Book excerpt: DOE proposes to conduct a variety of post-sale site remediation activities, such as characterization, assessment, clean-up, and formal closure, at a number of inactive waste sites located at Elk Hills. The proposed post-sale site remediation activities, which would be conducted primarily in developed portions of the oil field, currently are expected to include clean-up of three basic categories of waste sites: (1) nonhazardous solid waste surface trash scatters, (2) produced wastewater sumps, and (3) small solid waste landfills. Additionally, a limited number of other inactive waste sites, which cannot be typified under any of these three categories, have been identified as requiring remediation. Table 2.1-1 presents a summary, organized by waste site category, of the inactive waste sites that require remediation per the PSA, the ASA, and/or the UPCTA. The majority of these sites are known to contain no hazardous waste. However, one of the surface scatter sites (2G) contains an area of burn ash with hazardous levels of lead and zinc, another surface scatter site (25S) contains an area with hazardous levels of lead, a produced wastewater sump site (23S) and a landfill (42-36S) are known to contain hazardous levels of arsenic, and some sites have not yet been characterized. Furthermore, additional types of sites could be discovered. For example, given the nature of oil field operations, sites resulting from either spills or leaks of hazardous materials could be discovered. Given the nature of the agreements entered into by DOE regarding the required post-sale clean-up of the inactive waste sites at Elk Hills, the Proposed Action is the primary course of action considered in this EA. The obligatory remediation activities included in the Proposed Action are standard procedures such that possible variations of the Proposed Action would not vary substantially enough to require designation as a separate, reasonable alternative. Thus, the No Action Alternative is the only other option considered in this EA.

Book excerpt: The U.S. Department of Energy (DOE) prepared this environmental assessment (EA) to analyze the potential environmental impacts associated with the proposed interim measures for the Mixed Waste Management Facility (MW) groundwater at the Burial Ground Complex (BGC) at the Savannah River Site (SRS), located near Aiken, South Carolina. DOE proposes to install a small metal sheet pile dam to impound water around and over the BGC groundwater seepline. In addition, a drip irrigation system would be installed. Interim measures will also address the reduction of volatile organic compounds (VOCS) from ''hot-spot'' regions associated with the Southwest Plume Area (SWPA). This action is taken as an interim measure for the MWMF in cooperation with the South Carolina Department of Health and Environmental Control (SCDHEC) to reduce the amount of tritium seeping from the BGC southwest groundwater plume. The proposed action of this EA is being planned and would be implemented concurrent with a groundwater corrective action program under the Resource Conservation and Recovery Act (RCRA). On September 30, 1999, SCDHEC issued a modification to the SRS RCRA Part B permit that adds corrective action requirements for four plumes that are currently emanating from the BGC. One of those plumes is the southwest plume. The RCRA permit requires SRS to submit a corrective action plan (CAP) for the southwest plume by March 2000. The permit requires that the initial phase of the CAP prescribe a remedy that achieves a 70-percent reduction in the annual amount of tritium being released from the southwest plume area to Fourmile Branch, a nearby stream. Approval and actual implementation of the corrective measure in that CAP may take several years. As an interim measure, the actions described in this EA would manage the release of tritium from the southwest plume area until the final actions under the CAP can be implemented. This proposed action is expected to reduce the release of tritium from the southwest plume area to Fourmile Branch between 25 to 35 percent. If this proposed action is undertaken and its effectiveness is demonstrated, it may become a component of the final action in the CAP. This document was prepared in compliance with the National Environmental Policy Act (NEPA) of 1969, as amended; the requirements of the Council on Environmental Quality Regulations for Implementing NEPA (40 CFR 1500-1508); and the DOE Regulations for Implementing NEPA (10 CFR 1021). NEPA requires the assessment of environmental consequences of Federal actions that may affect the quality of the human environment. Based on the potential for impacts described herein, DOE will either publish a Finding of No Significant Impact (FONSI) or prepare an environmental impact statement (EM).

The purpose of the action is to treat LLMW in order to meet the Land Disposal Restrictions specified by the Resource Conservation and Recovery Act and the waste acceptance criteria of the planned disposal site(s). Approximately 17,000 cubic meters (m3) of LLMW are currently stored at the Site. Another 65,000 m3of LLMW are likely to be generated by Site closure activities (a total of 82,000 m3 of LLMW). About 35,000 m3 can be directly disposed of off-site without treatment, and most of the remaining 47,000 m3 of LLMW can be treated at off-site treatment, storage, and disposal facilities. However, some LLMW will require treatment on-site, either because it does not meet shipping requirements or because off-site treatment is not available for these particular types of LLMW. Currently, this LLMW is stored at the Site pending the development and implementation of effective treatment processes. The Site needs to treat this LLMW on-site prior to shipment to off-site disposal facilities, in order to meet the DOE long-term objective of clean up and closure of the Site. All on-site treatment of LLMW would comply with applicable Federal and State laws designed to protect public health and safety and to enhance protection of the environment. The EA describes and analyzes the environmental effects of the proposed action (using ten mobile treatment processes to treat waste on-site), and the alternatives of treating waste onsite (using two fixed treatment processes), and of taking no action. The EA was the subject of a public comment period from February 3 to 24, 1999. No written or other comments regarding the EA were received.

