Similar energy surveys and reports have been developed for Fort Richardson and Fort Greely Central Heating and Power Plants concurrently. The Scope of Work of this program was developed by the Huntsville Division Corps of Engineers for use at all Army central heating and power plants. The purpose of this study is to review and study all potential energy conservation opportunities (ECOs) at the Port Wainwright Central Heating and Power Plant (CHPP). These ECOs would then be developed to determine the economics and feasibility of implementation. The equipment at this plant is over 30 years old. The plant is meeting the requirements of providing steam for heating the base. It is a functional operating plant that will, with proper maintenance and repairs, continue to perform for many more years. With a heating plant of this age there was reason to believe that many energy conservation opportunities do exist. Section 4 describes the ECOs found and studied.

Entech Engineering Inc. has prepared this study as part of the Energy Engineering Analysis Program (EEAP). Originally the scope of the study was to cover only the Boiler Plant. However, the steam distribution system was added to the scope because of the significant interrelationship between the boiler plant and the distribution system. Steam usage inside the buildings was not part of this study, although steam usage estimates were made for each building in order to prepare a comprehensive steam use model. A substantial part of the work in this study was to prepare fuel and steam use models. These models simulated on a monthly basis how energy is used for major heating loads. For example, calculations were made to estimate the steam used in each building for space heating, water heating, sterilizers, decontamination, etc.. Also included in the model is the amount of losses for such things as boiler efficiency, heat loss from pipes, lost condensate, etc.. The developed steam and fuel use models were then balanced such that the model matched the actual steam production and fuel use on a monthly basis. The total energy usage in the Boiler Plant in 1994 is shown in the following table. Oil and natural gas costs are for the boilers, which supply heat to the total base. The electric usage is for only the equipment inside the Boiler Plant. The total cost for fuel is approximately $3 million per year. Electric cost for the Boiler Plant is an additional $50,000 per year. Entech Engineering, Inc.

This fuel change was analyzed because the Base has initiated a program of switching from No. 6 fuel oil to liquid propane for all of their boiler plants. The results of all ECO calculations using No. 6 fuel oil have been included at the request of the COE for record purposes. Nonfeasible ECO's were not rerun for propane, because changing the fuel from No. 6 fuel oil to propane, a higher cost fuel, would not make the ECO's feasible. This submittal presents finding of the EEAP and provides recommendations for implementation. In detail this report presents the following information: (1) Determine the efficiency of the boiler/chiller plants by appropriate tests. (2) Survey the boiler/chiller plants to determine if the efficiency can be improved by the repair, addition, or modification of equipment and recommend improvements. (3) Evaluate the control system and recommend changes, repairs, or new controls which will improve the efficiency of the plants. (4) Review operation and maintenance procedures and provide site specific recommendations which will increase the efficiency of the plants to the maximum level. Book excerpt: The Feasibility Study for HVAC Upgrade was performed as part of the Energy Engineering Analysis Program (EEAP). The purpose of the Feasibility Study for HVAC Upgrade is to determine the economic feasibility of replacing failed or failing HVAC equipment in 70 buildings at Fort Riley, Kansas. This study is being performed in conjunction with the Feasibility Study for Installation of UMCS at Fort Riley. Two hundred sixteen buildings are evaluated in the UMCS study.
