Available in PDF, EPUB and Kindle. Book excerpt: This book presents a comparative analysis of energy efficiency policies in developing countries. Although there is a vast amount of literature available about renewable energy policy and implementation in the developing world, energy efficiency tends to lack attention. This book fills this lacuna by examining the current state of the field and scope for future improvements. Drawing on a wide range of case studies including Brazil, China and Chile, the authors use a comparative approach to examine the policies and programmes being implemented, looking at the existing legal frameworks and regulatory challenges. By showcasing stories of success, as well as barriers to energy efficiency, they highlight the opportunities for increased energy access and efficiency and demonstrate how these opportunities may directly impact on climate change mitigation. This volume will be a useful resource for scholars and practitioners with an interest in energy policy and efficiency, climate change and international development.

Available in PDF, EPUB and Kindle. Book excerpt: Concerns about energy security, climate change and rising energy costs make it imperative for all countries to significantly improve their energy efficiency. To assist them in doing so, the IEA has proposed 25 energy efficiency recommendations. These recommendations could, if implemented globally without delay, reduce global CO2 emissions by 8.2 gigatonnes per year by 2030, equivalent to roughly two-times the amount of current EU CO2 emissions. Yet are IEA member countries doing enough to capture the full potential benefits from energy efficiency policy? This innovative book provides the first assessment of IEA member countries' progress on implementing energy efficiency policy. Using a rigorous evaluation process, it finds that while these countries are implementing a full range of energy efficiency measures, their efforts fall short. Pressing energy, climate and financial challenges require even more energy efficiency policy action, particularly in the transport sector. To address this action gap, IEA member countries must urgently ramp up their energy efficiency policy efforts.

Energy touches our lives in countless ways and its costs are felt when we fill up at the gas pump, pay our home heating bills, and keep businesses both large and small running. There are long-term costs as well: to the environment, as natural resources are depleted and pollution contributes to global climate change, and to national security and independence, as many of the world's current energy sources are increasingly concentrated in geopolitically unstable regions. The country's challenge is to develop an energy portfolio that addresses these concerns while still providing sufficient, affordable energy reserves for the nation. The United States has enormous resources to put behind solutions to this energy challenge; the dilemma is to identify which solutions are the right ones. Before deciding which energy technologies to develop, and on what timeline, we need to understand them better. America's Energy Future analyzes the potential of a wide range of technologies for generation, distribution, and conservation of energy. This book considers technologies to increase energy efficiency, coal-fired power generation, nuclear power, renewable energy, oil and natural gas, and alternative transportation fuels. It offers a detailed assessment of the associated impacts and projected costs of implementing each technology and categorizes them into three time frames for implementation.

Book excerpt: Energy efficiency is the best tool to improve sustainability and affordability of energy services. However, there are considerable challenges when it comes to identifying opportunities and measurement. This monograph provides a comprehensive understanding of the trends and progress made in terms of energy intensity in Latin America and the Caribbean (LAC) compared to other world regions and nationally by looking at the aggregate, industrial and household levels. Additionally, it discusses the limitations of using such indicator to measure energy efficiency in LAC. In order to complement perspectives resulting from this indicator, it investigates the counterpart challenge of promoting energy efficiency: creating incentives. To address this challenge, the present document proposes a conceptual framework through which to analyze energy efficiency policies and regulation across the region. This framework consists of four steps: Law and regulation, Types of incentives, Targets and Governance and Support. The analysis carried out leads to policy recommendations at both the national and regional levels.

Available in PDF, EPUB and Kindle. Book excerpt: Energy efficiency is an important factor in an economy, since it helps meet energy needs, decrease costs, and lower environmental impacts. A review of the evolution of energy intensity in European and Former Soviet Union countries indicates a positive trend: high-energy-intensity countries have now reached the level of medium-energy-intensity economies 15 years earlier, and in the same period, medium-energy-intensity ones had similarly evolved to levels of low-energy-intensity. At the same time, the fast transitioning economies of Central Europe converged towards similar levels of energy intensities, in line with EU Directives, while successful EU-15 countries managed to maintain economic growth while keeping energy use flat. This report looks at how countries effect the transition from high- to medium- to low-energy-intensity, exploring whether leapfrogging is possible (it’s not) and what policies can be particularly helpful. Some of the lessons include: energy prices tend to evolve from subsidized levels to full-cost-recovery to full-cost-recovery-plus environmental externalities; industrial energy efficiency is often the starting point, with privatization and competition driving companies to reduce production costs, including energy; successful countries excell at governance (setting targets, building institutional capacity, creating and improving the legal and regulatory framework, and monitoring and evaluating); households tended to be the last, and most difficult, area of reform, starting with pricing improvements, outreach campaigns, financing programs, and building certificates programs.

