Book excerpt: Forty-eight states now permit legalized gambling in some form, thirty-seven states run lotteries, forty-seven allow bingo houses, and more than a dozen states permit betting on dog races. American gamblers wager over $300 billion yearly in legal gambling. Although many Americans enjoy gambling and see it as harmless recreation and a fairly painless way to generate revenue without levying direct taxes, many social conservatives see gambling as a socially destructive temptation that ought notto be indulged by private citizens, much less sponsored by government. Recently, economic pressures resulting from less federal revenue and Americans' growing aversion to tax increases have led many state governments to liberalize gambling laws or sponsor gambling, sparking a lively debate. Legalized Gambling contains twenty articles focusing on different aspects of gambling policy by experts in the fields of public policy, law, psychiatry, rhetoric, religion, economics, and politics. The contributors address all areas of the debate, including the following: -- What moral issues are at the center of the debate? -- What are the true economic costs and benefits of legalized gambling? How are they often hidden or misconstrued in order to support either prohibition or legalization? -- How has the history of gambling in America shaped our current policies? -- Is governmental regulation an invasion of personal privacy? -- What are the legitimate uses of laws? -- Is "pathological gambling" a justifiable medical diagnosis? -- Do gambling establishments run by Native Americans deserve special consideration or regulation? "(In a lottery) ... the tax is laid on the willing only, that is to say, on those who can risk the price of a ticket without sensible injury for the possibility of a higher prize". -- Thomas Jefferson

Book excerpt: This essential reference work enables a deeper understanding of contemporary challenges in the lives of American Indians and Alaskan Natives today, carefully reviewing their unique problems and proposing potential solutions. American Indians face problems in their lives on a daily basis that most other Americans never contend with, and their challenges—which in some cases are similar to those of other minority groups in the United States—are still qualitatively unique. American Indians at Risk gives readers a broad overview of what life in Indian country is like, addressing specific contemporary social issues such as alcoholism, unemployment, and suicide. The author goes beyond detailed descriptions of the problems of American Indians to also present solutions, some of which have been effective in addressing these challenges. Each chapter includes a "Further Investigations" section that presents helpful ideas for additional research.

Book excerpt: The history of the United States is the history of people who migrated to America from all parts of the world. As a result American society is composed of many unique cultures and races. Unfortunately, the uniqueness of these cultures is one of the underlying causes of tension and conflict in America, resulting in racism, religious intolerance, and class warfare. In spite of this, the multi-racial nature of American society is an integral part of Americas strength as a nation. Thousands of immigrants from unique cultures who speak totally different languages came to find a better life in America. But they were never accepted by the dominate white Christians. The immigrants had to fight for the right to be in America. Racism, race riots, and genocide are integral parts of the lives of immigrants. The racial complexion of America is changing in the twenty-first century. In a short time the non-white population will be the majority. Social, economic, and political changes are already taking place. Unfortunately, the dominate power holders and white middle classes have not adjusted to these changes. The unique system of government and economics developed over the years has reached a point that many believe will end the American Empire. There is a certain bias in this presentation and criticism is aimed at the extreme beliefs and actions of a large segment of Americans, particularly white Christians. They have been the dominant political, social, and economic forces in the country. Any assessment of the American system becomes a criticism of that segment of Americans. Their beliefs and actions represent the Dark Side of America.

Book excerpt: "The United States Code is the official codification of the general and permanent laws of the United States of America. The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. The 2012 edition of the Code was prepared and published under the supervision of Ralph V. Seep, Law Revision Counsel. Grateful acknowledgment is made of the contributions by all who helped in this work, particularly the staffs of the Office of the Law Revision Counsel and the Government Printing Office"--Preface.

Book excerpt: Arguing that the greatest threat to Native American sovereignty in the United States can arguably be said to come from state governments and courts, Bays (geography, Oklahoma State U.) and Fouberg (geography, Mary Washington College) present nine contributions that explore tribal-state relations as it pertains to land use and ownership and other geographical issues. Much of the material analyzes case studies of particular litigations or cooperative programs between the states and the tribes, including jurisdiction and diminishment in South Dakota, the geographic expansion of Indian gaming, the territorial politics of environmental protection, transportation politics in Washington, and cooperative management of the allocation of Pacific Salmon.
