Le bassin du Paraiba do Sul, dans la région sud-est du Brésil, est présenté comme cas d'étude. Le projet pilote de coopération a permis au Brésil de se doter d'une nouvelle loi sur l'eau inspirée du modèle français, qui permet la création d'Agences et de Comités de bassins. La gestion intégrée des bassins hydrographiques en Amérique latine est la base d'une nouvelle politique de l'eau qui doit intégrer la gestion des sols et de la couverture végétale, avec comme objectif un développement durable des bassins hydrographiques. La première partie de ce travail, intitulée " Situation actuelle de la gestion de l'eau en Amérique latine ", fait l'état des lieux de la gestion de l'eau dans le continent et propose une systématique pour la caractérisation de systèmes de gestion et indique les grands thèmes à prendre en compte pour une politique de développement durable. La deuxième partie, intitulée " Gestion des sols et de la couverture végétale au niveau du bassin versant : exemple du Paraiba do Sul, Brésil ", développe un aspect souvent négligé dans les plans de gestion des bassins et propose, du fait des importants problèmes d'érosion, une intégration de la gestion des sols avec celle de l'eau. Enfin, la troisième partie intitulée " Méthodes et exemples de mise en place de politiques de développement durable des bassins ", propose les éléments méthodologiques généraux d'une action intégrée à l'échelle du bassin, sur la base de l'expérience de huit années en coopération en Amérique latine.