It considers the future prospects of energy demand, and discusses ways of restraining growth in consumption in order to meet environmental and economic development goals. Based on a decade of research by the authors and their colleagues at Lawrence Berkeley Laboratory in collaboration with the Stockholm Environment Institute, it presents a wealth of information on energy use and the forces shaping it in the industrial, developing, and formerly planned economies. The book provides an invaluable overview of the potential for improving energy efficiency, and discusses the policies that could help realize the potential. While calling for strong action by governments and the private sector, the authors stress the importance of considering the full range of factors that will shape realization of the energy efficiency potential around the world.

Book excerpt: This book is devoted to investigating the policy design and effectiveness of financial and market-based instruments to promote energy efficiency financing. The concept of this monograph is to present the latest results related to energy efficiency funding schemes, energy efficiency obligations, voluntary agreements, auction mechanisms, and Super Energy Services Companies (Super ESCOs) in major jurisdictions across the world. The book focuses on financial and market-based instruments as they deliver a price signal, which provides an incentive for firms to invest in innovation or implement more energy-efficient technologies and deliver energy savings while minimizing costs. Such instruments can have significant advantages for the government, supporting the fiscal sustainability of the government’s energy efficiency efforts, requiring less enforcement than regulation and according the market flexibility to select the most cost-efficient technologies. This book is highly recommended to researchers, policy experts, and business specialists who seek an in-depth and up-to-date integrated overview of energy efficiency financing.

Available in PDF, EPUB and Kindle. Book excerpt: This landmark work lauds the benefits of decreased energy consumption, investigating its relationship to public policy and analyzing its potential billion-dollar benefits to the U.S. economy. U.S. consumers tend to use energy indiscriminately—something they may no longer be able to do with impunity. This game-changing book asserts that reducing energy consumption should be a frontline strategy to address global climate change, threats to energy security, and the challenge of grid reliability. The book supports two bold arguments: that policies motivating greater investment in high energy efficiency should be a priority, and that energy efficiency can help the nation in times of crisis. To make their case for the necessity of prioritizing demand reduction, the authors examine the policies and markets operating in a number of leading cities, states, and nations across the globe to uncover the keys to their success. These examples show how demand-side strategies can significantly reduce pollution, cut costs, and make the electric grid more resilient. The authors explain why these technologies are not widely adopted and assess the potential savings they can produce. The book will be an eye-opener for policymakers, energy professionals, and the public as it demonstrates how cost-effective demand reduction policies can improve air quality, strengthen electricity markets, and generate jobs.

Book excerpt: There is a congruence of several forces in the developing world that makes very timely the formulation of a strategy to address energy efficiency and conservation issues better. Many countries are becoming receptive to reforming the way energy is produced and consumed as they experience (a) rapidly growing demand for energy; (b) major constraints on available energy financing; (c) increased pressures to sustain the environment; (d) poor energy sector performance and unsatisfied customers; and (e) a reappraisal of the roles of government and of the public and private sectors in development. These factors are forcing developing countries to address long-neglected issues of energy wastage in production and end use. The World Bank now has an enhanced opportunity to further assist developing countries to improve their energy efficiency and conservation policies and practices. The paper provides a background on the evolution of developed versus developing-country energy efficiency and summarizes World Bank experience. It outlines the growing energy demand in developing countries and the accompanying financial and environmental problems that bring energy-efficiency issues to the forefront. The paper then sets out the potential for improved energy efficiency and the main reasons that efficiency has been so poor. Finally, it summarizes the priority actions for achieving energy efficiency in developing countries and sets out a four-point program for the World Bank.

Book excerpt: This book presents a succinct overview of research on China's Energy Efficiency as studied by the Center for Energy & Environmental Policy Research (CEEP), Beijing Institute of Technology (BIT). Energy efficiency, linking energy supply, demand and market, is crucial to the world's energy development. China consumes one fourth of the world's energy currently, however its per capital consumption is no more than half of that in OECD countries. This book provides a comprehensive treatment of the situation of China's energy development, proposes and summarizes the methodologies of energy efficiency measurement, and uses these methods to analyze the energy consumption at sectoral and provincial level, the impacts of economic structure on the energy macro-efficiency, the price elasticity of oil demand, and energy efficiency policies simulations. The book provides scientific support for researchers and policy makers dealing with energy efficiency.
