Book excerpt: Originally published in 1987, this title reviews and evaluates the methodologies suitable for highway evaluation, along with the UK transport supplementary grant and TPP (Transport Policies and Programme) system. Examples of current UK practice are briefly described, with more details being given of the technique of priority ranking used in the case study area of the West Midlands. Multi criteria approaches are reviewed in chapter two. Chapter three looks at the choice of highway data input in the light of those available, and the practical structure of factorial analysis applied to the case study area. The book covers following issues: computer structure and requirements; highway problem data; referencing methods; site definition; and weighting methods. The results from this study are described and then analysed by classical factorial analysis. The implications of the technique for the TPP preparation process, for the derivation of priorities, and the highway evaluation process as a whole are given. Specific techniques, such as factorial analysis, bridge problem and bus aid ranking, highway capacity calculations and sensitivity testing, as well as the computer programs used (March and COBA) are described in greater detail in the appendices.

Book excerpt: To help meet increasing transportation demands, the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) created three programs to invest federal funds in national and regional transportation infrastructure. As requested, this report provides (1) an overview of the goals, funding status, and types of projects and activities funded by the three programs; (2) advantages and challenges identified by program stakeholders; and (3) potential program enhancements. GAO reviewed pertinent federal laws and rules; examined plans for selected projects; conducted site visits; and interviewed officials, stakeholders, and experts. GAO is not recommending executive action. However, to enhance these programs, Congress should consider the following matters: (1) defining the federal role in accordance with national and regional program priorities, (2) implementing a criteria-based, competitive project selection process, and (3) working with the Secretary of Transportation to develop any specific program enhancements that could help these programs meet priorities and achieve the highest possible return on federal investments.

Yet, by and large, these are partial; in fact, much weight is often placed on the initial -pre-engineering -phases of the planning process, when vital information, such as accurate costs and demand projections, is largely missing. Moreover, many of these procedures neglect to consider key issues such as project’s risks, capital costs financing, latent demand, market imperfections, labor force availability and various incompatibilities between trip rates, travel times and activity location. As a result, projects, which are judged as viable under such deficient evaluation schemes, may have had a significantly different projection of capital costs and demand should a well-founded, thorough, and efficient evaluation process be used. Against this background, this book’s main objective is to construct a comprehensive and methodical economic, planning and decision-making framework for the evaluation of proposed transportation infrastructure investment projects. Such a framework is founded on four key principles. It is based on well-established economic, transportation and policy-analysis theoretical principles; it is comprehensive enough to encompass all relevant evaluation issues; it is applicable to a wide range of transportation investment projects; and it is amenable to empirical application including a sensitivity analysis and alternative scenarios regarding urban, regional and national developments.
