Increasingly, consequential political decisions are negotiated between politicians who do not share a common native language. Nils Ringe uses the European Union to investigate how politicians’ reliance on shared foreign languages and translation services affects politics and policy-making. Ringe's research illustrates how multilingualism is an inherent and consequential feature of EU politics—that it depoliticizes policy-making by reducing its political nature and potential for conflict. An atmosphere with both foreign language use and a reliance on translation leads to communication that is simple, utilitarian, neutralized, and involves commonly shared phrases and expressions. Policymakers tend to disregard politically charged language and they are constrained in their ability to use vague or ambiguous language to gloss over disagreements by the need for consistency across languages.

The impact of sometimes contrasting factors such as the conventions of legal drafting at the European Union and those within the target culture, the principle of equal authenticity and the attention to the quality and readability of legislative texts is revealed in the analysis. Evidence in support of the theories concerning translation universals is also found and their implications for EU legal translation are discussed. The results lead to the formulation of several hypotheses as regards the norms governing the translation of EU legislative texts. Book excerpt: Translating Institutions outlines a framework for research on translation in institutional settings, using the Finnish translation unit at the European Commission as a case study. Because of their foundational multilingualism, the institutions of the European Union could be described as both translating and translated institutions. The European Commission alone employs nearly two thousand translators, and it is translators who draft the vast majority of outgoing EU messages. Translating Institutions sets out to explore the organizational role and professional identity of this group of cultural mediators, a group that has remained relatively invisible despite its size and central institutional role, and to use the analysis of this data to elaborate broader methodological and theoretical issues. Translating Institutions adopts an ethnographic approach to explore the life and work of the translators at the centre of this study. In practice, this entails employing a number of different methods and interrogating various types of data. The three-level research design used covers the study of the institutional framework, the study of translators working in specific institutional settings, and the study of translated documents and their source texts. This is therefore a study of both texts and people in their institutional habitat. Given the methodological focus of the volume, the different methods and data are outlined in independent chapters: the institutional framework of translation (institutional ethnography), the physical location of the unit (observation), translators' own views of their role (focus group discussions), and a sociologically-oriented text analysis of a sample document (shifts analysis). Translating Institutions constitutes a valuable contribution to the sociology of translation. It opens up new avenues for research and offers a detailed framework for the study of institutional translation.

The legislative varieties of eleven EU official and working languages (Dutch, English, Finnish, French, German, Greek, Italian, Latvian, Maltese, Polish, Spanish) are analyzed using corpus methodologies in order to investigate the variational dynamics and translation-induced patterns of the different languages. The underlying assumption is that, within the sociolinguistic continua of the EU languages, it is possible to single out specific legislative varieties (Eurolects) that originate at a supra-national level. This research hypothesis is strongly supported by the empirical findings derived from detailed corpus analyses of each language. This work represents the first systematic and comprehensive linguistic research conducted on a wide range of EU languages using the same protocol and applying corpus methodologies to the extensive Eurolect Observatory Multilingual Corpus.

All three types of languages, however, are constituent parts of a multilingual European identity and should be taken into account in any type of language policy.
