The conceptual 'peg' on which the volume hangs is that, irrespective of one's views on whether Britain's exit from the EU was a good or a bad thing, Brexit can justifiably be seen as yet another example of a British policy fiasco. Put simply, the British political elite was not at its best. The collective concern of this volume is twofold. First, it advances possible explanations of how the Brexit issue arose. Book excerpt: The Governor's Dilemma develops a general theory of indirect governance based on the tradeoff between governor control and intermediary competence; the empirical chapters apply that theory to a diverse range of cases encompassing both international relations and comparative politics. The theoretical framework paper starts from the observation that virtually all governance is indirect, carried out through intermediaries. But governors in indirect governance relationships face a dilemma: competent intermediaries gain power from the competencies they contribute, making them difficult to control, while efforts to control intermediary behavor limit important intermediary competencies, including expertise, credibility, and legitimacy. Thus, governors can obtain either high intermediary competence or strong control, but not both. This competence-control tradeoff is a common condition of indirect governance, whether governors are domestic or international, public or private, democratic or authoritarian; and whether governance addresses economic, security, or social issues. The empirical chapters analyze the operation and implications of the governor's dilemma in cases involving the governance of violence (e.g., secret police, support for foreign rebel groups, private security companies), the governance of markets (e.g., the Euro crisis, capital markets, EU regulation, the G20), and cross-cutting governance issues (colonial empires, "Trump's Dilemma"). Competence-control theory helps explain many features of governance that other theories cannot: why indirect governance is not limited to principal-agent delegation, but takes multiple forms; why governors create seemingly counter-productive intermediary relationships; and why indirect governance is frequently unstable over time.

The book examines the under-researched aspect of whether and how negative stereotypes appear to influence the police interviews, investigative decision-making, and outcomes of criminal investigations when officers investigate individuals from stigmatised communities as suspects of crime. In the United Kingdom, the United States, and Europe, the war on terror has been argued to impact adversely on existing race relations policies in the aftermath of terrorist activity in both the United States and Europe. Recent research has suggested that changes in legislation and counterterrorism measures have contributed to the construction and reinforcement of the Muslim community as a suspect, which, in turn, may result in police bias and prejudice towards members of Muslim communities. Based on novel and groundbreaking research studies, the author examines whether such police bias could influence the police investigation and interviewing processes concerning individuals from the suspect community as well as the outcome of a criminal investigation. The author introduces the Minhas Investigative Interviewing Prejudicial Stereotyping Scale (MIIPSS), an instrument developed and used to assess the level of police interviewers’ racial and prejudicial stereotyping towards suspects from stigmatised groups, and maintains that its use would serve to minimise the influence of racial and prejudicial stereotypes on investigation. It is further suggested that the training of police officers on the implications of such prejudicial (racial/ religious) stereotyping is essential to improving interviewing performance, case outcomes, and community cohesion.
