Book excerpt: This evaluation assesses the performance of IFC s energy efficiency finance program in China aimed at stimulating energy efficiency investments through bank guarantees and technical assistance. The difference made by the program is traced along the chain of interventions: (i) at the level of banks, the program is narrowly based on one of the two partner banks, which, with the help of the program, expanded its energy efficiency lending as a new business line; (ii) at the level of energy management companies, the program s technical assistance improved the program participants access to finance; and (iii) at the end-user level, it promoted the use of energy efficiency investments that achieved reduction of greenhouse gas emissions. The utilization of IFC s program has been rapid compared with other similar programs. The energy efficiency investments supported by the program have reduced greenhouse gas emissions by 14 million CO2 tons per year, slightly in excess of the target set at the beginning of the program. However, there is only a weak differentiation in behavior surrounding energy efficiency investment between end users supported by the program and other similar companies that were not. It is important to note that the performance of the program was heavily influenced by the government s policy actions and the earlier efforts of other players: The Chinese government and other players such as the World Bank. The CHUEE program, relying mainly on commercial funding through IFC s guarantees, builds on these efforts

Available in PDF, EPUB and Kindle. Book excerpt: This book is the first comprehensive assessment of the state of low-carbon investments in Asia, analyzing the rationales, mandates and public–private financing activities. Based on the experiences of several regional initiatives wherein public financing is catalyzing private investments in low-carbon infrastructure, this book proposes a framework that can be used as a tool to identify factors that influence private investment decisions and policy instruments that can scale up the private capital. Placing the Asian economies onto a low-carbon development pathway requires an unprecedented shift in investments. This book addresses this situation by asking questions such as: • What is the central role of private finance in achieving the Paris Agreement targets? • What key policy levers and risk mitigation can governments use in an effort to unlock the potentials of private capital? • How can regionally coordinated actions hold significant promise for scaling up private investments?

Book excerpt: This handbook deals with various financial instruments, policies, and strategies in a policy-oriented approach for financing green energy projects. Recently, global investment in renewables and energy efficiency has declined, and there is a risk that it will slow further, Clearly, fossil fuels still dominate energy investments. This trend could threaten the expansion of green energy needed to meet energy security, climate, and clean-air goals. Several developed and developing economies are still following pro-coal energy policies. The extra CO2 generated from new coal-fired power plants could more than eliminate any reductions in emissions made by other nations. Finance is the engine of development of infrastructural projects, including energy projects. By providing several thematic and country chapters, this handbook explains that if we plan to achieve sustainable development goals, we need to create opportunities for new green projects and scale up the financing of investments that furnish environmental benefits. New financial instruments and policies such as green bonds, green banks, carbon market instruments, fiscal policy, green central banking, fintech, and community-based green funds are among the chief components that make up green finance. Book excerpt: This book discusses how energy efficiency benefits the global environment, national energy security, local pollution mitigation, natural resource conservation, and utility bill reduction. In addition, this book provides many hands-on skills and knowledge to identify and develop energy efficiency projects. The literature review shows that energy efficiency has become the first fuel in the world energy supply. With empirical analyses, this book indicates that without continued investment in energy efficiency, neither China nor the U.S. could achieve their carbon emission reduction targets that were announced on November 13, 2014 during the Beijing 2014 APEC meeting. The authors argue that energy efficiency will become the first tool to mitigate climate change. These include (1) identifying energy efficiency barriers, (2) developing energy policies, (3) investing in energy efficient technologies, (4) undertaking project cost-effectiveness analysis, (5) de-risking and financing energy efficiency projects; (6) developing and managing energy service companies, and (7) promoting urban transport efficiency. Two case studies in energy efficiency improvement in electrical motors and industrial boilers are also presented. This book is written for college and university students, practitioners, researchers, consultants, project developers, and policy makers who want to dedicate their professional careers in global energy efficiency improvement, climate change mitigation, local clean air initiatives, and energy bill reduction.

Book excerpt: The proposed Green Infrastructure Finance Facility will be the implementing vehicle of the Framework which would subscribe an initial funding from international donors in order to support justifiable renewable energy projects. With parallel support from host governments, the facility would use its financial resources to close the financial viability gap of clean energy projects, while at the same time ensuring a high leveraging of private finance in each of the projects it supports. It will also deploy its instruments to reduce the risks associated with these technologies. One of the novel features of this approach is the deliberate blending of both concessional and carbon finance instruments within individual project structures in order to achieve maximum effectiveness for bringing RE projects to financial closure with majority participation from the private sector.

Available in PDF, EPUB and Kindle. Book excerpt: The current universal concerns about global energy security, competitiveness, and environmental protection make energy efficiency more important than ever. However, realizing large-scale savings has proven a significant challenge due to many barriers. 'Public Procurement of Energy Efficiency Services' looks at a largely untapped energy efficiency market the public sector. While the efficiency potential in this sector is substantial, the implementation of energy savings programs has been complicated by a number of factors, such as insufficient incentives to lower energy costs, rigid budgeting and procurement procedures, and limited access to financing. The book looks at energy savings performance contracts (ESPCs) as a means of overcoming some of these barriers. Because public facilities can outsource the full project cycle to a commercial service provider, ESPCs can enable public agencies to solicit technical solutions, mobilize commercial financing, and assign performance risk to third parties, allowing the agency to pay from a project s actual energy savings. The recommendations in this book stem from case studies that identified approaches, models, and specific solutions to ESPC procurement, including budgeting, energy audits, and bid evaluation. Such an approach also offers enormous potential to bundle, finance, and implement energy efficiency projects on a larger scale in the public sector, which can yield further economies of scale. ESPCs can also serve as an attractive element for fiscal stimulus packages and efforts by governments to 'green' their infrastructure, which can create local jobs, reduce future operating costs, and mitigate their carbon footprint. Lower energy bills, in turn, help to create fiscal space in future years to meet other critical investment priorities. Bundled public sector energy efficiency projects can help stimulate local markets for energy efficiency goods and services and 'lead by example', demonstrating good practices and providing models to the private sector.
