Book excerpt: This book examines the substance of European Union (EU) democracy promotion by comparing it with norms of governance that other international actors promote, among them the United Nations, the United States, the Central and East European EU member states, Russia, China and non-governmental organizations. It aims is to gain a better understanding of the EU’s democracy promotion agenda and to learn more about the (in)distinctiveness of the norms diffused by the EU. Building on a common conceptual chapter, the contributions follow different theoretical approaches and research designs, and focus on a diversity of case studies. The book concludes that in comparison with other international actors, the EU’s conceptual approach to democracy promotion is diffuse, which in turn makes the EU a particularly flexible but also ‘technical’ democracy promoter when it comes to implementation. At the same time, there are limits to flexibility at the level of concepts and frames. This indicates a distinct character of the substance of EU democracy promotion, which can be linked to the nature of the EU polity. This book was published as a special issue of the Cambridge Review of International Affairs.

Book excerpt: This wide-ranging overview of the processes of democratization in post-Communist Europe, places the transitions in East-Central Europe within a broad European and global context. The authors begin with a introduction to the concept and theories of democracy and then examine the emerging politics of the new democracies to set the post-Communist transitions in longer-term comparative perspective with earlier and existing processes of democratization in Southern Europe, Latin America, and East and Southeast Asia. Finally the politics of EU accession are introduced to place the transitions within the wider context of European integration. Concluding with a summary of recent critiques of modern democracy and looking toward future theories, this text provides a comprehensive introduction to what will remain the key contemporary issue for all students of political science.

Available in PDF, EPUB and Kindle. Book excerpt: This book presents a topical, holistic assessment of the European Union’s democracy promotion in South-East Europe, Eastern Europe, and Central Asia, analyzed through the prism of the Normative Power Europe (NPE) framework of transnational policy formation. To do so, it brings together three scholarly domains that traditionally stand apart and are discussed separately. The first addresses the notion of the European Union conducting a normatively-driven foreign policy both near and far abroad. The second is concerned with the legitimacy, operationality, and effectiveness of promoting democracy in third-world countries. The third addresses the quality of the relationship the European Union has been able to establish with some vital – yet often troubled – countries in South-East Europe, Eastern Europe, and Central Asia. Finally, based on the empirical findings presented in each chapter, this volume concludes by rethinking the concept and relevance of NPE to the field’s understanding of the EU’s foreign policy making. This edited volume offers the reader both a theoretically and empirically rich analysis of the European Union’s efforts to promote democracy abroad. As such is scholars and students of EU studies, particularly EU foreign policy, as well as policy makers at EU and national level and civil society representatives responsible for designing/implementing democracy promoting projects on the ground.

Available in PDF, EPUB and Kindle. Book excerpt: New democracies are uniquely positioned to promote democratic values and have a competitive advantage in the global democracy assistance industry. This book examines the attempts of one group of young democracies, from Central and Eastern Europe (CEE), to channel this pro-democracy agenda into both national and European foreign policy and development support. It looks at how CEE is ‘upstream’ changing the EU on crucial policy issues as part of the common foreign and security policy. Furthermore, it tracks the process whereby imported ideas and norms are recycled for further export ‘downstream’, and how these concepts are received in countries outside of the EU including the post-Soviet space, the Western Balkans, the Middle East and North Africa region and Central Asia. This text will be of key interest to scholars, students and practitioners of democratisation studies, European Union studies, comparative politics, international relations, international development, European politics, as well as area/regional studies.

Book excerpt: Political conditionality involves the linking of development aid to certain standards of observance of human rights and (liberal) democracy in recipient countries. Although this may seem to be an innocent policy, it has the potential to bring about a dramatic change in the basic principles of the international system: putting human rights first means putting respect for individuals and rights before respect for the sovereignty of states.

Available in PDF, EPUB and Kindle. Book excerpt: This groundbreaking new textbook offers extensive coverage of EU External Action studies, from its major concepts to the key theories in the field. Over the past decades, the European Union has progressively developed into a significant global actor in an increasing number of policy fields. This long-awaited volume looks into different ways of conceptualizing the EU as a global actor, the processes and impact of EU external action, explanations offered by IR and integration theories, the discursive, normative, practice and gender 'turns', and the 'decentring agenda' for EU external action. The book offers a reader-friendly guidance on these various ways in which to study the EU as a global actor: each chapter introduces one concept, approach or theory and illustrates its application by a case study of EU external action. In drawing the different perspectives together, the book underscores that 'EU External Action Studies' is becoming an academic speciality in its own right. Written by leading experts, the volume will make essential reading for students, scholars and practitioners of EU external action. EU External Action Studies nowadays attract attention from scholars and students in International Relations (IR), Foreign Policy Analysis and (interdisciplinary) EU Studies, as well as from practitioners.

Available in PDF, EPUB and Kindle. Book excerpt: The approaches of EU institutions and the US to democracy assistance often vary quite significantly as both actors choose different means and tactics. The nuances in the understandings of democracy on the part of the EU and the US lead to their promotion of models of democratic governance that are often quite divergent and, in some respects, clashing. This book examines the sources of this divergence and by focusing on the role of the actors’ "democratic identity" it aims to explain the observation that both actors use divergent strategies and instruments to foster democratic governance in third countries. Taking a constructivist view, it demonstrates that the history, expectations and experiences with democracy of each actor significantly inform their respective definition of democracy and thus the model of democracy they promote abroad. This book will be of key interest to scholars, students and practitioners in democracy promotion, democratization, political theory, EU and US foreign policy and assistance, and identity research.

Book excerpt: Over recent decades International Relations scholars have investigated norm dynamics processes at some length, with the ‘norm entrepreneur’ concept having become a common reference point in the literature. The focus on norm entrepreneurs has, however, resulted in a bias towards investigating the agents and processes of successful normative change. This book challenges this inherent bias by explicitly focusing on those who resist normative change - norm ‘antipreneurs’. The utility of the norm antipreneur concept is explored through a series of case studies encompassing a range of issue areas and contributed by a mix of well-known and emergent scholars of norm dynamics. In examining the complexity of norm resistance, particular attention is paid to the nature and intent of the actors involved in norm-contestation, the sites and processes of resistance, the strategies and tactics antipreneurs deploy to defend the values and interests they perceive to be threatened by the entrepreneurs, and whether it is the entrepreneurs or the antipreneurs who enjoy greater inherent advantages. This text will therefore be of interest to scholars and students of International Relations, International Law, Political Science, Sociology and History.

Book excerpt: The Routledge Handbook of Differentiation in the European Union offers an essential collection of groundbreaking chapters reflecting on the causes and consequences of this complex phenomenon. With contributions from key experts in this subfield of European Studies, it will become a key volume used for those interested in learning the nuts and bolts of differentiation as a mechanism of (dis)integration in the European Union, especially in the light of Brexit. Organised around five key themes, it offers an authoritative "encyclopaedia" of differentiation and addresses questions such as: How can one define differentiation in the European Union in the light of the most recent events? Does differentiation create more challenges or opportunities for the European Union? Is Europe moving away from an "ever closer Union" and heading towards an "ever more differentiated Union", especially as leading political figures across Europe favour the use of differentiation to reconcile divergences between member states? This handbook is essential reading and an authoritative reference for scholars, students, researchers and practitioners involved in, and actively concerned about, research in the study of European integration. As European differentiation is multifaceted and involves a wide range of actors and policies, it will be of further interest to those working on countries and/or in policy areas where differentiation is an increasingly relevant feature.
