Book excerpt: The High Frequency Active Auroral Research Program (HAARP) project is research funded by the United States Air Force, the Navy and the University of Alaska with the official purpose of understanding, simulating and controlling ionospheric processes that could change the operation of communications and surveillance systems. It started in 1993 with a series of experiments over twenty years. It is similar to numerous existing ionospheric heaters around the world, and has a large number of diagnostic instruments with the aim of improving the scientific knowledge of ionospheric dynamics. There is speculation that the HAARP project is a US weapon capable of controlling the climate by causing floods and other catastrophes. In 1999, the European Parliament issued a resolution stating that HAARP was manipulating the environment for military purposes, calling for an assessment of the project by Science and Technology Options Assessment (STOA), the European Union body responsible for studying and assessing new technologies. In 2002, the Russian Parliament presented President Vladimir Putinwith a report signed by 90 deputies from the International Relations and Defence committees, claiming that HAARP was a new geophysical weapon capable of manipulating the earth s lower atmosphere. In May 2014 it was announced by the US Air Force that the project would be terminated. The project was created by US Senator Ted Stevens, when he exercised great control over the US defense budget.

Book excerpt: Brazil and China constituted the economic and political bloc of the Brics (which also brings together India, Russia and South Africa), defending a new world order based on solidarity, inclusive economic development, in the search for environmentally sustainable growth alternatives, in respect for the self-determination of peoples and in the construction of Democracy. This effort will be more solid if it is accompanied by cultural, social and academic integration between these emerging nations, and the debate cycle and its product, this book, are part of this effort to bring researchers closer to ours universities and research centers.

Available in PDF, EPUB and Kindle. Book excerpt: This important book builds on recent publications in lifelong learning which focus on learning and education in later life. This work breaks new ground in international understandings of what constitutes later life learning across diverse cultures in manifold countries or regions across the world. Containing 42 separate country/regional analyses of later life learning, the overall significance resides in insiders’ conceptualisations and critique of this emerging sub-field of lifelong learning and adult education. International perspectives on older adult education provides new appreciation of what is happening in countries from Europe (14), Africa (10), the Americas (7), Asia (9) and Australasia (2), as authored by adult educators and/or social gerontologists in respective geographical areas. These analyses are contextualised by a thorough introduction and critical appraisal where trends and fresh insights are revealed. The outcome of this book is a never-before available critique of what it means to be an older learner in specific nations, and the accompanying opportunities and barriers for learning and education. The sub-title of research, policy and practice conveys the territory that authors traverse in which rhetoric and reality are interrogated. Coverage in chapters includes conceptual analysis, historical patterns of provision, policy developments, theoretical perspectives, research studies, challenges faced by countries and “success stories” of later life learning. The resultant effect is a vivid portrayal of a vast array of learning that occurs in later life across the globe. Brian Findsen is Professor of Education and Postgraduate Leader for Te Whiringa School of Educational Leadership and Policy, Faculty of Education, University of Waikato, Hamilton, New Zealand. Marvin Formosa is Head of the Department of Gerontology, Faculty for Social Wellbeing, University of Malta, and Director of the International Institute on Ageing (United Nations - Malta).

Available in PDF, EPUB and Kindle. Book excerpt: In most Western developed countries, adult life is increasingly organized on the basis of short-term work contracts and reduced social security funds. In this context it seems that producing efficient job-seekers and employees becomes the main aim of educational programs for the next generation. Through case studies of young people from urban and countryside marginalized populations in Germany, USA and Brazil, this book investigates emerging educational practices and takes a critical stance towards what can be seen as neoliberal educational politics. It investigates how mediating devices such as CVs, school reports, school files, photos and narratives shape the ways in which those marginalized students reflect about their past as well as imagine their future. By building on process philosophy and time theory, post-structuralism, as well as on Vygotsky's psychological theory, the analysis differentiates between two discrete modes of human development: development of concrete skills (potential development) and development of new societal relations (virtual development, which is at the same time individual and collective). The book outlines an innovative relational account of learning and human development which can prove of particular importance for the education of marginalized students in today's globalized world.

Book excerpt: Beyond Inequalities is a series of publications which profile the status of women in Southern Africa, and the initiatives being made to mainstreamgender in development processes in the region. The series presents the situation of women and men in the Southern African Development Community(SADC) as a region, and in each member country; and reviews the roles and responsibilities, access to and control over resources, decision-making powers, needs and constraints of women vis-a-vis men. The series is forward looking, based on an assessment that inequalities are now generally acknowledged as an impediment to development and economic growth in most countries and regions of the world. The twelve country profiles document and analyse information along themes drawn from theCritical Areas of Concern identified in the Beijing Platform for Actionand derived from what the countries of the region consider to bepriorities. Each profile is in three parts: Situation Analysis, Policiesand Programmes, and the Way Forward, and each has references, bibliography, appendices, and illustrative tables, figures and boxes.
