Book excerpt: In 1812 the Jeffersonian-dominated Massachusetts legislature, with the approval of Governor Elbridge Gerry, split Essex County in an effort to dilute the strength of the Federalists. Noting the resemblance of the new, oddly shaped district to a well-known amphibian, a local newspaper dubbed the creation a "gerrymander." Less well known about this oft-recounted episode of American history, writes political scientist Mark Rush, is its outcome: in the ensuing election, the Federalists won the district anyway. Today, politically divisive redistricting--gerrymandering to some--still causes bitter reapportionment disputes, renewed threats of class action lawsuits, and legislative wrangling. In Does Redistricting Make a Difference? Rush offers a skeptical inquiry into this controversy and a critical assessment of the assumptions underlying current analyses of the redistricting process. He focuses on long-term voting results in redrawn districts and concludes that redistricting--at least given present criteria and guidelines--has little impact. By showing how difficult it is to perpetrate a successful partisan gerrymander, Rush challenges the notion that an electorate can be organized into Democratic and Republican "groups." He further questions the validity of current political research--and highly paid political consulting--undertaken on the assumption that such organization is feasible. Book excerpt: Representation in Congress provides a theory of dyadic policy representation intended to account for when belief sharing, delegate, responsible party, trustee, and 'party elite led' models of representational linkage arise on specific policy issues. The book also presents empirical tests of most of the fundamental predictions for when such alternative models appear, and it presents tests of novel implications of the theory about other aspects of legislative behavior. Some of the latter tests resolve contradictory findings in the relevant, existing literature - such as whether and how electoral marginality affects representation, whether roll call vote extremism affects the re-election of incumbents, and what in fact is the representational behavior of switched seat legislators. All of the empirical tests provide evidence for the theory. Indeed, the full set of empirical tests provides evidence for the causal effects anticipated by the theory and much of the causal process behind those effects.

Book excerpt: With the passage of the Voting Rights Act in 1965, the right of minorities to register and vote was largely secured. It was soon discovered, however, that minority voting did not guarantee the election of minorities or minority-preferred candidates. Indeed, efforts by states and localities in the second half of the 1960s were aimed at denying any substantial minority representation to go along with the ability to cast ballots. Eventually congressional amendments to the Act along with the Supreme Court opinion in Thornburg v. Gingles (1986) have led to efforts to eliminate electoral laws that have the effect of diluting the minority vote, whether or not they were enacted with discriminatory intent. Controversy still surrounds the matter of minority representation, however, because of the ambiguity of certain aspects of the law and because of problems in applying it to the largely single-member district context of the 1990s. This book is the most up-to-date treatment of voting rights law and the numerous controversies surrounding minority representation. The authors have extensive, firsthand experience in both the legal battles and the scholarly examination of these issues. Based on this wealth of experience, they describe the development of the law after 1965, discuss in detail the prevailing Supreme Court interpretation of the Voting Rights Act, and examine discrepancies in federal court interpretations of subsequent actions. They also introduce the reader to technical procedures for establishing standards of representation and measuring discrimination. In the final two chapters, they consider the application of voting rights law to districting in the 1990s along with the implications of recent developments for the future of representation in America.
