The discussion is set against the background of the Fourth World Conference on Women, 1995, in Beijing, in which a Platform for Action signed by heads of governments expressed their countries’ commitment to achieve ‘gender equality and empowerment of women’ through ensuring integration of the gender perspective at all levels. In Bangladesh, notable among the initiatives undertaken was the enactment of the Local Government (Union Parishads) (Second Amendment) of 1997, through which one-third of seats were reserved for women in the Union Parishad (UP) and the system of direct election was introduced to elect women members in reserved seats. The Act of 1997 is considered to be a milestone, since it has enhanced women’s participation in the local government politics significantly. Against this background, the specific research questions that have been addressed in this volume include: the necessity of reform for enhancing women’s participation in politics; the context against which the Government of Bangladesh enacted the Act and the reasons such an initiative was not taken earlier; the actors behind the reforms and their role in the reform process; and the impact of the reform on the state of women’s participation at the local level in Bangladesh.

LGO 2001 brought a space for the marginalized community including women and minority in the local government system. A 33% quota was fixed for women political participation. To enable women to participate in politics with full of their capacity, civil society organization launched capacity building services for women. The present research aims at finding out impact of women political participation and their capacity building on their role performance in public and private sphere. The triangulation approach using case study and survey method was applied for conducting research on women councilors in district Muzaffargarh. A total of 100 women councilors were taken into the sample frame using Multi Stage Cluster Sampling and Systematic Random Sampling. The subjects for case study were selected through purposive sampling. It concludes that with political participation, women have achieved better status at household and society level and the training has improved role performance of women councilors.

Also a Key Informant Interview (KII) and Case Study was also done in the process. Social, economic and educational level of respondent along with their challenges in politics has been analyzed collecting information through primary and secondary sources. Lack of educational qualification, intra party discrimination of women, family barrier, and lack of will power seems some of the factors causing underrepresentation in politics despite attractive provision in constitution. From the finding of the study it is suggested that women should be given educational opportunities, freedom from household work, support from partner, strengthening women organization to louder their voice and proper implementation of formulated plan and polices are the some ways that can increase the qualitative and quantitative aspects of women political participation. Book excerpt: Due to social and economic factors, gender inequality persists in society requiring initiatives for women empowerment. It is vital that government policies are gender-sensitive incorporating the elements of gender-disaggregated data, gender-based demography, gender-based tasks and gender equality resulting in women empowerment. The review of relevant literature, official documents and international/regional/national policies [descriptive and analytical methodology] reveal the lack of participation by women in political decision-making, especially at grass-roots level. The reasons could be, inter alia, the lack of skills, capacities, household responsibilities, societal pressure and cultural beliefs. This nature of constraints can be overcome through building women's capacity for improved political involvement in local governance [a hypothetical statement]. In order to find solutions, the article raises the following questions for [on-going] debate and discussion: What is the magnitude of gender-awareness in political decision-making in municipalities? To what extent are gender equity policies implemented at grass-roots level? Are municipalities acknowledging the need to empower women? Are there any initiatives in place to capacitate women to ensure participation in decision-making processes? There are diverse arguments on this issue. The strong augmentation emphasizes the significance of the normative approach that supports public participation as a form of transformation. Another augmentation stresses the instrumental approach supporting the political decentralization for participatory decision-making at grass-roots level. In order to find answers to the above questions, the article investigates at the status of women in South African local governance [political context]. The article utilizes an empowerment approach of the feminist theory. The empowerment approach has its own indicators for measurement varying from individual to collective at micro and macro levels. The micro level symbolizes an individual seeking progression from subjugation to an evolutionary personality. The macro level symbolizes the institutions/authorities/regulations taking relevant decisions regarding progression of individuals. In this article, the micro level, that is, the individuals, are women seeking empowerment and recognition, while the macro levels are municipalities (organizations), authorities (political office-bearers), and regulations (gender equality policies and programmes). The article recommends that it is vital to review and revise existing constitutional, political, legislative and regulatory frameworks, including electoral systems, to remove provisions that hinder women's equal participation in the decision-making processes. To facilitate research on the conditions under which women representation is enhanced in political parties, parliament and government at all spheres is significant. The government must ensure monitoring and evaluation of the participation and representation of women in the decision-making processes. At the political level, the parties must review and revise their manifesto and structures to accommodate the participation of women. To enhance the participation of women in political decision-making, a quota on gender is being considered as an important policy measure. At the social level, there is a need to change attitudes that should include: the culture of local government needs to be reviewed to ensure that women are treated fairly and equally; discrimination against women is unacceptable; gender awareness programmes for men and women need to be developed; and opportunities need to be availed to women as soon as they are elected so that they can learn about local government, governance and receive the required support.

It is important in this context, the extent to which this system of women representation in local government body contributes to women's political participation and empowerment and also to what extent they are able to perform their due roles. The present study explores these issues based on field level data. The study finds that the provision of direct election in the quota seats contributes to develop significant enthusiasm among women to participate in politics. The study, however, finds that women face severe hurdles and resistance from their male counterparts performing their due roles. Furthermore, the women as first timer in the political arena experience difficulties in understanding and performing their roles and responsibilities. The study therefore recommends further legal safeguards, training and social awareness programmes for effective participation and empowerment of women in the local government system of the country.
