Book excerpt: Skilled technical occupationsâ€"defined as occupations that require a high level of knowledge in a technical domain but do not require a bachelor's degree for entryâ€"are a key component of the U.S. economy. In response to globalization and advances in science and technology, American firms are demanding workers with greater proficiency in literacy and numeracy, as well as strong interpersonal, technical, and problem-solving skills. However, employer surveys and industry and government reports have raised concerns that the nation may not have an adequate supply of skilled technical workers to achieve its competitiveness and economic growth objectives. In response to the broader need for policy information and advice, Building America's Skilled Technical Workforce examines the coverage, effectiveness, flexibility, and coordination of the policies and various programs that prepare Americans for skilled technical jobs. This report provides action-oriented recommendations for improving the American system of technical education, training, and certification.

Book excerpt: The vitality of the innovation economy in the United States depends on the availability of a highly educated technical workforce. A key component of this workforce consists of engineers, engineering technicians, and engineering technologists. However, unlike the much better-known field of engineering, engineering technology (ET) is unfamiliar to most Americans and goes unmentioned in most policy discussions about the US technical workforce. Engineering Technology Education in the United States seeks to shed light on the status, role, and needs of ET education in the United States.

Available in PDF, EPUB and Kindle. Book excerpt: A roadmap for how we can rebuild America's working class by transforming workforce education and training. The American dream promised that if you worked hard, you could move up, with well-paying working-class jobs providing a gateway to an ever-growing middle class. Today, however, we have increasing inequality, not economic convergence. Technological advances are putting quality jobs out of reach for workers who lack the proper skills and training. In Workforce Education, William Bonvillian and Sanjay Sarma offer a roadmap for rebuilding America's working class. They argue that we need to train more workers more quickly, and they describe innovative methods of workforce education that are being developed across the country.

Book excerpt: Information and Communications Technology (ICT) has proved to be one of the key drivers of change in education. In higher education particularly, ICT is enabling educators, educational developers and institutions to 'reach out' to learners, using innovative approaches based on the flexibility, accessibility and diversity that it offers. This book is based on the experiences of expert educational developers from the UK, United States, Canada, South Africa and Malaysia. It considers the ways in which ICT can be used to enhance learning both on and off campus, and how educators and institutions have tackled the issues associated with the adoption of new approaches and technologies. However, as the development of new technology is relentless, the book recognizes that ICT is not a panacea in itself -- good teaching remains crucial to good education. With this in mind, the contributors address issues beyond 'technology', looking at the importance of teaching and at the skills of teachers themselves if ICT is to be truly successful. Coverage is grouped into four key themes: *strategic issues for ICT initiatives *introducing ICT into the classroom *using ICT in practice *using ICT in learning and educational support International in scope, and written by educators and educational developers rather than by technologists, this book is intended to be accessible to anyone with a critical interest in improving education through the use of ICT. It will be of particular interest to staff and educational developers, ICT coordinators, course leaders and course developers.

Book excerpt: In 1986, the International Board of Standards for Training, Performance, and Instruction (IBSTPI) published the first edition of "Instructional Design [ID] Competencies: The Standards." It was the culmination of work that began in 1978. In this third edition, IBSTPI presents its latest view of the competencies of instructional designers. It is a greatly expanded view that reflects the complexities of current practice and technology, theoretical advancements, and the social tenor of the times. The level of proficiency described in the 1986 Competencies was taken to represent an instructional designer who would probably have at least three years of experience in the field beyond entry-level training. The current revision takes this notion considerably further in two ways. First, it discriminates between the essential and the advanced levels. Second, it discriminates between competencies which are universally recognized as required of all practitioners and those which have broad but not universal support. The current edition has added a section called "Professional Foundations." This section explicitly recognizes the importance of a knowledge base for ID and the professional responsibility practitioners have for career-long learning and update of that knowledge base. This recognition of knowledge as a foundation to practice was left implicit in the first version. The current revision has also found a way to recognize the importance of technological competence for the practitioner while continuing to recognize both the volatility and the context-specificity of expertise with any particular technology. The section now called "Implementation and Management" represents a considerable strengthening of the intent of the original. This represents both a better awareness of the role these competencies play in ID and also the increasing importance of ID in the success of knowledge-based enterprises, especially in business environments. Chapters are: (1) "Instructional Design Competence"; (2) "The 2000 IBSTPI Instructional Design Competencies"; (3) "The ID Competencies: Discussion and Analysis"; (4) "The Role and Use of ID Competencies"; (5) "The Competencies and ID Specialization"; and (6) "The Competency Validation Research." Appendices include the 1986 ID Competencies and Performance Statements, a glossary, bibliography, IBSTPI Code of Ethical Standards for Instructional Designers, and list of organizations participating in Competency validation. (Contains 48 references.) (AEF)

Book excerpt: Science and Technology for Development: The Role of U.S. Universities examines the role of U.S. universities in helping to build an indigenous science and technology (S&T) base in developing countries. U.S. university involvement in engineering, agriculture, and science is analyzed, along with conditions for success or failure and limitations to involvement. Successful experiences in developing countries are highlighted. This book is comprised of seven chapters and begins with an overview of the past legislative mandate for U.S. university involvement in S&T for development. The reader is then introduced to U.S. university activity in three fields: engineering, agriculture, and science. Within the analysis of each field, specific past involvements, current thinking, and field-specific issues are explored. The subsequent chapters discuss future roles for U.S. universities, including types of involvement, mechanisms for involvement, and forms of cooperation among U. S. institutions. Eight legislative changes are outlined for expanding U.S. university involvement in international S&T cooperation. This monograph will be of interest to S&T policymakers and university officials.

Book excerpt: China’s Education Development and Policy, 1978-2008 is translated from the original Chinese version and presents the current assessment of the changes to the educational system in China and how those changes have been perceived during the past thirty years. This volume and the others in the SSRC series, provide western scholars with an accessible English language look at the state of current scholarship in China, and as such, does not simply provide information for the direct study of socio-political issues, but also for meta-level analysis of how the domestic scholarship in China is developing and assessing the interplay of the country's political and economic reforms with the society and daily life of its people.

Book excerpt: This book explores foundational theories that have been applied in open and distance education (ODE) research and refined to reflect advances in research and practice. In addition, it develops new theories emerging from recent developments in ODE. The book provides a unique and up-to-date source of information for ODE scholars and graduate students, enabling them to make sense of essential theory, research and practice in their field, and to comprehend the gaps in, and need for further enquiry into, theoretical approaches in the digital era. It also offers theory-based advice and guidelines for practitioners, helping them make and justify decisions and actions concerning the development, implementation, research and evaluation of ODE.
