Book excerpt: The historical development of limit state design in geotechnical engineering is reviewed. Total and partial factors of safety used for the design of land-based and offshore structures are compared. It is found that the factors of safety in different codes for the ultimate and serviceability limit states design of earthworks, earth retaining structures, and land-based and offshore foundations are very similar. Partial factors in the ultimate limit state design are linked to the variability of the loads and soil parameters, the design approximations, and construction tolerances. They influence the nominal probability of failure of the type of structure considered and the seriousness of failure, which differ for land-based and offshore structures. These probabilities are compared with human fatality risks of common experiences. The serviceability limit states are governed by structural and operational constraints and the intended service life of the land-based or offshore structure. The corresponding partial factors are generally taken as unity.

Information for the synthesis was collected by surveying U.S. and Canadian transportation agencies and by conducting a literature search using domestic and international sources. Interviews were also conducted with selected international experts. The limited available experience in the United States and information from international practice are discussed to understand the problems that have arisen in order that solutions may be found. Based on the studies reported here, suggestions for improving the code are identified.

Book excerpt: Load and Resistance Factor Design (LRFD) methods for slopes and MSE walls were developed based on probability theory. The complexity in developing LRFD for slopes and MSE walls results from the fact that (1) the representation of spatial variability of soil parameters of slopes using Gaussian random field is computationally demanding and (2) LRFD of MSE walls requires examination of multiple ultimate limit states for both external and internal stability checks. For each design case, a rational framework is developed accounting for different levels of target probability of failure (or target reliability index) based on the importance of the structure. The conventional equations for loads and resistance in the current MSE wall design guides are modified so that the equations more closely reproduce the ultimate limit states (ULSs) in the field with as little uncertainty as possible. The uncertainties of the parameters, the transformation and the models related to each ULS equation are assessed using data from an extensive literature review. The framework used to develop LRFD methods for slopes and MSE walls was found to be effective. For LRFD of slopes, several slopes were considered. Each was defined by the mean value of the strength parameters and unit weight of each soil layer and of the live load.
