Book excerpt: This study uses a unique combination of State panel data and qualitative interviews to examine the economic and policy factors associated with the sharp increase in the number of Food Stamp Program (FSP) participants between 2000 and 2006. This period is particularly interesting because the rise in participation between 2003 and 2006 occurred while the national economy was improving. Higher numbers of participants were associated with higher State unemployment rates and lower State labor force participation rates and minimum wages. The intro. of FSP policies designed to expand eligibility and ease reporting also increased the number of participants. In addition, program outreach efforts were assoc. with higher caseloads in times of low unemploy. Illus.

Available in PDF, EPUB and Kindle. Book excerpt: In 1963, President Kennedy proposed making permanent a small pilot project called the Food Stamp Program (FSP). By 2013, the program's fiftieth year, more than one in seven Americans received benefits at a cost of nearly $80 billion. Renamed the Supplemental Nutrition Assistance Program (SNAP) in 2008, it currently faces sharp political pressure, but the social science research necessary to guide policy is still nascent. In SNAP Matters, Judith Bartfeld, Craig Gundersen, Timothy M. Smeeding, and James P. Ziliak bring together top scholars to begin asking and answering the questions that matter. For example, what are the antipoverty effects of SNAP? Does SNAP cause obesity? Or does it improve nutrition and health more broadly? To what extent does SNAP work in tandem with other programs, such as school breakfast and lunch? Overall, the volume concludes that SNAP is highly responsive to macroeconomic pressures and is one of the most effective antipoverty programs in the safety net, but the volume also encourages policymakers, students, and researchers to continue examining this major pillar of social assistance in America.

Available in PDF, EPUB and Kindle. Book excerpt: Across the United States marginalized communities are organizing to address social, economic, and environmental inequities through building community food systems rooted in the principles of social justice. But how exactly are communities doing this work, why are residents tackling these issues through food, what are their successes, and what barriers are they encountering? This book dives into the heart of the food justice movement through an exploration of East New York Farms! (ENYF!), one of the oldest food justice organizations in Brooklyn, and one that emerged from a bottom-up asset-oriented development model. It details the food inequities the community faces and what produced them, how and why residents mobilized to turn vacant land into community gardens, and the struggles the organization has encountered as they worked to feed residents through urban farms and farmers markets. This book also discusses how through the politics of food justice, ENYF! has challenged the growth-oriented development politics of City Hall, opposed the neoliberalization of food politics, navigated the funding constraints of philanthropy and the welfare state, and opposed the entrance of a Walmart into their community. Through telling this story, Growing Gardens, Building Power offers insights into how the food justice movement is challenging the major structures and institutions that seek to curtail the transformative power of the food justice movement and its efforts to build a more just and sustainable world.

Book excerpt: In 1996, the safety net for poor households with children changed when Fed. legislation replaced AFDC with TANF. This study investigates participation in, and benefits received from, AFDC/TANF and food assistance programs, before and after the legislation, for children in low-income households. Between 1990 and 2004, the share of children receiving food stamps declined, esp. among children in the poorest households. The share of children in households that received benefits from AFDC/TANF or food assistance programs grew from 35% to 52%. However, the net result of these changes is that average total household benefits from all programs declined. The decline was largest among children in the poorest households. Illustrations.

Book excerpt: Revenue and expenditure forecasting plays an important role in public budgeting and financial management, particularly during times of financial constraint, when citizens impose greater accountability upon government to use taxpayer dollars more efficiently. Despite its significance, revenue and expenditure forecasting is often overlooked in the budget process, and there is an imbalance between practice and research in this area. Based on the collaboration of budget scholars and practitioners, Government Budget Forecasting fulfills two purposes: Enhances the understanding of revenue and expenditure estimation both theoretically and practically Stimulates dialogue and debate among practitioners and academicians to identify good forecast practices as well as areas for improvement Divided into four parts, this comprehensive reference first examines forecast practices at the federal, state, and local levels, drawing on case studies that include California, Texas, and Louisiana. It then explores consensus systems and risk assessment, considering political factors and the costs of forecast errors. The text concludes with a call to transparency and guidance from a code of ethics, and a look at forecasting practices in emerging countries.
