La plupart des pays de bassin du Congo sont activement engagés dans un processus de préparation des cadres et stratégies-cadre capable de créer des incitations à « réduire les émissions dues à la déforestation et à la dégradation des forêts », encourageant « la conservation et la gestion durable des forêts ainsi que l’amélioration de la séquestration du carbone par les forêts » (REDD+). Ils travaillent ainsi d’ores-et-déjà à renforcer leur capacité de suivi des émissions liées aux forêts, à améliorer la gouvernance des forêts, à promouvoir le développement et à réduire la pauvreté, tout en protégeant les ressources naturelles de la région. Un exercice de deux ans visant à analyser et comprendre en profondeur la dynamique de la déforestation dans le bassin du Congo est résumé dans le présent rapport, qui s’organise comme suit : Le chapitre 1 donne une vue d’ensemble des forêts du bassin du Congo • Le chapitre 2 présente la dynamique de la déforestation et résume les résultats d’une analyse secteur par secteur des grands facteurs de déforestation dans le bassin du Congo. • Le chapitre 3 fournit une actualisation de l’état des négociations REDD+ dans le cadre de la CCNUCC et des implications pour les pays du bassin du Congo.

It chronicles political economists' encounter with «the social question» - all those unexpected social consequences of nineteenth-century industrialization - which offered concrete evidence that industrial capitalism showed few signs of guaranteeing happiness and economic success to all productive members of society. The social question forced economists to admit that their theoretical assumptions were not working in practice the way they were supposed to in theory and to confront the possibility that their science might be less certain than they had believed. This book explores the relationship between the unexpected socio-economic realities of an industrializing society and the disciplinary formation and self-protection of an aspiring human science, and it links political economy's aspirations to governmentality, that peculiarly modern type of power explored by Michel Foucault. Like other «dubious» human sciences during the nineteenth century, French political economy was embroiled in a network of interventionist strategies, administered both from inside and outside the state, designed to produce docile bodies, obedient souls, and a content and productive population. Author of the famous Treatise on Political Economy in 1803, which was revised and re-edited on several occasions, he published numerous other works including a voluminous Complete Course in Practical Political Economy in 1828–9. He also taught political economy successively from 1815 until his death in three Parisian establishments: the Athénée, the Conservatory of Arts and Trades, and the Collège de France. The texts in which Say exposes his approach to political economy have not been available in the English language until now except for the fourth edition of the ‘Preliminary Discourse’ which serves as an introduction to the Treatise. This book presents a translation which renders his works accessible to the English speaking world. For the first time, English readers will be able to become directly immersed in Say’s principal texts, where he develops his conception of political economy. Jean-Baptiste Say and Political Economy proposes a translation of a selection of eleven of Say’s texts. The first three are versions of the ‘Preliminary Discourse’ from the Treatise’s editions of 1803, 1814 and 1826 with the variations of the editions of 1817, 1819 and 1841. The following four texts are the opening discourses pronounced at the Conservatory in 1820 and 1828 and the Collège de France in 1831 and 1832. The eighth text is the ‘General Considerations’ which open the Complete Course in Practical Political Economy of 1828, with the variations of the 1840 re-edition. The final three texts are those Say devotes to ‘the progress of political economy’ in what is akin to a history of economic thought. This volume is of great importance to economic historians and people studying Jean-Baptiste Say, as well as those who are interested in economic theory and philosophy and political economy.

Book excerpt: This book studies the so far unexplored operation of the international monetary system that prevailed before the emergence of the international gold standard in 1873. Conventional wisdom has it that the emergence of gold as a global anchor was both an inescapable and desirable evolution, given the exchange rate stability it provided and Britain's economic predominance. This study draws on a wealth of archival sources and abundant new statistical evidence (fully detailed in the appendix) to demonstrate that global exchange rate stability always prevailed before the making of the gold standard. This was despite the heterogeneity among national monetary regimes, based on gold, silver, or both. The reason for the stability before the establishment of the gold standard is France's bimetallic system. France, by being in a position to trade gold for silver, and vice versa, effectively pegged the exchange rate between gold and silver at its legal ratio of 15.5. Part I of the book studies exactly how this mechanism worked. Part II focuses on the respective behaviour of private concerns and arbitrageurs on the one hand, and authorities such as the Bank of France on the other hand, in order to underline the constraints and opportunities that were associated with bimetallism as an international regime. Finally, Part III provides a new view on the collapse of bimetallism and its replacement by a gold standard. It is argued that bimetallism might well have survived, and that the emergence of the gold standard was by no means inescapable. Rather, it resulted from a massive coordination failure at both national and international levels - a failure that was a preview of the interwar collapse of the gold standard.
