Available in PDF, EPUB and Kindle. Book excerpt: Brazil is at crossroads, emerging slowly from a historic recession that was preceded by a huge economic boom. Reasons for the historic bust following a boom are manifold. Policy mistakes were an important contributory factor, and included the pursuit of countercyclical policies, introduced to deal with the effects of the global financial crisis, beyond the point where they were helpful. More fundamentally, it reflects longstanding structural weaknesses plaguing the economy, that also help explain Brazil’s uninspiring growth performance over the past four decades.

Available in PDF, EPUB and Kindle. Book excerpt: July 12, 2011-Over the course of a generation, Brazil has emerged as both a driver of growth in South America and as an active force in world politics. A new Council on Foreign Relations (CFR)-sponsored Independent Task Force report asserts "that it is in the interest of the United States to understand Brazil as a complex international actor whose influence on the defining global issues of the day is only likely to increase."Brazil currently ranks as the world's fifth-largest landmass, fifth-largest population, and expects to soon be ranked the fifth largest economy. The report, Global Brazil and U.S.-Brazil Relations, recommends that "U.S. policymakers recognize Brazil's standing as a global actor, treat its emergence as an opportunity for the United States, and work with Brazil to develop complementary policies."The Task Force is chaired by former secretary of energy Samuel W. Bodman and former president of the World Bank James D. Wolfensohn, and directed by CFR Senior Fellow and Director for Latin America Studies, and Director of the Global Brazil Initiative Julia E. Sweig.Recognizing Brazil's global role, the report recommends that the Obama administration now fully endorse the country's bid for a seat as a permanent member of the United Nations Security Council (UNSC). It argues that "a formal endorsement from the United States for Brazil would go far to overcome lingering suspicion within the Brazilian government that the U.S. commitment to a mature relationship between equals is largely rhetorical."Domestically, Brazil's "inclusive growth has translated into a significant reduction of inequality, an expansion of the middle class, and a vibrant economy, all framed within a democratic context." Consequently, Brazil has been able to use its economic bona fides to leverage a stronger position in the international, commercial, and diplomatic arena. The report stresses the importance of regular communication between the presidents of both countries. "Cooperation between the United States and Brazil holds too much promise for miscommunication or inevitable disagreements to stand in the way of potential gains." A mature, working relationship means that "the United States and Brazil can help each other advance mutual interests even without wholesale policy agreements between the two," notes the report. The Task Force further recommends that- the U.S. Congress "include an elimination of the ethanol tariff in any bill regarding reform to the ethanol and biofuel tax credit regime."- the United States "take the first step to waive visa requirements for Brazilians by immediately reviewing Brazil's criteria for participation in the Visa Waiver Program."- the U.S. State Department create an Office for Brazilian Affairs and the National Security Council (NSC) centralize its efforts under a NSC director for Brazil in order to better coordinate the current decentralized U.S. policy. The bipartisan Task Force includes thirty distinguished experts on Brazil who represent a range of perspectives and backgrounds. The report includes a number of additional views by Task Force members, including one that notes, "We believe that a more gradual approach [regarding Brazil's inclusion as a full UNSC member] would likely have more success in navigating the diplomatic complexities presented by U.S. support for Brazil." Another view asserts, "If the United States supports, as the Obama administration has said it does, leadership structures in international institutions that are more reflective of international realities, it must support without qualifications Brazil's candidacy [for the UNSC]."

