Book excerpt: ODOT funded this study to investigate maintenance scheduling practices in the US and search for potential software systems that are capable of alleviating the challenges of maintenance scheduling. The project conducted a national scan and extensive agency outreach to evaluate existing approaches. It further completed interviews with ODOT staff and developed a set of criteria for a maintenance scheduling system. An initial list of potential vendors was narrowed down to three that appeared to meet the detailed requirements developed through this research, and software demonstrations were scheduled with all three. Across vendors, the software was distributed as a software-as-a-service, resulting in an annual price which may depend on the number of users. Some vendors have existing licensing agreements with ODOT, which may carry over for this use case. Further studies should be conducted to assess the costs and savings, including of workforce hours, of adopting the solution identified in this report. Additionally, consideration for developing an in-house solution should be assessed.

Book excerpt: This report summarizes the results of a research task that was conducted to analyze Ohio DOT's use of liquid deicing materials and the tracking capabilities of its snowplows' distribution systems. The objective of the task was to identify areas for improvement in terms of tracking the liquid application rates and provide ideas on how to evaluate new technologies that may improve tracking. To achieve this objective, a comprehensive audit of Ohio's current state of the practice was conducted. Areas for improvement were identified and constraints were noted. In addition, a nationwide survey was distributed; the survey served as a metric to compare Ohio's state of the practice as well as providing leads for new technologies to investigate. Then, vendors were solicited for information about liquid tracking systems that could fit into Ohio's infrastructure and offer the enhancements Ohio was seeking. Brief research was done on each of these new technologies. Lastly, an evaluation matrix was developed so ODOT can continue pursuing these options. The evaluation matrix lists criteria that should be examined as well as specific elements within each criteria. It also proposes ideas on how to practically evaluate or measure each criteria element. ODOT can use the information presented in this report to select new liquid tracking technologies to test within their research program, and continue working towards optimizing their response to winter weather.

Book excerpt: This report summarizes the results of a research task that was conducted to document the Ohio Department of Transportation (ODOT) current state-of-the-practice for crack sealing, identify best practices used or researched by state DOTs for crack sealing, and identify new methods and equipment for crack sealing that can improve the efficiency, response time, and safety of maintenance crews. To achieve these goals, a comprehensive literature review of all studies on the best practices for improving the efficiency and safety of crack sealing installation was conducted. In addition, surveys were performed to gather information from DOTs and local public agencies. Robotic Maintenance Vehicle (RMV) was identified as an equipment that might help improve the efficiency of crack sealing operation and workers safety. However, currently there is not enough information or experience with using this equipment to validate its capabilities or benefits. The results of cost analysis conducted in this study indicated that RMV may result in reducing the cost of crack sealing for ODOT. However, the RMV cost savings depend on several assumptions made that could not be validated at the current time. Therefore, all assumptions made need to be verified before making final conclusions on the RMV cost effectiveness and its benefits to ODOT.

Book excerpt: Roadside vegetation management can be a time-consuming and potentially dangerous task, particularly on steep embankments typical of unglaciated regions in Ohio. Furthermore, tree clearing is usually undertaken during difficult weather conditions (i.e., snowy, icy) as regulations for agencies that receive federal funding limit clearing to protect habitat for the Indiana and northern long-earned bat species. The combination of steep and unstable terrain can slow progress and expose workers to difficult working conditions with higher risk for accidents. A literature review was conducted and a range equipment solutions were identified. A excavator with grapple saw attachment was identified as the preferred equipment due to anticipated performance, availability, and versatility. ROI was calculated using a variety of assumptions and the payback period ranged from 1.2 to 3.6-years. In addition, other ODOT Districts indicated that similar improvements are needed for their tree removal process to improve production and reduce hazards.
