Book excerpt: This book is devoted to the 25th anniversary of the United Nations Declaration on the Right to Development. It contains a collection of analytical studies of various aspects of the right to development, which include the rule of law and good governance, aid, trade, debt, technology transfer, intellectual property, access to medicines and climate change in the context of an enabling environment at the local, regional and international levels. It also explores the issues of poverty, women and indigenous peoples within the theme of social justice and equity. The book considers the strides that have been made over the years in measuring progress in implementing the right to development and possible ways forward to make the right to development a reality for all in an increasingly fragile, interdependent and ever-changing world.

Book excerpt: This book offers a critical reflection of the North-South regional trade agreements (RTAs), known as the Economic Partnership Agreements, negotiated between the EU and the African, Caribbean, and Pacific countries. Conceiving of regions as legal regimes, Clair Gammage highlights the challenges facing developing countries when negotiating RTAs with developed countries and interrogates the assumption that these agreements will and can promote sustainable development through trade.

Book excerpt: This article provides a detailed analysis of the trade-related aspects of economic partnership agreement (EPA) negotiations for the six Africa-Caribbean-Pacific (ACP) negotiation groups including ECOWAS, CEMAC+, COMESA, SADC, CARIFORUM and Pacific. We use a partial equilibrium model--focusing on the demand side--at the HS6 level (covering 5,113 HS6 products). Two lists of sensitive products are constructed: focusing on the agricultural sectors and tariff revenue preservation. For the European Union (EU), EPAs must translate into 90% fully liberalised bilateral trade to be World Trade Organisation compatible. We use this criterion to simulate EPAs for each negotiating regional block. ACP exports to the EU are forecast to be 10% higher with EPAs, than under the generalised system of preference 'Everything But Arms' option. ACP countries, especially African ones, are forecast to lose an average of 71% of tariff revenues on EU imports in the long run. Imports from other regions of the world will continue to provide tariff revenues. Thus, if we compute tariff revenue losses on total ACP imports, losses are only 25% on average over the long run and as low as 19% if the product lists are optimised. The final impact depends on the importance of tariffs in government revenue and on potential compensatory effects. However, this long-term and less visible effect will depend mainly on the capacity of each ACP country to reorganise its fiscal base.

Book excerpt: The headlong rush of the European Union (EU) in Free Trade Agreements reaches the paroxysm of absurdity when it imposes them on West Africa, whose per capita GDP is 21 times lower than its own. This Economic Partnership Agreement (EPA) would make West Africa lose 76% of its customs revenue on its imports from the EU and lead to a sharp rise in unemployment due to the loss of competitiveness of its companies including the informal sectors. The latter will be worsened by the premature signing, with support from the EU, of the Continental Free Trade Area by 13 of 16 West African States, all this based on a number of untruths from the European Commission, as identified in this book.

Available in PDF, EPUB and Kindle. Book excerpt: Advancing a constructivist conceptual approach, this book explains the surprising outcome of the Economic Partnership Agreements (EPAs) between the European Union and developing countries in Africa, the Caribbean and the Pacific (the ACP countries). Despite the EU’s huge market power, it had limited success with the EPAs; an outcome that confounds materialist narratives equating trade power with market size. Why was the EU unable to fully realise its prospectus for trade and regulatory liberalisation through the EPA negotiations? Emphasising the role of social legitimacy in asymmetrical North–South trade negotiations, Murray-Evans sets the EPAs within the broader context of an institutionally complex global trade regime and stresses the agency of both weak and strong actors in contesting trade rules and practices across multilateral, regional and bilateral negotiating settings. Empirical chapters approach the EPA process from different institutional angles to explain and map the genesis, design, promotion and ultimately limited impact of the EU’s ambitious prospectus for the EPAs. This volume will be particularly relevant to students and scholars of international trade and development and the EU as an international actor, as well as those researching international political economy, African politics and international trade law.

Book excerpt: Economic Partnership Agreements, or EPAs, are new trade and development agreements between African, Caribbean and Pacific (ACP) countries and the EU. Most ACP countries are either in the process of adopting EPAs with the EU, or putting them into practice. The deals enable ACP countries to grow their economies in a sustainable way, and raise their citizens' standard of living. And that's in Europe's interests too. This leaflet explains how.

Available in PDF, EPUB and Kindle. Book excerpt: The Economic Partnership Agreements between the European Union and the Africa, Caribbean, and Pacific (ACP) countries have drastically restructured Europe’s trade architecture towards the third world. This volume examines the consequences of EPAs for development in sub-Saharan Africa (SSA). Starting from the observation that the establishment of free trade as such will substantially impact upon economic development, the different contributions focus on the potential contribution of non-traditional aspects of EPAs. More specifically, the authors analyze the role of Aid for Trade schemes, regulatory integration issues and broader foreign policy considerations. How can these non-market access aspects stimulate development in Africa, and how have they been addressed in the EPAs? In short, this brings us to the question whether the ‘light version EPAs’ as they currently stand are a missed chance or a blessing in disguise?
