Book excerpt: Dynamic power management is a design methodology aiming at controlling performance and power levels of digital circuits and systems, with the goal of extending the autonomous operation time of battery-powered systems, providing graceful performance degradation when supply energy is limited, and adapting power dissipation to satisfy environmental constraints. Dynamic Power Management: Design Techniques and CAD Tools addresses design techniques and computer-aided design solutions for power management. Different approaches are presented and organized in an order related to their applicability to control-units, macro-blocks, digital circuits and electronic systems, respectively. All approaches are based on the principle of exploiting idleness of circuits, systems, or portions thereof. They involve both the detection of idleness conditions and the freezing of power-consuming activities in the idle components. The book also describes some approaches to system-level power management, including Microsoft's OnNow architecture and the `Advanced Configuration and Power Management' standard proposed by Intel, Microsoft and Toshiba. These approaches migrate power management to the software layer running on hardware platforms, thus providing a flexible and self-configurable solution to adapting the power/performance tradeoff to the needs of mobile (and fixed) computing and communication. They manifest themselves in greater variations of size and operating parameters of devices, which put the overall reliability of systems at risk. And, most of all, they have tremendous impact on design productivity, where the costs of utilizing the growing silicon ‘real estate’ rocket to billions of dollars that have to be spent on design, veri?cation, and testing. All such problems call for new - sign approaches and models for digital systems. Furthermore, new developments in non-CMOS technologies, such as single-electron transistors, rapid single-?- quantum devices, quantum dot cells, molecular devices, etc. , add extra demand for new research in system design methodologies. What kind of models and design methodologies will be required to build systems in all these new technologies? Answering this question, even for each particular type of new technology generation, is not easy, especially because sometimes it is not even clear what kind of elementary devices are feasible there. This problem is of an interdisciplinary nature. It requires an bridges between di?erent scienti?c communities. The bridges must be built very quickly, and be maximally ?exible to accommodate changes taking place in a logarithmic timescale.

The conference was held at the Indian Institute of Technology, Kanpur during December 12–14, 2002. The conference attracted 108 submissions (of which two were withdrawn). Of these, a total of 26 papers were selected for presentation in the conference. As in the last year, the PC meeting was held electronically (stretching over nearly three weeks in August 2002) and was a great success. In addition to the contributed papers, we had ?ve invited speakers this year: Hendrik Lenstra, Jr., Harry Mairson, Dale Miller, Chih-Hao Luke Ong, and Margus Veanes. We thank them for accepting our invitation and for providing abstracts (or even full papers) for the proceedings. Two workshops were organized in conjunction with the conference – both in Kanpur. A workshop on Parameterized Complexity was held during December 10–11, organized by Mike Fellows and Venkatesh Raman. The second workshop actually consisted of three miniworkshops: on Coding Theory by Madhu Sudan; on Finite Field Algorithms by Hendrik Lenstra, Jr.; and on Sieve Theory by R. Balasubramanian. We wish to thank all the reviewers and PC members who contributed greatly to making the conference a success. Three new methods of state assignment are proposed, which allows obtaining FSM circuits required minimum amount of internal chip resources. Logic Synthesis for FPGA-Based Mealy Finite State Machines: Structural Decomposition in Logic Design contains several original synthesis and optimization methods based on the structural decomposition of FPGA-based FSM circuits developed by the authors. To optimize FSM circuits, the authors introduce the use of three methods of state assignment: twofold, extended, and composite. These methods allow for the creation of two- or three-level architectures of FSM circuits. The authors also demonstrate how the proposed methods, FSM architectures and synthesis methods can replace known solutions based on either functional decomposition or classical methods of structural decomposition. The authors also show how these architectures have regular systems of interconnections and demonstrate positive features compared to methods based on functional decomposition, including producing circuits with fewer elements that are faster and consume less power than their counterparts. The book includes experimental results proving the efficiency of the proposed solutions and compares the numbers in Look-up Tables (LUTs), showing the performance (maximum operating frequency) and power consumption for various methods of state assignment. The audience for this book is students, researchers, and engineers specializing in computer science/ engineering, electronics, and telecommunications.
