This volume looks at these developments and considers the conditionality policies of several European aid donors. Such policies are also considered from recipient perspectives, both from the Third World and Russia, and the issue is also considered from a historical perspective.

Book excerpt: This book examines the impact of European political conditionality on the process of democratization in Turkey over a twenty year period. Employing theoretical and conceptual approaches to the issue of EU conditionality, the author compares the case of Turkey to that of other European nations. Arguing that Turkey became vulnerable to the European conditionality when it applied for membership in 1987, he shows how the political reforms demanded of Turkey were not fully carried out as the EU had not in essence accepted Turkey as an official candidate during this period. The EU has started to exert real ‘active leverage’ since Turkey was declared an official candidate in 1999, and the author explores how these conditions have exerted a positive influence on democratic consolidation in Turkey. However, its effectiveness in this regard has diminished to a significant extent due to a number of problems that have continued to remain central in EU-Turkey relations. This comprehensive analysis of Turkey-EU political relations and democratization places the case of Turkey within an international context. As such, it will be of interest not only to those studying Turkish politics, government and democracy, but anyone working in the area of international relations and the EU.

In Hungary and Romania, local actors including mayors and bureaucrats offer access to social policy benefits to voters who offer to support their preferred candidates, and they threaten others with the loss of a range of policy and private benefits for voting the "wrong" way. These quid pro quo exchanges are often called clientelism. How can politicians and their accomplices get away with such illegal campaigning in otherwise democratic, competitive elections? When do they rely on the worst forms of clientelism that involve threatening voters and manipulating public benefits? Conditionality and Coercion: Electoral Clientelism in Eastern Europe uses a mixed method approach to understand how illegal forms of campaigning including vote buying and electoral coercion persist in two democratic countries in the European Union. It argues that we must disaggregate clientelistic strategies based on whether they use public or private resources, and whether they involve positive promises or negative threats and coercion. We document that the type of clientelistic strategies that candidates and brokers use varies systematically across localities based on their underlying social coalitions. We also show that voters assess and sanction different forms of clientelism in different ways. Voters glean information about politicians' personal characteristics and their policy preferences from the clientelistic strategies these candidates deploy. Most voters judge candidates who use clientelism harshly. So how does clientelism, including its most odious coercive forms, persist in democratic systems? This book suggests that politicians can get away with clientelism by using forms of it that are in line with the policy preferences of constituencies whose votes they need. Clientelistic and programmatic strategies are not as distinct as previous have argued. Book excerpt: How effective are democracy clauses of regional integration organizations (RIOs) in promoting democratization and democratic consolidation among member-states? RIOs are increasingly adopting "democracy only" clauses in their treaties, requiring democracy and political stability as a condition of membership. Stable democracy is a collective good for RIO members; without political stability, uncertainty regarding economic exchange increases, undermining the promise of integration. The presence of powerful countries may be necessary for the RIOs to legalize democratic conditionality. In this book, the authors argue that once established democracy clauses exert an independent influence in promoting and defending democratic norms and institutions within the member-states by increasing the transparency and credibility of democratic commitment and sanctions for violation. The findings based on the analysis of 40 RIOs around the world and in-depth analysis of the European Union, the Common Market of the South, and the Economic Community of West African States indicate that RIO democracy clauses help prevent democratic backsliding and coups and stimulate democratization and consolidation. With its global scope, originality, and theoretical rigor, this is the first book to catalogue democracy clauses adopted by RIOs worldwide with a thorough analysis of their effectiveness.

Going beyond traditional analyses, Kelley examines the pivotal engagement by the European Union, the Organization for Security and Cooperation in Europe, and the Council for Europe in the creation of such policies. Following language, education, and citizenship issues during the 1990s in Latvia, Estonia, Slovakia, and Romania, she shows how the combination of membership conditionality and norm-based diplomacy was surprisingly effective at overcoming even significant domestic opposition. However, she also finds that diplomacy alone, without the offer of membership, was ineffective unless domestic opposition to the proposed policies was quite limited. As one of the first systematic analyses of political rather than economic conditionality, the book illustrates under what conditions and through what mechanisms institutions influenced domestic policy in the decade, preparing the way for the historic enlargement of the European Union. In the last decade, five Eurozone governments in economic difficulty received assistance from international lenders on the condition that certain policies specified in the Memoranda of Understanding were implemented. How did negotiations take place in this context? What room for manoeuvre did the governments of these countries have? After conditionality, to what extent were governments willing and able to roll back changes imposed on them by the international lenders? This book explores the constraints on national executives in the five bailed out countries of the Eurozone during and beyond the crisis, from 2008 to 2019. The authors argue that despite international market pressure and creditors’ conditionality, governments had some room for manoeuvre during a bailout and were able to advocate, resist, shape or roll back some of the policies demanded by external actors. Under certain circumstances, domestic actors were also able to exploit the constraint of conditionality to their own advantage. Capitalising on constraint shows that after a bailout programme, governments could use their discretion to revert the measures that brought the greatest benefits at a lower cost. The authors provide a valuable insight into the determinants of bargaining leverage, the importance of credibility, and the limits of conditionality that might inform the design of international and European lending during future crises.

It discusses why China may have to reduce consumer subsidies to achieve the necessary reforms for grain prices.
