Book excerpt: This publication supports policymakers in Eastern Europe and the South Caucasus sub-region in designing effective policies that optimize the potential for innovative, high-growth entrepreneurship. These countries are transitioning to a knowledge-based economy, a shift which requires important structural transformation and the identification of key drivers to make this happen. Due to their potential in facilitating job growth and value creation, innovative high-growth enterprises (IHGEs) can become one such key driver of this transformation. Through their experimentation with new ideas and response to new incentives (e.g. technological, regulatory and market trends), IHGEs can contribute to the necessary structural economic changes, while creating new market niches and positive societal spill-overs (e.g. meeting societal challenges).

Book excerpt: The UNECE Interim Sub-Regional Innovation Policy Outlook (IIPO) provides an update on recent trends and developments in innovation policy governance and support mechanisms in Eastern Europe and the South Caucasus (EESC). It follows the first Sub-Regional Innovation Policy Outlook for EESC (IPO), which was published in 2020. The IIPO publication focuses on two topics in particular that were chosen by the beneficiary countries as priority areas for innovation-led sustainable growth: how to strengthen knowledge linkages and relationships between the research and business sector and how to improve the use of IEP to create demand for and incentivize innovation for sustainable development. This report focuses on how countries can strengthen linkages between science and businesses and leverage the use of innovation-enhancing procurement for innovation-led, sustainable growth based on economic specificities of Armenia, Azerbaijan, Georgia, the Republic of Moldova, and Ukraine.

Book excerpt: As an innovation policy tool, business incubators (BIs) have great potential to catalyse innovative entrepreneurship by providing incentives, support, connections, and an enabling environment for people who want to develop and try out new ideas. Experimenting with ideas to create value and solve problems more systematically is essential for sustainable development and is therefore high on the policy agenda among the transition economies of the United Nations Special Programme for the Economies of Central Asia (SPECA), i.e. Afghanistan, Azerbaijan, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. This handbook reflects upon the lessons learned from incubator practices around the world and in transition economies, providing examples of initiatives in the Russian Federation and Kazakhstan, including the respective roles of universities, government, and the private sector. The recommendations and tools here target national and local governments, universities, as well as those parties involved in the development and management of business incubators and similar institutions, such as pre-incubators, accelerators, and entrepreneurship support centres in the SPECA countries.

Available in PDF, EPUB and Kindle. Book excerpt: "The central challenge facing the government of Georgia today is the need to find sources of long-term economic growth, particularly through development of the private sector. Key to the dynamism of that sector is entrepreneurial activity, which generates new businesses and fosters competition and economic growth. Fostering Entrepreneurship in Georgia uses data and in-depth case studies to identify the determinants of high-growth entrepreneurial activity. It finds that, while a number of reforms have been undertaken to improve the business environment, a number of constraints to the growth of entrepreneurial and innovative activity remain. Based on these findings, the book outlines broad policy directions for improving the business environment, providing access to finance, developing skills, increasing access to markets, incentivizing firm-level research and development, and raising awareness, and it identifies priority areas for government action. The issues discussed in this book will be of particular interest to policy makers who are aiming to achieve higher growth and job creation through entrepreneurship, as well as to development practitioners and those in the private sector."--Page 4 of cover.

Available in PDF, EPUB and Kindle. Book excerpt: The COVID-19 pandemic struck the global economy after a decade that featured a broad-based slowdown in productivity growth. Global Productivity: Trends, Drivers, and Policies presents the first comprehensive analysis of the evolution and drivers of productivity growth, examines the effects of COVID-19 on productivity, and discusses a wide range of policies needed to rekindle productivity growth. The book also provides a far-reaching data set of multiple measures of productivity for up to 164 advanced economies and emerging market and developing economies, and it introduces a new sectoral database of productivity. The World Bank has created an extraordinary book on productivity, covering a large group of countries and using a wide variety of data sources. There is an emphasis on emerging and developing economies, whereas the prior literature has concentrated on developed economies. The book seeks to understand growth patterns and quantify the role of (among other things) the reallocation of factors, technological change, and the impact of natural disasters, including the COVID-19 pandemic. This book is must-reading for specialists in emerging economies but also provides deep insights for anyone interested in economic growth and productivity. Martin Neil Baily Senior Fellow, The Brookings Institution Former Chair, U.S. President’s Council of Economic Advisers This is an important book at a critical time. As the book notes, global productivity growth had already been slowing prior to the COVID-19 pandemic and collapses with the pandemic. If we want an effective recovery, we have to understand what was driving these long-run trends. The book presents a novel global approach to examining the levels, growth rates, and drivers of productivity growth. For anyone wanting to understand or influence productivity growth, this is an essential read. Nicholas Bloom William D. Eberle Professor of Economics, Stanford University The COVID-19 pandemic hit a global economy that was already struggling with an adverse pre-existing condition—slow productivity growth. This extraordinarily valuable and timely book brings considerable new evidence that shows the broad-based, long-standing nature of the slowdown. It is comprehensive, with an exceptional focus on emerging market and developing economies. Importantly, it shows how severe disasters (of which COVID-19 is just the latest) typically harm productivity. There are no silver bullets, but the book suggests sensible strategies to improve growth prospects. John Fernald Schroders Chaired Professor of European Competitiveness and Reform and Professor of Economics, INSEAD

This book was released on 2020-10-31 with total page 38 pages. Available in PDF, EPUB and Kindle. Book excerpt: The EaP is a joint policy initiative that aims to deepen and strengthen relations between the EU, its Member States and the post-Soviet nations of Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. This policy initiative was meant to complement and strengthen the Eastern dimension of the European Neighbourhood Policy. To introduce some level of coherence in their relationship with the EaP partner countries the '20 Deliverables for 2020', was first published on 15 December 2016. This report focuses primarily on the 20 Deliverables for 2020 because the sectoral areas included can be considered in relation to the UN 2030 Agenda for Sustainable Development. As all member states of the EU and the six countries covered by the EaP are committed to the 2030 Agenda, the report considers the contributions and opportunities presented by 20 for 2020 as mutually reinforcing. The report is intended to offer strategic insights about the political framing of the SDGs in those countries covered by the EaP and an analysis of common development challenges. It explores some long-term challenges around economic growth, demography and the environment; and assesses the status of SDG implementation in each country. It then offers some priority areas that governments and development partners can focus on to increase the transformative potential of their policies and investments.
