The analyses were performed between October 1977 and March 1978 to develop a job analytic data base for establishing the job-relatedness of employee selection procedures and practices. Most of the information was gathered through a job analysis survey instrument filled out by patrol officers and supervisors. Each agency was asked to choose at least 10 percent of its patrol car officers so that equal numbers had less than 3 and over 3 years of job experience, that equal numbers came from each shift, that different types of beats were represented, and that a substantial number of minorities and females were included. In addition, a supervisor with at least 1 year's experience from each of the three shifts was selected. The analysis types of incidents which required patrol officer response. The frequency of performance and importance of homogeneous groups of these tasks and incidents for each agency were calculated. In addition, the relative importance of 39 categories of work behavior for each agency was determined. The resulting report was individualized for participating agencies and included comparison figures for a group of similar agencies (in terms of size and type of agency) and for the entire statewide sample. This sample copy presents the results for an unnamed participating agency. Recommendations for the use of the data, lists of comparison groups, footnotes, five references, and data tables are included.

Book excerpt: A job and task analysis was conducted for entry level law enforcement officers in Florida in order to provide a basis for developing selection, training, and other personnel management procedures. Study data were gathered by means of a survey of 8,224 randomly selected law enforcement officers in the more than 420 agencies located throughout the State. A total of 6,741 survey booklets were returned. The officers came from 18 categories of agencies, including municipal police departments, sheriff's departments, the highway patrol, airport security personnel, and school district authorities. Information was gathered on personal background, tasks performed, equipment used, forms and reports used, types of vehicles used on patrol, and special requirements of the job. Among findings were that nearly all officers used a revolver or pistol, patrol car radio, and automobile and that 22 items of equipment were used by half or more of the officers. In addition, most officers used offense or multipurpose reports or supplements and a Miranda statement, over half of the officers used 20 types of forms and reports. The data developed in the job and task analysis can be used for providing an accurate description of the current activities taking place within an occupation, for tracking the implementation of changes in laws or in organizational policy, and for designing training programs. Occupational survey data are also useful for personnel selection, performance appraisal, and job classification. Analysis of the data base established in the job and task analysis project can also provide the basis for developing empirically validated job-related standards which would be more likely than intuitive standards to meet legislative and court requirements. Examples of the results produced in the total survey and a list of publications resulting from the study project which this report summarizes are provided. Tables are also supplied.

Primary objectives of the occupational analysis were to develop statewide employee selection standards, provide information on training priorities, and compile data to satisfy Federal and State fair employment guidelines requirements. Information was gathered only on the full-time, entry level, patrol/deputy officer positions. The report describes the steps taken to conduct the job survey: developing the population of task items and the survey instrument, administering the questionnaire to 516 patrol officers and 170 first line supervisors, and statistical procedures used to analyze the information. A statistical summary of the responses addresses the officers' background characteristics, core task (patrol and investigation, traffic, and motor vehicle, oral communication, written communication, and physical performance), and equipment/vehicle analysis. The sample was predominantly male, but reasonably well-educated with an average of 6.3 years in law enforcement. The final chapter examines the uses of job analysis data in determining admission requirements, defining selection criteria, turnover control, training design, curriculum format, field training, and performance evaluation systems. Four tables are supplied. The appendixes contain 34 references, a list of police agencies surveyed, the task inventory questionnaire, and additional statistics.

Book excerpt: This research project was designed to provide the Commission on Peace Officer Standards and Training (POST) and the various marshals' offices with a comprehensive job analysis data base for the position of marshal/deputy marshal. This data base describes the entry-level position and will be used to improve the job-relatedness of POST-required training. The job analysis was conducted by means of job analysis questionnaires comprised of task statements. Three hundred nine (309) entry-level deputy marshals and seventy-seven (77) supervisors of deputy marshals representing 19 of the 22 marshals' offices in California completed the questionnaires. Both frequency information (how often the tasks are performed) and importance information were collected on 560 task statements. The results show that the deputy marshal job is comprised of 260 "core" tasks which have statewide applicability. A comparison of these tasks with the "core" tasks performed by patrol officers indicates that there are both significant similarities and significant differences in the two jobs. These findings will be used in the development of appropriate training for marshals and deputy marshals.
