Book excerpt: The Government should re-instate its programme of General Budget Support for Malawi, according to MPs on the International Development Committee. The Department for International Development (DFID) suspended General Budget Support to Malawi - the provision of funds directly to the Malawian exchequer - in July 2011, preferring to provide its aid by other means. This decision was taken in response to the policies of the then President of Malawi, Bingu wa Mutharika. His policies had created an economic and political crisis, whilst his authoritarian tendencies were becoming ever more apparent: the UK's High Commissioner had been expelled from Malawi for criticising Mutharika. However, following the death of President Mutharika in April this year, his successor - President Joyce Banda - has begun to reverse many of his policies. The currency has been devalued, whilst the new Government has indicated its intention to repeal many of its predecessor's authoritarian measures. Subject to the continued progress of reforms, general budget support is likely to be the most efficient way of providing aid to Malawi.

The IMF Executive Board has also decided to enable the immediate disbursement of an amount equivalent to SDR 13.02 million (about US$20 million), bringing total disbursements under the program to an amount equivalent to SDR 26.04 million (about US$40.1 million), which will help Malawi to accelerate growth under the ECF.

Cultural frameworks have been utilized by global OD experts to understand the general cultural settings of environments in which they are working and applying OD techniques. However, the complexities of culture within organizations, communities and countries may not always be understood within these cultural frameworks and models. Assumptions of culture based or reliant on models alone can impede the successful applications of OD. The author discusses the role of cultural translations of OD techniques within a southern African context. It examines the approach of western consultants in a southern African environment as well as the approach of local southern African consultants as they interact with western developed OD applications in their own local environments. The book uses three methods for conveying the opportunities and experience of OD in southern Africa: research, practitioner point of view, and storytelling. The author recognizes the works of renowned African scholars in the field of management as well OD practitioners carrying out innovative and pioneering work in southern Africa. Their work may not have had much exposure in the West; however, their contributions to the field of management should be recognized. OD is discussed in this book as an opportunity for change and development for southern African countries that are in democratic transitions, post conflict environments and on a path of development. How did the international development narrative influence the poverty discourse in postcolonial Malawi from the 1960s onwards? In The State and the Legacies of British Colonial Development in Malawi: Confronting Poverty, 1939–1983, Gift Wasambo Kayira addresses these questions. Although by no means rehabilitating colonialism, the book argues that the intentions of officials and agencies charged with delivering economic development programs were never as ill-informed or wicked as some theorists have contended. Raising rural populations from poverty was on the agenda before and after independence. How to reconcile the pressing demand of stabilizing the country’s economy and alleviating rural poverty within the context of limited resources proved an impossible task to achieve. Also difficult was how to reconcile the interests of outside experts influenced by international geopolitics and theories of economic development and those of local personnel and politicians. As a result, development efforts always fell short of their goals. Through a meticulous search of the archive on rural and industrial development projects, Kayira presents a development history that displays the shortfalls of existing works on development inadequately grounded in historical study.

While agriculture is the backbone of the economy, many smallholders will not be able to farm their way out of poverty. Shrinking farmland size severely limits the total income that can be earned from farming, even at much higher levels of productivity per area farmed than are now achieved. Urbanization embedded in the modernization of locally relevant value chains provides a promising pathway to inclusive development as it serves to simultaneously raise farm incomes, create income-earning opportunities off the farm, and create specialized urban hubs that can boost urban economic growth through agglomeration economies. After laying out these concepts conceptually, we apply them to a specific example of a modernizing mango value chain in Salima/Chipoka. Salima and Chipoka form an urban cluster about 100 km from the capital Lilongwe, located on the lakeshore of Lake Malawi. The Malawi Secondary Cities Plan has identified this cluster as one of eight that are to form an interconnected network of secondary cities, geographically spread across the country, with productive activities in each anchored in the economy of their rural hinterlands
