of every government entity and supply chain competitiveness. Public sector procurement is the procedure through which public bodies such as government ministries, pararastatals and local authorities acquire goods and services and construction work or acquire buildings and infrastructure. Procurement ethics are defined by Lysons, (2000) as the moral principles that guide human behaviour in executing procurement activities. According to Monczka (2014) ethics affect performance of public companies. The major elements of ethics include; integrity, competence, professionalism, transparency, fairness, accountability and many more. Globally, procurement ethics in the public entities including state universities was promoted mostly by the Thatcher administration when Margret Thatcher made some major procurement reforms in the early 1980s in Great Britain. As a viral, it also spread to cover the whole of Europe and America such that every other president should refine and review the public procurement system. The Arab states and the Chinese followed suit in making sure that procurement ethics become the integral part of public sector procurement. As political leaders draw increasing scrutiny and voter pressure to demonstrate fiscal responsibility, procurement professionals must ensure that they maximize the value of every tax dollar. U.S. governments spend a combined seven trillion dollars, Canadian governments 360 billion dollars, and U.K. governments more than 500 billion pounds. Consistent and professional procurement practices across governments can positively impact the effective expenditure of public funds.