Book excerpt: DOE analyzed two cleanup and closure alternatives and the No Action Alternative, in accordance with the Council on Environmental Quality regulations implementing NEPA (40 CFR Parts 1500-1508) and DOE's NEPA implementing regulations (10 CFR Part 1021). Under Alternative 1, DOE is proposing to clean up the remaining ETEC facilities using the existing site specific cleanup standard of 15mrem/yr. (plus DOE's As Low As Reasonably Achievable--ALARA-principle) for decontamination of radiological facilities and surrounding soils (Alternative 1). An annual 15-millirem additional radiation dose to the maximally exposed individual (assumed to be an individual living in a residential setting on Area IV) from all exposure pathways (air, soil, groundwater) equates to an additional theoretical lifetime cancer risk of no more than 3 x 10{sup -4} (3 in 10,000). For perspective, it is estimated that the average individual in the United States receives a dose of about 300 millirem each year from natural sources of radiation. However, actual exposures generally will be much lower as a result of the application of the ''as low as reasonably achievable'' (ALARA) principle. Based on post-remediation verification sampling previous cleanups have generally resulted in a 2 x 10{sup -6} level of residual risk. DOE would decontaminate, decommission, and demolish the remaining radiological facilities. DOE would also decommission and demolish the one remaining sodium facility and all of the remaining uncontaminated support buildings for which it is responsible. The ongoing RCRA corrective action program, including groundwater treatment (interim measures), would continue. Other environmental impacts would include 2.5 x 10{sup -3} fatalities as a result of LLW shipments and 6.0 x 10{sup -3} fatalities as a result of emission exhaust from all shipments. DOE would also decommission and demolish the remaining sodium facility and decommission and demolish all of the remaining uncontaminated support buildings for which it is responsible. The SSFL RCRA corrective program (including the ongoing groundwater treatment) would continue. Alternative 1 is DOE's preferred alternative. Under Alternative 2, DOE would clean up the ETEC site using a 0.05-millirem standard. A 0.05 mrem exposure would result in an additional theoretical lifetime cancer risk of no more than 1 x 10{sup -6} to the maximally exposed individual over 40 years. Additional environmental impacts of this alternative include 1.4 traffic fatalities and increased release of particulates. As under Alternative 1, DOE would also decommission and demolish the remaining sodium facilities and all of the remaining uncontaminated support buildings for which it is responsible. Ongoing groundwater treatment (interim measures) and the SSFL site-wide RCRA corrective action would continue. The only difference between Alternative 1 and Alternative 2 is the volume of soil that would need to be excavated in order to meet the annual dose rate. As under the preferred alternative, DOE would also decommission and demolish the remaining sodium facility and decommission and demolish all of the remaining uncontaminated support buildings for which it is responsible. The SSFL RCRA corrective program, (including the ongoing groundwater treatment) would continue. Under the No Action Alternative, DOE would conduct no further cleanup of radiological facilities, soil, or the remaining sodium and other support facilities for which it is responsible. Rather, Rocketdyne, as the owner of the site, would prohibit or control access to contaminated facilities, soil, groundwater, or surface water and would continue groundwater treatment. This alternative is described fully in Section 3.4. DOE initially considered other alternatives that were screened out because they were not considered to be reasonable. These include (1) cleanup of the entire SSFL, (2) the disposal of all radiological facilities as radioactive waste regardless of contamination levels, (3) cleanup of the site to industrial levels, and (4) cleanup of the site to background levels. These alternatives and the reasons why DOE chose to eliminate them from further consideration are discussed.

This update analyzes the environmental and health impacts of a drying process for the Three Mile Island (TMI) nuclear reactor core debris canisters now stored underwater in a facility on the Idaho National Engineering and Environmental Laboratory (INEEL). A drying process was analyzed in the predecision versions of the EA released in 1995 but that particular process was determined to be ineffective and dropped from the EA/FONSI issued May 6, 1996. A new drying process was subsequently developed and is analyzed in Section 2.1.2 of this document. As did the 1996 EA, this update analyzes the environmental and health impacts of removing various radioactive materials from underwater storage, dewatering these materials, constructing a new interim dry storage facility, and transporting and placing the materials into the new facility. Also, as did the 1996 EA, this EA analyzes the removal, treatment and disposal of water from the pool, and placement of the facility into a safe, standby condition. The entire action would take place within the boundaries of the INEEL. The materials are currently stored underwater in the Test Area North (TAN) building 607 pool, the new interim dry storage facility would be constructed at the Idaho Chemical Processing Plant (ICPP) which is about 25 miles south of TAN.

Therefore, an environmental impact statement (EIS) is not required. This report contains the Environmental Assessment, as well as the Finding of No Significant Impact (FONSI).
