In the 1960s-70s, the world was slowly beginning to realise that environment degradation was not sustainable. With phenomena such as acid rain, it became clear that pollution did not stop at national boundaries and the European environmental conscience developed in parallel to such growing environmental concerns. The oil crisis in 1973 was a turning point in the integration process for both energy policy and environment policy, and while further integration towards the European energy policy failed; the environmental policies took shape in measures such as energy saving. The Commission incorporated both energy and environmental policies into the EU policy canon and built an institutional framework, responding to the insufficiency of national policy answers and the developing environmental conscience of the European people. Book excerpt: This study is the product of a long view of space exploration and the conversations about space in China. It locates the multiple conversations about space exploration and utilisation as they are in the Peoples’ Republic of China (PRC), within other conversations about space culture in the world. China is viewed by Western researchers though many lenses which are examined here critically. In previous studies, writers explain away China‘s space programme with the easy answers of a "Space Race" and a "China Threat", in which the space programme is seen as merely an example of global competition, or threat, but this thesis challenges those barriers to Western understanding of the Chinese public conversation of space culture. In this study, critical theory and an underlying epistemology within a post-Enlightenment cultural frame are applied to official, archival and ephemeral texts and images. The manner of the critical application is distinguished from derivate techniques operationalised as Open Source Intelligence. The concept of Place, and within that, Foucault’s linguistic concept of “Heterotopia”, is significant both in understanding the Chinese overseas space bases on Earth and the temporal and spatial dislocations experienced in space missions. In acknowledging the interpretative approach, an empirical study, a "Q-sort" has been carried out, which demonstrates that the key factor in the Chinese conversation is Science, within the context of modernisation, tempered by Chinese cultural affirmation and international co-operation. The thesis concludes by providing general principles in future work for successful research into the popular culture of space exploration.

And why, exactly, is it that it is potentially conflict-prone? This book gives answers to these questions on the basis of what Rwandan and Burundian interviewees expressed as taken for granted and real. In particular, it focuses on different political institutional models, and how they help to overcome an ethnic interpretation of political and social exclusion. Despite the diverging institutional approaches to dealing with ethnic cleavages, the qualitative analysis shows that political and social exclusion, in particular the distribution of power, are interpreted in ethnic terms in both countries. Focusing on notions taken for granted by Rwandan and Burundian interviewees, the book demonstrates, how deeply intertwined ethnicity and politics are in Rwanda and Burundi today.

This book analyses participation in development interventions as an institutionalised expectation – a rationalized myth – and examines how organisations on different levels of government process it. At least two different objectives of participation are appropriate and legitimate for international organisations in the field: the empowerment of local beneficiaries and the achievement of programme goals. Both integrate participatory forums into the organisational logic of development interventions. Local administrations react to the institutionalised expectation with means-ends decoupling, where participatory forums are implemented superficially but de facto remain marginalised in local administrative processes and activities. The book furthermore provides a thick description of the organisationality of participation in development interventions. Participatory forums are shown to be a form of partial organisation. They establish an order in the relationship between administrations and citizens through the introduction of rules and the creation of a defined membership. At the same time, this order is found to be fragile and subject to criticism and negotiation.

Book excerpt: The 2006 United Nations Convention on the Rights of Persons with Disabilities (UN CRPD) is the first human rights treaty to explicitly acknowledge the right to education for persons with disabilities. In order to realize this right, the convention’s Article 24 mandates state parties to ensure inclusive education systems that overcome outright exclusion as well as segregation in special education settings. Despite this major global policy change to tackle the discriminations persons with disabilities face in education, this has yet to take effect in most school systems worldwide. Focusing on the factors undermining the realization of disability rights in education, Julia Biermann probes current meanings of inclusive education in two contrasting yet equally challenged state parties to the UN CRPD: Nigeria, whose school system overtly excludes disabled children, and Germany, where this group primarily learns in special schools. In both countries, policy actors aim to realize the right to inclusive education by segregating students with disabilities into special education settings. In Nigeria, this demand arises from the glaring lack of such a system. In Germany, conversely, from its extraordinary long-term institutionalization. This act of diverting from the principles embodied in Article 24 is based on the steadfast and shared belief that school systems, which place students into special education, have an innate advantage in realizing the right to education for persons with disabilities. Accordingly, inclusion emerges to be an evolutionary and linear process of educational expansion that depends on institutionalized special education, not a right of persons with disabilities to be realized in local schools on an equal basis with others. This book proposes a refined human rights model of disability in education that shifts the analytical focus toward the global politics of formal mass schooling as a space where discrimination is sustained.
