Book excerpt: Democracy Works asks how we can learn to nurture, deepen and consolidate democracy in Africa. By analyzing transitions within and beyond the continent, the authors identify a 'democratic playbook' robust enough to withstand threats to free and fair elections. However, substantive democracy demands more than just regular polls. It is fundamentally about the inner workings of institutions, the rule of law, separation of powers, checks and balances, and leadership in government and civil society. It is also about values and the welfare and well-being of its citizens, and demands local leadership with a plan for the country beyond simply winning the popular vote. This volume addresses the political, economic and extreme demographic challenges that Africa faces. It is intended as a resource for members of civil society and as a guide for all who seek to enjoy the political and development benefits of democracy in the world's poorest continent. Finally, it is for donors and external actors who have to face critical decisions--especially after ill-fated electoral interventions such as Kenya 2017--about the future of observer missions and aid promoting democracy and good governance.

Available in PDF, EPUB and Kindle. Book excerpt: It is two decades since the ‘third wave’ of democratization began to roll across sub-Saharan Africa in the early 1990s. This book provides a very timely investigation into the progress and setbacks over that period, the challenges that remain and the prospects for future democratization in Africa. It commences with an overall assessment of the (lack of) progress made from 1990 to 2010, exploring positive developments with reasons for caution. Based on original research, subsequent contributions examine various themes through country case-studies, inclusive of: the routinisation of elections, accompanied by democratic rollback and the rise of hybrid regimes; the tenacity of presidential powers; the dilemmas of power-sharing; ethnic voting and rise of a violent politics of belonging; the role of ‘donors’ and the ambiguities of ‘democracy promotion’. Overall, the book concludes that steps forward remain greater than reversals and that typically, though not universally, sub-Saharan African countries are more democratic today than in the late 1980s. Nonetheless, the book also calls for more meaningful processes of democratization that aim not only at securing civil and political rights, but also socio-economic rights and the physical security of African citizens. This book was originally published as a special issue of Democratization

Book excerpt: In 1991 Samuel Huntington published "The Third Wave: Democratisation in the Late Twentieth Century". The book informed much of the scholarly work on democratisation in Africa. Although comprehensive in classifying the causes and limitations of transitions to democracy, "The Third Wave" was also limited in its definition of democracy and expectations of a new democracy. This volume engages with the topics of democracy and democratisation in contemporary African politics at the local, national and continental level. It acknowledges a conceptual debt to Huntington when discussing elections, party systems, leadership and the development of continental norms of liberal democracy, but also highlights new conversations (eg: about participatory spaces) that go beyond the Third Wave.

Book excerpt: First published in 1998, This book is written by seasoned scholars of African Studies and it intended to make a significant contribution to the debate on democracy and democratization in the continent. It contains a rich mixture of analytical ideas and views on the transition to accountable, participatory, and democratic governance structures in Africa. It provides both students of African political economy and policymakers in the continent and in-depth analysis of the post-independence experience of African countries with institutional reforms. Specifically, it looks at the struggles of Africans, since independence, to provide themselves with more appropriate and viable governance structures and economic systems that enhance the ability to entrepreneurs to create wealth. The Book breaks new ground in that it places significant emphasis on the reconstruction of the neo-colonial state as an important first step to a successful transition to democratic and more accountable governance structures.

While on the one hand there is talk of a re-awakening of Africa or Renaissance various countries in Africa are still plagued by poverty, intra- and interstate violence. In some countries the legacy of neo-colonialism and under development contributed to social strife and the potential criminalization of the State. This book addresses the topic of democratization and sustainable democracy in Africa against this background.

Instead, sagging economic growth, backsliding on liberal democracy and increased regional and national tensions menace much of the continent. Financial and commodity volatility have emerged as critical elements for African governments to factor into political calculations - and as political legitimacy is tied directly to economic success, the fallout from the continent's economic crises translates into political fragility.'

This book provides the reader with a set of case studies covering a diverse range of African states in order to identify the major causes of recent change, the progress made so far and what the prospects for the future might be. While changes in the global political situation has been important, the greatest impetus towards democracy has been the result on internal factors. For all the states covered the specific domestic, social, economic, and political conditions are seen as vitally important.

Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 2004. Genocide in Rwanda, massive floods of refugees and displaced people in the Horn of Africa, violent civil wars in the West African countries of Sierra Leone and Liberia - these are testimonies to the tremendous cost to grassroots communities when the authority and legitimacy of national political systems and leaders are called into question. The consolidation of democracy represents one tangible strategy to restore authority and legitimacy of political rule, providing the peace and security necessary for political enfranchisement and economic opportunity. This volume explores the factors that are crucial to the emergence of democratic political systems on the African continent, specifically focusing on Kenya, Tanzania and Uganda. It highlights the political challenges facing these countries during this crucial transition period, and provides insights that are applicable to other countries engaged in this process in Africa and beyond.
