Book excerpt: Written and edited by an authoritative team of internationally known experts in environmental impact assessment (EIA), this is the first book to present in a coherent manner the theory and practice of EIA and strategic environmental assessment (SEA) follow-up. Without some form of follow-up, the consequences of impact assessments and the environmental outcomes of development projects will remain unknown. Assessing Impact examines both EIA follow-up and the emerging practice of SEA follow-up, and showcases follow-up procedures in various countries throughout Europe, North America and Australasia. Theoretical and legislative perspectives are examined in the light of detailed case study examples, and the authors present a micro-, macro- and meta scale analysis of EIA practice ranging from individual plan and project level through to the jurisdictional level, as well as an analysis of the concept of EIA. Full coverage is given to the roles of proponents, both private and governmental, EIA regulators and the affected public in designing and executing follow-up programmes. This book is the must-have tool for impact assessment professionals, academics, regulators and proponents working on projects of all scales in all jurisdictions.

Available in PDF, EPUB and Kindle. Book excerpt: One of the fundamental challenges currently facing the EU is that of reconciling its economic and environmental policies. Nevertheless, the role of environmental protection in EU competition law and policy has often been overlooked. Recent years have witnessed a shift in environmental regulation from reliance on command and control to an increased use of market-based environmental policy instruments such as environmental taxes, green subsidies, emissions trading and the encouragement of voluntary corporate green initiatives. By bringing the market into environmental policy, such instruments raise a host of issues that competition law must address. This interdisciplinary treatment of the interaction between these key EU policy areas challenges the view that EU competition policy is a special case, insulated from environmental concerns by the overriding efficiency imperative, and puts forward practical proposals for achieving genuine integration.

Book excerpt: In Johannesburg at the World Summit on Sustainable Development in 2002, over one hundred and eighty states assumed a collective responsibility to advance and strengthen the interdependent and mutually reinforcing pillars of sustainable development economic development, social development, an environmental protection at the local, national, regional and global levels. This remarkable collection of papers, sponsored by the Centre for International Sustainable Development Law (CISDL), demonstrates that sustainable development serves as a unifying concept with the potential to facilitate much-needed respect for international law and timely implementation of diverse and overlapping international commitments. It builds on the substance of a rich and complex debate at the intersections among economic, social, and environmental law, bringing together a broad cross-section of viewpoints and voices. The authors review recent developments in WTO discussions and negotiations, and in the recent decisions of the WTO Appellate Body, from a sustainable development law perspective. They also survey relevant new developments in trade and economic agreements at regional, inter-regional and bi-lateral levels. The various essays focus on sustainable development aspects of key issues in recent trade negotiations such as the Singapore Issues (investment, competition, trade facilitation, and government procurement), intellectual property rights, investment arbitration and the linkage between the WTO and multilateral environmental accords, (MEAand¿s).. Among the specific topics covered are the following: Emerging areas of law and policy in trade and sustainable development, The underlying development agendas in global trade law negotiations, Cooperation and potential negotiation on international competition law, Sustainable development aspects of intellectual property rights negotiations, Overlaps between multilateral environmental accords (MEAand¿s) and the WTO, Recent developments in WTO dispute settlement procedures and proceedings, Human rights and environmental opportunities from trade liberalisation and increased market acces, Human rights and environment impact assessment techniques used to analyse trade agreements, Recent developments in bi-lateral and regional trade agreements. Trade, investment, and competition law practitioners and negotiators in developed and developing countries will find this book of great value, as will development and environment law professionals with responsibility for trade and WTO law related matters. With rich contributions from leading trade law practitioners, academics, and WTO panel and appellate body roster members, Sustainable Developments in World Trade Law offers a constructive, timely and accessible expert analysis of recent discussions and advances in the field, providing an integrated and essential guide to some of the most important issues in international economic law today.

Available in PDF, EPUB and Kindle. Book excerpt: Gender impact assessment has been both celebrated as a beacon of hope for the cause of gender equality and criticised as being ineffectual. More than 20 years of gender mainstreaming have demonstrated that equality governance with and through impact assessment is an intersectional and still evolving process. Arn T. Sauer's study examines the instruments of gendered policy analysis and the conditions under which they are being used by the Canadian federal government and the European Commission. Interviews with experts from public administration and instrument designers as well as document analyses reveal benefits and challenges and show that the success of equality governance depends upon whether knowledge about gendered policy and appropriate administrative practices are embedded, embodied and entrenched in public administration.

