They provide the foundation for economic policymaking, which in turn shapes what is possible in domestic and international politics. Yet until now, little attention has been paid to how these ideas are produced and disseminated, and how this process varies between countries. The National Origins of Policy Ideas provides the first comparative analysis of how "knowledge regimes"—communities of policy research organizations like think tanks, political party foundations, ad hoc commissions, and state research offices, and the institutions that govern them—generate ideas and communicate them to policymakers. John Campbell and Ove Pedersen examine how knowledge regimes are organized, operate, and have changed over the last thirty years in the United States, France, Germany, and Denmark. They show how there are persistent national differences in how policy ideas are produced. Some countries do so in contentious, politically partisan ways, while others are cooperative and consensus oriented. They find that while knowledge regimes have adopted some common practices since the 1970s, tendencies toward convergence have been limited and outcomes have been heavily shaped by national contexts. Drawing on extensive interviews with top officials at leading policy research organizations, this book demonstrates why knowledge regimes are as important to capitalism as the state and the firm, and sheds new light on debates about the effects of globalization, the rise of neoliberalism, and the orientation of comparative political economy in political science and sociology.

Book excerpt: Drawing on Kaleckian and Kaldorian approaches, Political Economy of Contemporary Italy: The Economic Crisis and State Intervention explores the reasons behind the stagnation of the Italian economy from the 1970s and suggests policy solutions to ease the crisis. The central thesis of the book is that from the early 1990s Italy experienced a constant reduction of both private and public investment which, combined with increasing labour precariousness and wage moderation, contributed to the decline of both labour productivity and economic growth. It is argued that lack of industrial policies amplified the problem of the poor macroeconomic performance, since Italian firms – small-sized and non-innovating – were incapable of staying competitive on the global scene. Net exports did not compensate for the decline of public spending, private investment and consumption. It is also shown that, in these respects, Italy presents an interesting case study with wider ramifications for it was involved in the global process of intensifying the neoliberal agenda but at a faster rate than other OECD countries. The book concludes with a call for an alternative economic policy in order to promote innovation, reduce unemployment and stimulate economic growth. This book marks a significant contribution to the literature on the recent history of the European economy, Italian studies and the history of economic thought.

Book excerpt: Although the internationalization of the Chinese renminbi is an important international political event, most of the studies of it place their analytical focuses largely just on China itself, the issuer of the currency. In contrast, this book addresses the question of how foreign states have responded to the renminbi’s internationalization, during its initial phase through the 2010s, and thereby breaks new ground in exploring the international politics of currency internationalization. It builds a theoretical framework for analyzing a state’s policy toward renminbi internationalization, developing the key concept of reactive currency statecraft. It then applies this framework to the four select cases of the United Kingdom, Japan, South Korea and the United States. This book reveals that all four of these countries have deliberately utilized their policies related to renminbi internationalization as means of achieving their own foreign policy goals associated with China, goals that have been principally economic in some cases but political in others. Remarkably, the predominant mode of response to the renminbi’s internationalization has been accommodative. Even the United States and Japan—China’s chief geopolitical and also international currency rivals—have never attempted to actively suppress it. The project’s name suggests it is intended to be an ‘economic corridor’ connecting Pakistan overland with China’s Xinjiang province. This book examines whether CPEC’s primary purpose is as an overland conduit for trade and economic cooperation between China and Pakistan. The key finding is that aims related to regional geopolitics and internal security have, in reality, a more significant impact. The book demonstrates that China’s goals in Pakistan are primarily geopolitical rather than geo-economic, since the notion of constructing an economic and transportation ‘corridor’ between Pakistan and China is logistically and economically problematic due to a range of foreseeable problems. Most importantly, border disputes with India and the containment of domestic separatism motivate are the driving forces for cooperation between the partners.
