This book traces the interactions between Eisenhower and his two successors from the pre-inaugural meetings with John F. Kennedy, their direct contacts on Cuba, the use of intermediaries such as John McCone and General Andrew Goodpaster, and the constant contact initiated by Lyndon B. Johnson. Through these direct and indirect contacts, Eisenhower constrained the choices available to Kennedy and Johnson and shaped the politics and policies of the United States until the final months of his life.

Although most Americans paid little attention to Cambodia during Dwight D. Eisenhower’s presidency, the global ideological struggle with the Soviet Union guaranteed US vigilance throughout Southeast Asia. Cambodia’s leader, Norodom Sihanouk, refused to take sides in the Cold War, a policy that disturbed US officials. From 1953 to 1961, his government avoided the political and military crises of neighboring Laos and South Vietnam. However, relations between Cambodia and the United States suffered a blow in 1959 when Sihanouk discovered CIA involvement in a plot to overthrow him. The failed coup only increased Sihanouk’s power and prestige, presenting new foreign policy challenges in the region. In Eisenhower and Cambodia, William J. Rust demonstrates that covert intervention in the political affairs of Cambodia proved to be a counterproductive tactic for advancing the United States’ anticommunist goals. The ongoing Korean War and the lack of an American ambassador in Moscow illustrate the strain in Soviet-American relations at the start of Eisenhower’s presidency, but things changed after Stalin died only 44 days later. Stalin’s successors began to liberalize both domestic and foreign policy in what became known as the Thaw. There was an increase in diplomatic exchanges, including the first modern summit conferences. Of even greater importance, the Soviet leaders began to reestablish the scientific, cultural, and tourist contacts that had been broken under Stalin. Because political and ideological tensions remained and there were still restrictions on contacts, the Soviet overtures can best be described as a half-offered hand of friendship, and perhaps it was less of a thaw than the end of a blizzard. Nevertheless, these contacts began a process which would help end the Cold War three decades later. This history of relations between the Soviet Union and the United States during the Eisenhower and Khrushchev administrations explores political, social and cultural exchanges, and assesses their impact upon the two countries. Besides diplomatic documents, memoirs from Americans and Soviets, and works of history, it relies upon eyewitness accounts by journalists, tourists and others to paint a detailed picture of the era. Presidents Truman and Eisenhower and other American leaders believed that human rights and freedoms were endowed by God, that God had called the United States to defend liberty in the world, and that Soviet communism was especially evil because of its atheism and its enmity to religion. Along with security and economic concerns, these religious convictions also helped determine both how the United States defined the enemy and how it fought the conflict. Meanwhile, American Protestant churches failed to seize the moment. Internal differences over theology and politics, and resistance to cooperation with Catholics and Jews, hindered Protestant leaders domestically and internationally. Frustrated by these internecine disputes, Truman and Eisenhower attempted instead to construct a new civil religion. This public theology was used to mobilize domestic support for Cold War measures, to determine the strategic boundaries of containment, to appeal to people of all religious faiths around the world to unite against communism, and to undermine the authority of communist governments within their own countries.
