Um die spezifisch deutsche Sozialpolitik in den Kontext zu anderen Sozialpolitiken, wie etwa beispielsweise in Skandinavien oder in den Vereinigten Staaten von Amerika, setzen zu können, müssen erst einmal grundlegende Begriffe definiert werden. Die staatliche Sozialpolitik, der Sozialstaat und das System der sozialen Sicherung gehören eng zusammen, ohne allerdings identisch zu sein. „Vielmehr bezeichnet die Sozialpolitik das Mittel, um soziale Benachteiligungen und Gegensätze innerhalb einer Gesellschaft durch politisches Handeln auszugleichen bzw. auszuschließen, während der Sozialstaat eine weit geschlossenere Zielprojektion verkörpert und das System der sozialen Sicherung den geeigneten institutionellen Rahmen zur Verfügung stellt.“ 1 Die Sozialpolitik dient also als Hilfsmittel, um etwaige erwünschte gesellschaftliche Zustände herbeizuführen und zu manifestieren oder um unerwünschte auszuschließen, so zum Beispiel große soziale Ungleichheit. Dabei müssen auch der jeweilige gesellschaftliche Kontext beziehungsweise die unterschiedlichen Traditionen mit einbezogen werden. Denn auch der bewusste Verzicht auf weitgehende staatliche Einflussnahme auf die sozialen Strukturen ist gleichwohl Politik, wie der „compassionate conservatism“-Ansatz der Regierung Bush zeigt. 2 Der Begriff des Wohlfahrtsstaates hingegen, wie er mit Skandinavien verbunden wird, charakterisiert grundsätzlich „(...) einen bestimmten Typus der Staatstätigkeit. Book excerpt: Rhenish capitalism is an ideal-typical model of capitalism which is characterised by a bank-centered financing system, close economic ties between banks and companies, a balance of power between shareholders and management, and a social partnership between unions and employers. The West German economy of the 1950s to the 1980s is the prime example of that model of capitalism which contrasts with the liberal Anglo-Saxon forms of capitalism. In accordance with recent debates about Varieties of Capitalism, the authors argue that research on capitalism should pay more attention to change over time. The book also claims to put the firm into the centre of analysis. The empirical contributions uncover the differences between French and German corporate governance practices comparing two European automobile producers (VW and Renault), analyse legal debates and practices of corporate control in post-war Germany, show the tension between national corporate governance and increasing internationalisation by reference to four major West German producers of chemicals, pharmaceuticals and fibres; and explore the opportunities encountered by German big banks vis-à-vis their customers from big industry. Furthermore, they show that coordinating culture in the supply relationship of the German automobile industry came under pressure at the end of the boom and stress the importance of communication processes as a basis for interest coordination in Rhenish capitalism. The chapters in this book were originally published as a special issue of the journal Business History.

Book excerpt: In the most important health insurance study ever conducted researchers at the RAND Corporation devised all experiment to address two key questions in health care financing: how much more medical care will people use if it is provided free of charge, and what are the consequences for their health? For three- or five-year periods the experiment measured both use and health outcomes in populations carefully selected to be representative of both urban and rural regions throughout the United States. Participants were enrolled in a range of insurance plans requiring different levels of copayment for medical care, from zero to 95 percent. The researchers found that in plans that reimbursed a higher proportion of the bill, patients used substantially more services - indeed, those who paid nothing used 40 percent more services than those required to pay a high deductible - but the effect on the health of the average person was negligible. In addition, participants who were assigned at random to a well-established health maintenance organization used hospitals substantially less than those in the fee-for-service system, again with no measurable effect on the health of the average person. This book collects in one place for the first time results previously dispersed through many journals over many years.
