Book excerpt: This publication supports policymakers in Eastern Europe and the South Caucasus sub-region in designing effective policies that optimize the potential for innovative, high-growth entrepreneurship. These countries are transitioning to a knowledge-based economy, a shift which requires important structural transformation and the identification of key drivers to make this happen. Due to their potential in facilitating job growth and value creation, innovative high-growth enterprises (IHGEs) can become one such key driver of this transformation. Through their experimentation with new ideas and response to new incentives (e.g. technological, regulatory and market trends), IHGEs can contribute to the necessary structural economic changes, while creating new market niches and positive societal spill-overs (e.g. meeting societal challenges).

Book excerpt: The UNECE Interim Sub-Regional Innovation Policy Outlook (IIPO) provides an update on recent trends and developments in innovation policy governance and support mechanisms in Eastern Europe and the South Caucasus (EESC). It follows the first Sub-Regional Innovation Policy Outlook for EESC (IPO), which was published in 2020. The IIPO publication focuses on two topics in particular that were chosen by the beneficiary countries as priority areas for innovation-led sustainable growth: how to strengthen knowledge linkages and relationships between the research and business sector and how to improve the use of IEP to create demand for and incentivize innovation for sustainable development. This report focuses on how countries can strengthen linkages between science and businesses and leverage the use of innovation-enhancing procurement for innovation-led, sustainable growth based on economic specificities of Armenia, Azerbaijan, Georgia, the Republic of Moldova, and Ukraine.

Available in PDF, EPUB and Kindle. Book excerpt: Resilience has emerged as a key concept in EU foreign policy. The policy debate around this concept has been vigorous, but theoretical attempts to develop the concept are few. Covering fields of strategical importance, such as economic governance; growth and sustainable development; energy, environment and climate action; education, the labour market, and foreign affairs, this book is one of the first attempts to profoundly theorise the concept of ‘resilience’ in international relations by looking at several policy areas and countries. Faced with multiple crises (the economic crisis, the Brexit referendum, the refugee crisis, terrorist attacks, geopolitics such as events in the Ukraine), and challenges with its integration process, the European Union needs to become not only more intelligent, more inclusive and more sustainable, but also more resilient and more capable of reacting to different internal and external shocks. This book integrates a systemic assessment of the regions’ specific shocks and risks in relation to internal vulnerabilities (i.e. structural economic, social, institutional and political fragility) and to their long and medium-term impact on the stability, security and sustainable development in the region.

Available in PDF, EPUB and Kindle. Book excerpt: This book explores the many dimensions of water quality problems in different parts of the globe, with focus on problems of governance, from legal frameworks to social discourses and compensation measures. Sustainable Development Goal (SDG) 6.3 on Water and Sanitation emphasizes the centrality of improving water quality to attain sustainable development. Yet the obstacles to achieving this goal are significant. This book explores the variety of difficult, possibly intractable “wicked” problems of water quality governance around the world. Cases include the challenge of managing water from source to sea, exploring why attempts to do so have come up short in limiting harm to the Great Barrier Reef; differing social discourses on market based instruments in Canada; efforts to bring to closure the human legacies of Minamata methyl mercury poisoning half a century ago in Japan; current problems of mercury use in Andean mining; misalignment of established Eastern European water laws with those of the EU; water quality markets in China; the impacts of service coverage and quality on low income households in countries from New Zealand to Bangladesh and Malawi; the importance of perceptions, ranging from the use of treated wastewater by farmers in the MENA region to consumers in Fukushima and to users of the artificial river in Beijing’s Olympic Park; and finally the confluence of wicked problems in refugee camps facing COVID. The chapters in this book were originally published in the journal, Water International.

Book excerpt: The world of business is constantly evolving and management education institutions will likely face a number of challenges in keeping up with these changes. While most books focus on the needs of management education institutions, this work addresses the needs of the corporate world in the era of the Fourth Industrial Revolution. Featuring an extensive research study spanning 11 countries, it offers a unique perspective on the business challenges and developmental needs of companies in emerging and recently emerged economies, and on the missing links between those needs and management education. Using both company-specific and country-level data, the book provides businesses and educators with rare insights and recommendations on strengthening existing partnerships (or establishing them anew) between management education institutions and the corporate sector in order to make management education relevant for the 21st century. The book argues that ‘relevance’ should take the center-stage of all higher education institutions in order to accomplish their third mission, namely service to society. This is especially important for management education institutions, whose mission is to mold future managers and leaders who can have a significant influence on economic success and the wellbeing of society.

