This book was released on 2003-06-20 with total page 70 pages. Available in PDF, EPUB and Kindle. Book excerpt: In May 2002 Timor Leste (East Timor) emerged as a new nation after centuries of foreign rule and decades of struggle for independence. Its birth was a painful one; a United Nations-brokered Popular Consultation in August 1999, in which an overwhelming majority of the people opted for independence, was followed by several weeks of vengeful violence, looting, and destruction by pro-Indonesia militias. It left the territory and all of its essential services devastated. In this context, the United Nations Transitional Administration in East Timor (UNTAET), with the country's leaders and people and many other partners, set about restoring order and services, building a government structure, and preparing for independence. This paper summarizes the rehabilitation and development of the health sector from early 2000 to the end of 2001.

Per capita income is roughly $300, making it one of the world's poorest nations. There also remains the possibility of difficult relations with its giant neighbor, Indonesia. This comprehensive volume is the first serious analysis of East Timor's economic prospects. It draws on local as well as international expertise, from both academics and policy makers. Issues covered include international economic relations, agriculture, finance and infrastructure, and political institutions.

The plan has been a participative process, involving constituents in every sector of the economy to identify the problems they face and to suggest solutions to those problems. East Timor’s Development Strategy as described in this plan is to design programs and pursue initiatives that systematically address its main development goals. The first set of tasks during this early transition stage is to establish government capabilities, enabling legislation and the institutions required to pursue development priorities.

Book excerpt: This report provides an overview of the economic and institutional developments in East Timor up to September 1999 and the immediate impact of the violent events that followed the August 30, 1999 referendum to decide East Timor's future status. The report presents the key elements of the strategy recommended by IMF staff to the United Nations Transitional Administration in East Timor (UNTAET) to rebuild the institutions needed to support economic activity and public administration, including external financing requirements, technical assistance, and macroeconomic management training needs. Finally, the report assesses implementation of the strategy and discusses the steps that should be taken to ensure that the strategy will help East Timor to prepare to face future challenges.

Available in PDF, EPUB and Kindle. Book excerpt: This book explains the exceptional nature of the East Timor intervention of 1999, and deals with the background to the trusteeship role of the UN in building the new polity. All of these developments had an important impact on regional order, not least testing the ASEAN norm of 'non-interference'. Australian complicity in the Indonesian occupation of East Timor was a major factor in the persistence of Indonesian rule in the territory which was maintained for twenty-five years despite international censure and which required an unremitting campaign against the independence movement. This work reviews the reasons for that history of complicity, and explains the extraordinary change of policy that led ultimately to the occupation of the territory by the Australian-led INTERFET coalition.

It comprises the eastern half of the island of Timor, the nearby islands of Atauro and Jaco, and Occusse, an enclave on the northwestern side of the island surrounded by Indonesian West Timor. Australia is the country's southern neighbor, separated by the Timor Sea. The country's size is about 15,007 km. (5,794 sq,m) East Timor was a de facto province of Indonesia, whose territory ccrresponded to the previous Portuguese Timor and to the presentlty independednt country of Timor Leste. From 1702 to 1975 East Timor was an Overseas territory of Portugal named "Portuguese Timor"in 1974, Portugal initiated a gradual decolonization process of its remaining territories, including Portuguese Timor. During the process, a civil conflict between the different Timorse parties erupted in 1975. Indonesia invaded East Timor and in 1976, it formally annexed the territory, declaring it as its 27th province and remaining it Timor Timur. The United Nations, however, did not recognize the annexation, continuing to consider Portugal as the f legitimate administering power of East Timor. Following the end of Indonesian occupation 1999, and a United Nations administered transition period,East Timor became formally independent of Portugal In 2002 and adopted the official name of Timor Leste.
