Doch später tauchten immer mehr Bilder von Rebellen auf, die mehr oder weniger gut ausgerüstet waren. Dies lässt die Vermutung aufkommen, dass die Regierungsarmee nicht gegen die friedlichen Demonstranten gewalttätig wurde, sondern gegen die von Anfang an ausgerüsteten Rebellen. Die Informationen sind nicht auseichend um es mit Sicherheit sagen zu können. Die Wahrscheinlichkeit eines geplanten Umsturzes ist nicht auszuschließen. Laut den Berichten des arabischen Senders Al-Dschasira, sollten die libyschen Rebellen von amerikanischen und ägyptischen Spezialeinheiten militärisch trainiert und mit Waffen ausgestattet worden sein. Auch die New York Times berichtete, dass der amerikanische Geheimdienst CIA die Rebellen in Libyen schon seit Wochen unterstütze. Obwohl die UN-Resolution 1973 keine Erlaubnis für den Einsatz der Bodentruppen der NATO- Länder erlaubte, halfen die CIA-Agenten den Rebellen in dem sie mögliche Ziele für Luftschläge auskundschafteten. Es ist durchaus möglich, dass einzelne Agenten auch auf Gaddafi angesetzt sind. Seine Residenz war lange unter Beschuss gewesen, was die ernsten Absichten der NATO mit Gaddafi „aufzuräumen“, bestätigt. Wenn die NATO Einheit sich nicht eingemischt hätten, hätte Gaddafi die zugespitzte Lage des Bürgerkrieges überdauern könnten und die Einigkeit des Landes wiederherstellen. Doch durch die Waffenlieferungen an die Rebellen seitens der Westens, wie Frankreich, wurde der libysche Bürgerkrieg erst recht entfacht. 3.6. Internationale Moral und öffentliche Meinung als Schranken des Machtkampfes In vorigen Kapiteln haben wir die drei möglichen Arten der Außenpolitik, wie sie Morgenthau sieht, kennengelernt. Sie alle hatten als Hauptmotivation Macht gehabt. Auch wenn das Machtinteresse das politische Geschehen antreiben mag, kann sich der Machtkampf nicht willkürlich auf der politischen Bühne entfalten. Wenn dies der Fall wäre, dann würden wir uns tatsächlich in einem anarchischen Naturzustand à la Hobbes „Kampf alle gegen alle“ befinden. Das Machtstreben verursacht einen natürlichen Widerstand gegen die Macht, wenn diese erkannt wird. Denn eine schrankenlose Macht wäre für eine Gesellschaft zerstörerisch, sie würde die Schwachen der Willkür der Mächtigen ausliefern. Deswegen unterliegt Macht normativen Beschränkungen, die von der Gesellschaft selbst auferlegt wurden.

Dieser Konflikt entwickelte sich zu einem Bürgerkrieg, in dessen Rahmen Aufständische gegen das Regime von Muammar al-Gaddafi kämpften. Die NATO führte dabei zum Schutz der Zivilbevölkerung Luftangriffe gegen das Gaddafi-Regime durch. In diesem Kontext stellt sich zum einen die Frage, inwieweit der Aufstand der Rebellen gegen das Gaddafi-Regime gerechtfertigt ist. Zum anderen ist von Relevanz, ob der militärische Einsatz der NATO eine Legitimität aufweist. Es ist davon auszugehen, dass die Beantwortung dieser Fragen in hohem Maße mit den jeweiligen Staats- und Moralphilosophien korrespondiert, die auf den Libyen-Krieg angewendet werden können. Im Folgenden werden zunächst die politischen Hintergründe, die zur Auslösung des Bürgerkriegs in Libyen führten, skizziert. Anschließend werden die internationalen Reaktionen auf diese Geschehnisse aufgezeigt. Zudem werden die Hintergründe zur NATO-Intervention untersucht. Im weiteren Verlauf wird die Rolle Gaddafi und der USA unter dem Blickwinkel des Leviathan-Ansatzes von Hobbes erörtert. In Kapitel 3 wird der Libyen-Krieg (Bürgerkrieg und NATO-Intervention) aus der Sicht von staats- und moralphilosophischen Theorien bewertet, wobei die diesbezüglichen Ansätze von Kant und Rawls herangezogen werden. Zum Schluss der Arbeit wird die Legitimität der NATO-Intervention vertiefend analysiert, wobei auch Aspekte der völkerrechtlichen Legalität berücksichtigt werden.
