Book excerpt: EU external democracy promotion has traditionally been based on ‘linkage’, i.e. bottom-up support for democratic forces in third countries, and ‘leverage’, i.e. the top-down inducement of political elites towards democratic reforms through political conditionality. The advent of the European Neighbourhood Policy and new forms of association have introduced a new, third model of democracy promotion which rests in functional cooperation between administrations. This volume comparatively defines and assesses these three models of external democracy promotion in the EU’s relations with its eastern and southern neighbours. It argues that while ‘linkage’ has hitherto failed to produce tangible outcomes, and the success of ‘leverage’ has basically been tied to an EU membership perspective, the ‘governance’ model of democracy promotion bears greater potential beyond the circle of candidate countries. This third approach, while not tackling the core institutions of the political system as such, but rather promoting transparency, accountability, and participation at the level of state administration, may turn out to remain the EU’s most tangible form of democratic governance promotion in the future. Drawing on a combination of discourse analysis of EU policy documents and evidence from opinion polls showing ‘what the people want’, the book shows EU policy fails because the EU promotes a conception of democracy which people do not share. Likewise, the EU’s strategies for economic development are misconceived because they do not reflect the people’s preferences for greater social justice and reducing inequalities. This double failure highlights a paradox of EU democracy promotion: while nominally emancipatory, it de facto undermines the very transitions to democracy and inclusive development it aims to pursue.

Book excerpt: Democracy promotion in the Middle East and North Africa (MENA) remains a central pillar of the foreign policy the European Union (EU). Rather than concentrating on the relations between the incumbent authoritarian regimes and the opposition in the relevant countries, and on the degree to which these relations are affected by EU efforts at promoting democracy, human rights and the rule of law (an outside-in approach), this collection of articles inverts the focus of such relationships and attempts to look at them ‘inside-out’. While some contributions also emphasise the ‘outside-in’ axis, given that this continues to be analytically rewarding, the overarching thrust of this book is to provide some empirical substance for the claim that EU policy making is not unidirectional and is influenced by the perceptions and actions of its ‘targets’. Thus, the focus is on domestic political changes on the ground in the MENA and how they link into what the EU is attempting to achieve in the region. It concludes that the EU’s democratization role in this region was, not surprisingly, weak within this time period. However, this weak role only took shape under four domestic and transnational conditions: (a) a higher cost-benefit balance of rule transfer, (b) a lower structural difficulty a given country would need to overcome on its way towards a democratic regime, (c) increased levels of authority distribution across branches of power, and (d) a higher extent of democratic diffusion resulting from regional interactions. In those countries where these domestic and transnational conditions were present, as in Moldova, Ukraine, and Georgia, the EU’s democratizing influence was in causal terms only the tip of the iceberg. Most variation in regime dynamics remains to be explained by domestic and transnational contexts.

The book concludes that in comparison with other international actors, the EU’s conceptual approach to democracy promotion is diffuse, which in turn makes the EU a particularly flexible but also ‘technical’ democracy promoter when it comes to implementation. At the same time, there are limits to flexibility at the level of concepts and frames.
