Book excerpt: FROM THE AUTHOR: As a result of a number of analytic projects for different intelligence agencies, a major focus of my work during the past several years has involved examining the practice of analysis within the US Intelligence Community. This study was prompted by a growing conviction-shared by others, to be sure-that improving the analytic products delivered by Intelligence Community components had to begin with a critical and thorough appraisal of the way those products are created. A conversation with a physicist friend in 2002 had triggered thoughts on several basic differences between the practice of science and intelligence analysis. Shortly thereafter, an invitation to give a seminar on intelligence analysis at Stanford University led me to prepare a briefing entitled "Intelligence and Warning: Analytic Pathologies," which focused on a diagnosis of the problems highlighted by recent intelligence failures. As Donald Stokes noted in his seminal book on science and technological innovation, Pasteur's Quadrant, "Pathologies have proved to be both a continuing source of insight into the system's normal functioning and a motive for extending basic knowledge." The Analytic Pathologies framework yields four insights that are crucial both to accurate diagnosis and to developing effective remedies. First, the framework enables analysts to identify individual analytic impediments and determine their sources. Second, it prompts analysts to detect the systemic pathologies that result from closely-coupled networks and to find the linkages among the individual impediments. Third, it demonstrates that each of these networks, and thus each systemic pathology, usually spans multiple levels within the hierarchy of the Intelligence Community. Fourth, the framework highlights the need to treat both the systemic pathologies and the individual impediments by focusing effective remedial measures on the right target and at the appropriate level.

Available in PDF, EPUB and Kindle. Book excerpt: A wide range of problems have contributed to the unease currently pervading the Intelligence Community. A significant number of the most serious problems result from shortcomings in intelligence analysis rather than from defects in collection, organization, or management. The obvious and very public failures exemplified by the surprise attacks of September 11, 2001 and by the flawed National Intelligence Estimate (NIE) of 2002 on Iraqi weapons of mass destruction (WMD) have resulted in a series of investigations and reports that have attempted to identify the causes of those failures and to recommend corrective actions. This book examines and explores the pathways for improved intelligence analysis and curing analytic pathologies in intelligence gathering.

Book excerpt: From the introduction: This study was prompted by a growing conviction - shared by others, to be sure - that improving the analytic products delivered by Intelligence Community components had to begin with a critical and thorough appraisal of the way those products are created... The Analytic Pathologies framework yields four insights that are crucial both to accurate diagnosis and to developing effective remedies. From the foreword: The scope of this monograph, like that of the analytic profession, is broad and deep, from support to military operations to divining the inherently unknowable future of mysterious phenomena, like the political prospects of important countries. Jeff Cooper's study, as befits the work of one who has long been an acute observer of the Intelligence Community and its work, is packed with critiques, observations, and judgments. It would be even more satisfying if the study could be further illuminated by clinical case studies of failures and successes. This unique paper was produced by the Center for the Study of Intelligence. CSI was founded in 1974 in response to Director of Central Intelligence James Schlesinger's desire to create within CIA an organization that could "think through the functions of intelligence and bring the best intellects available to bear on intelligence problems." The Center, comprising professional historians and experienced practitioners, attempts to document lessons from past operations, explore the needs and expectations of intelligence consumers, and stimulate serious debate on current and future intelligence challenges. To support these activities, CSI publishes Studies in Intelligence, as well as books and monographs addressing historical, operational, doctrinal, and theoretical aspects of the intelligence profession. It also administers the CIA Museum and maintains the Agency's Historical Intelligence Collection.

Available in PDF, EPUB and Kindle. Book excerpt: This book on intelligence analysis written by intelligence expert Dr. Stephen Marrin argues that scholarship can play a valuable role in improving intelligence analysis. Improving intelligence analysis requires bridging the gap between scholarship and practice. Compared to the more established academic disciplines of political science and international relations, intelligence studies scholarship is generally quite relevant to practice. Yet a substantial gap exists nonetheless. Even though there are many intelligence analysts, very few of them are aware of the various writings on intelligence analysis which could help them improve their own processes and products. If the gap between scholarship and practice were to be bridged, practitioners would be able to access and exploit the literature in order to acquire new ways to think about, frame, conceptualize, and improve the analytic process and the resulting product. This volume contributes to the broader discussion regarding mechanisms and methods for improving intelligence analysis processes and products. It synthesizes these articles into a coherent whole, linking them together through common themes, and emphasizes the broader vision of intelligence analysis in the introduction and conclusion chapters. The book will be of great interest to students of intelligence studies, strategic studies, US national security, US foreign policy, security studies and political science in general,as well as professional intelligence analysts and managers.

Available in PDF, EPUB and Kindle. Book excerpt: The Austro-American psychoanalyst Heinz Kohut was one of the foremost leaders in his field and developed the school of self-psychology, which sets aside the Freudian explanations for behavior and looks instead at self/object relationships and empathy in order to shed light on human behavior. In How Does Analysis Cure? Kohut presents the theoretical framework for self-psychology, and carefully lays out how the self develops over the course of time. Kohut also specifically defines healthy and unhealthy cases of Oedipal complexes and narcissism, while investigating the nature of analysis itself as treatment for pathologies. This in-depth examination of “the talking cure” explores the lesser studied phenomena of psychoanalysis, including when it is beneficial for analyses to be left unfinished, and the changing definition of “normal.” An important work for working psychoanalysts, this book is important not only for psychologists, but also for anyone interested in the complex inner workings of the human psyche.

Book excerpt: A series of investigations, especially in Great Britain and the United States, have focused attention on the performance of national intelligence services. At the same time, terrorism and a broad span of trans-national security challenges has highlighted the crucial role of intelligence. This book takes stock of the underlying intellectual sub-structure of intelligence. For intelligence, as for other areas of policy, serious intellectual inquiry is the basis for improving the performance of real-world institutions. The volume explores intelligence from an intellectual perspective, not an organizational one. Instead the book identifies themes that run through these applications, such as the lack of comprehensive theories, the unclear relations between providers and users of intelligence, and the predominance of bureaucratic organizations driven by collection. A key element is the development, or rather non-development, of intelligence toward an established set of methods and standards and, above all, an ongoing scientific discourse.

Book excerpt: This collection of scholarly essays explores the role of history in terrorism studies and today’s counterterrorism initiatives. In Doomed to Repeat?, scholars, policy makers, and other practitioners explore how a better understanding of the past can help us combat terrorism in the future. The first section establishes a broader context for discussion by examining the connections between history and Terrorism Studies. The second section presents the insights of non-historians who know the importance of historical perspective in understanding current events. Section Three provides case studies that explore the history of terrorism and politically motivated violence. Section Four concludes by placing concerns about terrorism in regional and foreign policy context. “This collection helps us advance our understanding of terrorism beyond simplistic and dichotomist assertions about “them” and “us.” Taken together, these essays highlight the importance of analyzing, rather than assuming.” —Chris Dixon, Professor, School of History, Philosophy, Religion, and Classics, The University of Queensland, Australia
