Book excerpt: Premature announcements of the eclipse of nation states under 'globalization' and 'empire' stand exposed as the 21st century's first economic crisis underlines their continuing importance. A predominantly cultural study of nationalism was unable to resist the 'globalization' thesis. Focusing on selected Asian cases, this book argues that nationalisms have always contained political economies as well as cultural politics. Placing nation-states centrally in our understanding of modern capitalism, it challenges the 'globalization' thesis. Rather than eclipse, nations and nationalisms have undergone changes under the impact of neoliberalism since the 1970s. Classical 20th century developmental nationalisms emphasised citizenship, economy and future orientations. Later cultural nationalisms - 'Asian values', 'Hindutva', 'Confucianism' or 'Nihonjiron' - stressed identity, culture and past orientations. Amid neoliberalism's flagrantly unequal political economy, not primarily concerned with material production or productivity, they glorified static conceptions of 'original' cultures and identities - whether religious, ethnic or other - and justified inequality as cultural difference. In contrast to the popular mobilizations which powered developmental nationalisms, cultural nationalisms throve on neoliberalism's disengagement and disenfranchisement, albeit partially compensated by the political baptism of newly enriched groups. Extremist wings of cultural nationalism in some countries were a function of this lack of popular support. This book was published as a special issue of Third World Quarterly.

While the prevailing view holds that nationalism and globalization are forces of clashing opposition, Sabanadze establishes that these tend to become allied forces. Acknowledges that nationalism does react against the rising globalization and represents a form of resistance against globalizing influences, but the Basque and Georgian cases prove that globalization and nationalism can be complementary rather than contradictory tendencies. Nationalists have often served as promoters of globalization, seeking out globalizing influences and engaging with global actors out of their very nationalist interests. In the case of both Georgia and the Basque Country, there is little evidence suggesting the existence of strong, politically organized nationalist opposition to globalization. Discusses why, on a broader scale, different forms of nationalism develop differing attitudes towards globalization and engage in different relationships.Conventional wisdom suggests that sub-state nationalism in the post-Cold War era is a product of globalization. Sabanadze?s work encourages a rethinking of this proposition. Through careful analysis of the Georgian and Basque cases, she shows that the principal dynamics have little, if anything, to do with globalization and much to do with the political context and historical framework of these cases. This book is a useful corrective to facile thinking about the relationship between the ?global? and the ?local? in the explanation of civil conflict. Neil MacFarlane, Lester B. Berberoglu contends that future studies of nationalism and ethnonational conflict must pay closer attention to the dynamics of class forces that are behind the ideology of nationalism by examining national movements in class terms. For only through a careful class analysis of these forces and their ideological edicts will we be able to clearly understand the nature of nationalism and ethnonational conflicts around the world.