Available in PDF, EPUB and Kindle. Book excerpt: Whether it's guns and ammunition or multidimensional anti-terrorism systems, the defense industry is dynamic, complex, and ubiquitous. It is also mysterious, powerful, and controversial, involving thousands of players worldwide—from suppliers and producers to government and military procurers to shadowy figures that trade in the black market. This comprehensive, two-volume reference will explore, on a global scale, the various issues, concepts, problems, and controversies surrounding the rise of the modern defense industry. Unparalleled in its scope and insight, The Modern Defense Industry will prove invaluable to the industry's critics and champions alike. The phenomenon of a more-or-less permanent defense industry—especially one so wide in scale, breadth (air, sea, land, and space), technology, and geography—is still relatively new. Until now, its implications for politics, economics, and technology have not been adequately discussed in an authoritative, accessible format for scholars and researchers, business people, journalists, policymakers, and interested laymen. The Modern Defense Industry addresses the period from 1945 to the present, covering the United States, Europe, Russia, China, Israel, and other important arms-producing and arms-procuring countries. Including essays by experts from around the world, a glossary, data on firms and governments, laws and policies, primary documents, case studies, and a host of other elements, this set will be a unique resource for anyone interested in the arms industry. It will also offer penetrating insights into topics like international relations and diplomacy, arms proliferation, and contemporary politics. Volume I comprises chapters by experts in the field on topics like the relationship between the industry, military, and government; how new modes of warfare are changing the industry; the implications of globalization on the industry; the black and gray areas of the arms trade; and much more. Volume II features an extensive A-Z glossary of terms, lists of defense firms and government agencies, annotated primary documents, lists of leading defense contractors and key weapons systems, an analysis of key legislation, and professional organizations. The Modern Defense Industry sets the standard for state of the art overviews of an industry that has, for better or worse, come to infuse nearly every aspect of world affairs in the early twenty-first century.

Book excerpt: Especially during the last two decades consulting companies established themselves in the international marketplace. In times of globalization particularly emerging economies, such as Brazil, are experiencing an upward trend and join the global players. The term LEAN consulting became frequently used in this context and plays a major role in the Brazilian consulting market nowadays. This study develops recommendations for the market entry of management consulting companies into the Brazilian market. The implication of the term Lean in the context of the consulting business and its future potential in Brazil is examined, supported by an evaluation of the target market. The outcome of the theoretical part is then being compared with empirical findings which are conducted via a Delphi Study. The empirial part clearly identifies that the most promising strategy for doing business in Brazil is intensive networking and new ventures should enter the market only with professional support from Brazilian partners who are more familiar with the peculiarities of the market. These and other interesting facts are delivered at the end of the study, providing a guide for new potential consulting businesses that want to enter the Brazilian LEAN market.

Presents an assessment by the Energy Information Administration of the outlook for internationalenergy markets through 2040. The International Energy Outlook 2013 (IEO2013) projects that world energy consumption will grow by 56 percent between 2010 and 2040. Total world energy use rises from 524 quadrillion British thermal units (Btu) in 2010 to 630 quadrillion Btu in 2020 and to 820 quadrillion Btu in 2040 (Figure 1). Much of the growth in energy consumption occurs in countries outside the Organization for Economic Cooperation and Development (OECD),2 known as non-OECD, where demand is driven by strong, long-term economic growth. Energy use in non-OECD countries increases by 90 percent; in OECD countries, the increase is 17 percent. The IEO2013 Reference case does not incorporate prospective legislation or policies that might affect energy markets.

Book excerpt: A “compelling and shocking account” of a brutal campaign of repression in Latin America, based on interviews and previously secret documents (The Miami Herald). Throughout the 1970s, six Latin American governments, led by Chile, formed a military alliance called Operation Condor to carry out kidnappings, torture, and political assassinations across three continents. It was an early “war on terror” initially encouraged by the CIA—which later backfired on the United States. Hailed by Foreign Affairs as “remarkable” and “a major contribution to the historical record,” The Condor Years uncovers the unsettling facts about the secret US relationship with the dictators who created this terrorist organization. Written by award-winning journalist John Dinges and updated to include later developments in the prosecution of Pinochet, the book is a chilling yet dispassionately told history of one of Latin America’s darkest eras. Dinges, himself interrogated in a Chilean torture camp, interviewed participants on both sides and examined thousands of previously secret documents to take the reader inside this underground world of military operatives and diplomats, right-wing spies and left-wing revolutionaries. “Scrupulous, well-documented.” —The Washington Post “Nobody knows what went wrong inside Chile like John Dinges.” —Seymour Hersh