Book excerpt: This title was first published in 2003. The events of 11 September 2001 defy modern economic theory when addressed in aviation terms. Economic theory would suggest that, once the impact of such events are a thing of the past, and economies are restored to their status quo ante, a rise in the gross domestic product of States to earlier levels would almost inevitably result in increased consumption. This in turn would mean that the demand for air travel would rise to earlier proportions and consumption in terms of air transport services would be restored to normalcy. However, the September attacks on United States' property introduced a unique characteristic through the fear factor that directly impacts the future development of air transport. As a result, the grim task of restoration of passenger confidence stands in the way of economic revival of the air transport industry. Aviation was always in crisis. The air transport industry, even prior to 11 September 2001, although seemingly a glamorous, exciting and prosperous business, never enjoyed sustained periods of profitability. Even among the large carriers, a short bout of profitability would inevitably be followed by a period of downturn in real income. It is simply that this fluctuation in fortune is an ineluctable characteristic of air transport, whose fortunes are dictated by rigid regulation, competition and technological change. If a sustained analysis were to be made of air transport, plain economic theory would no longer be the exclusive discipline for consideration. Rather, all relevant factors have to be taken in context and emerging issues should be analyzed as possible threats to the economic well being of the air transport industry. This book addresses issues in a post-September 2001 context but also analyses issues past and present, with the intent of looking at the future. Four major areas are taken into consideration which were in crisis but are truly impacted by the events of September 2001. These areas relate to crises in the commercial, security, insurance and environmental protection fields. Of these the first and fourth areas are inextricably intertwined, as aircraft noise regulations in various States have a direct impact on aircraft financing, which in turn is linked to demand for air services. A drop in demand for air services would essentially mean that the demand for lease or purchase of new aircraft would drop. When this occurs, air transport enterprises would be more inclined to cut costs and therefore concentrate on using the aircraft already at hand, upgrading them to conform to the The purpose of this book is to view the overall picture of an aviation industry - comprising air transport and other aviation related industries - in crisis, through issues that continue to impact the economic viability of air transport, particularly as a result of the events of 11 September 2001.

Available in PDF, EPUB and Kindle. Book excerpt: Summary: "Backcasting: looking back from a desirable future. Since the 1990s sustainable futures have been explored in backcasting experiments, numerous stakeholders have been involved and first steps have been planned in line with the envisioned sustainable futures. But what is the impact of these so-called backcasting experiments ten years later? Backcasting for a Sustainable Future: The impact after 10 years is the first book that systematically investigates the follow-up and spin-off of backcasting experiments seven to ten years after completion. It presents three case studies about (1) Novel Protein Foods and meat alternatives; (2) Sustainable Households and Nutrition; and (3) Multiple Sustainable Land-use in rural areas. The cases show that participatory backcasting may, but does not automatically lead to substantial follow-up and spinoff. Using innovation and learning theories the factors that affect the emergence of follow-up and new networks are identified and discussed. This book will be of great value to all those who work on sustainable futures and system innovations, such as researchers in system innovations, sustainability and social change, as well as policy-makers, transition experts and backcasting professionals."--Publisher description.

Book excerpt: How do we take stock of the state and direction of the world’s environment, and what can we learn from the experience? Among the myriad detailed narratives about the condition of the planet, the Global Environment Outlook (GEO) reports—issued by the United Nations Environment Programme—stand out as the most ambitious. For nearly three decades the GEO project has not only delivered iconic global assessment reports, but through its multitude of contributors has inspired hundreds of similar processes worldwide from the regional to the local level. This book provides an inside account of the evolution of the GEO project from its earliest days. Building on meticulous research, including interviews with former heads of the United Nations Environment Programme, diplomats, leading contributing scientists, and senior leaders of collaborating organizations, the story is told from the perspective of five GEO veterans who all played a pivotal role in shaping the periodic assessments. The GEO’s history provides striking insights and will save valuable time to those who commission, design and conduct, as well as critique and improve, assessments of environmental development in the next decade.
