Book excerpt: This document reports the evaluation of the collaborately developed Modular Training Framework (MainFrame), a British curriculum development project, built around a commitment to a competency-based, modular credit accumulation program. The collaborators were three local education authorities (LEAs), those of Bedfordshire, Haringey, and Sheffield, later joined by Liverpool LEA and the Wirral Metropolitan College. Section 1 of the report is an overview of evaluation objectives. Section 2 outlines the introduction of the Youth Training Scheme (YTS), subsequent changes and developments, and the response of the further education sector. Development of the project is discussed with emphasis on the advantages and disadvantages of collaboration. Section 3 on program design considers the background to the trend to modularization; emphasizes trainee-centered and negotiated curricula, access, and curriculum entitlement; and focuses on integration in the MainFrame modular system. The methodology used for the derivation of a competency-based program and associated assessment considerations are examined. Section 4 evaluates how MainFrame operates in practice. Topics include delivery of programs, different learning and teaching styles, initial assessment, action plans, guidance and support, assessment and its relationship to National Vocational Qualification, and integration of on- and off-the-job training. Section 5 considers the institutional support required to make MainFrame effective, the critical role of the liaison officer, and staff development needs. There has been little recognition, description or analysis of brokerage which is essential to the rapid development and utilization of knowledge in a large, complex, diverse, multipurpose and autonomous HE system. These new capacities offer exciting possibilities for advancing UK HE and for gaining competitive advantage. This volume provides, through a series of organizational case studies, important new insights into the ways in which change is being brokered by national bodies like the Learning and Teaching Support Network, University for Industry, the e-university and the Quality Assurance Agency. In addition, it shows how the reform materializes and is translated in everyday working life among professors and managers in higher education. It examines the so-called Open Method of Coordination as a powerful actor that uses “soft governance” to advance transnational standards in higher education. The book shows how these standards no longer serve as tools for what were once human organizational, national or international, regulators. Instead, the standards have become regulators themselves – the faceless masters of higher education. By exploring this, the book reveals the close connections between the Bologna Process and the EU regarding regulative and monitoring techniques such as standardizations and comparisons, which are carried out through the Open Method of Coordination. It suggests that the Bologna Process works as a subtle means to circumvent the EU’s subsidiarity principle, making it possible to accomplish a European governance of higher education despite the fact that education falls outside EU’s legislative reach. The book’s research interest in translation processes, agency and power relations among policy actors positions it in studies on policy transfer, policy borrowing and globalization. However, different from conventional approaches, this study draws on additional interpretive frameworks such as new materialism.