Book excerpt: The book series European Studies in the Caucasus offers innovative perspectives on regional studies of the Caucasus. By embracing the South Caucasus as well as Turkey and Russia, it moves away from a traditional viewpoint of European Studies that considers the countries of the region as objects of Europeanization. This second volume demonstrates this by looking into forms of inter-regionalism in the Black Sea–South Caucasus area in fields of economic cooperation, Europeanization of energy and environmental policies, discussing how the region is addressed in the elaboration of a new German Eastern Policy. In the section on norm diffusion, the contributors assess the normative power strategy of the EU and its paradoxes in the region, its impact on civil society development in Armenia, and democracy promotion in Georgia. In the section on legal approximation, issues of a global climate change regime and competition law in Georgia as well as penitentiary governance reform in the South Caucasus according to EU standards and policies are analyzed. All contributions also review regional or local contestations for the topics discussed here.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines issues of identity; positionality; community; value and relevance, to explore where transnational higher education is headed and what form it may take moving forwards. Transnational higher education has traditionally been viewed through the lens of access. Now, the authors argue, higher education must think more closely about impact and legacy as changing patterns of student recruitment, reduced options for mobility and the need to establish value for money will be at the heart of the next stage of evolution. Drawing on international case studies from Europe, the Middle East and Central Asia, the book outlines the past, present and future of higher education working across national boundaries, and the extent to which this represents the globalisation of the university sector. The book opens with an analysis of the role of the university in both local and global contexts, moving on to explore policy and collaboration and then looking at emerging trends and activity in international higher education. The final section draws directly from students, to give their perspective and understanding of the core themes throughout the book. This volume will have a wide readership amongst higher education scholars, undergraduate and postgraduate students and policy makers.

This open access book is a result of the first ever study of the transformations of the higher education institutional landscape in fifteen former USSR countries after the dissolution of the Soviet Union in 1991. It explores how the single Soviet model that developed across the vast and diverse territory of the Soviet Union over several decades has evolved into fifteen unique national systems, systems that have responded to national and global developments while still bearing some traces of the past. The book is distinctive as it presents a comprehensive analysis of the reforms and transformations in the region in the last 25 years; and it focuses on institutional landscape through the evolution of the institutional types established and developed in Pre-Soviet, Soviet and Post-Soviet time. It also embraces all fifteen countries of the former USSR, and provides a comparative analysis of transformations of institutional landscape across Post-Soviet systems. It will be highly relevant for students and researchers in the fields of higher education and and sociology, particularly those with an interest in historical and comparative studies.

Available in PDF, EPUB and Kindle. Book excerpt: Stagnant global trade, subdued investment, and heightened policy uncertainty marked another difficult year for the world economy. A subdued recovery is expected for 2017, with receding obstacles to activity in commodity exporters and solid domestic demand in commodity importers. Weak investment is weighing on medium-term prospects across many emerging markets and developing economies (EMDEs). Although fiscal stimulus in major economies, if implemented, may boost global growth above expectations, risks to growth forecasts remain tilted to the downside. Important downside risks stem from heightened policy uncertainty in major economies. Global Economic Prospects is a World Bank Group Flagship Report. On a semiannual basis (January and June), it examines global economic developments and prospects, with a special focus on developing countries. The report includes analysis of topical policy challenges faced by developing countries through in-depth research in the January edition and shorter analytical pieces in the June edition.

This book was released on 2017-11-30 with total page 124 pages. Available in PDF, EPUB and Kindle. Book excerpt: Countries situated mainly between China and the European Union are currently participating in a race to develop their transport, trade and logistics infrastructure to attract at least one of the threads of Silk Road that will carry goods and people across Eurasia. It is believed that development of the Europe-South Caucasus-Asia transport, trade and logistics infrastructure will reduce the cost of production and services, which are important to raise competitiveness and social well-being. Although the Europe-South Caucasus-Asia transport route is a shortcut way between the two continents, the soft and hard infrastructure along this way is not enough developed to meet the emerging demand for goods and passenger turnover. Huge investments required for the development of these routes could be invested by development banks (WB, EBRD, EIB, ADB, AIIB, IDB, BSTDB, ECO bank, and so on), governments and private sector. Different types of infrastructure financing models, including public private partnerships, for the upgrading of relevant infrastructure are options on the table to discuss further. Moreover, harmonization of standards, reducing procedures, electronisation of facilities and co-ordination of activities require a new approach and many adaptations. The Europe-South Caucasus-Asia transport, trade and logistics nexus and the International North-South Transport Corridor are not only economic projects, but also carry political elements, which are backed by certain political agendas. However, it is clear that any type of old Silk Road revival initiative will drive many countries to develop their infrastructure as well as superstructure and coordinate this with other participating countries, which as a result will be beneficial for all of them. It is also believed that every single country may benefit and generate revenues from old Silk Road revival process in case of possible collabouration with its neighbouring countries. Azerbaijan enjoys an advantageous geographical position at a crossroads of East-West and North-South corridors, which leads the country to become a regional transport, production, and trade and logistics hub. The country makes huge investments into its own infrastructure as well as supports certain other neighbouring countries. Within this framework, common will based on the reciprocity and mutual benefit can foster enhanced cooperation along with the Great Silk Road and International North- South Transportation Corridor projects.
