Book excerpt: Democratic citizenship and human rights education are increasingly important in addressing discrimination, prejudice and intolerance, and thus preventing and combating violent extremism and radicalisation in a sustainable and proactive way. Improving the effectiveness of such education is an imperative for the Council of Europe member states. The Council of Europe promotes human rights and democracy through education, as a means of building peaceful societies where the human dignity of all people is respected. With the adoption of the Charter on Education for Democratic Citizenship and Human Rights Education in 2010, the member states committed to "the aim of providing every person within their territory with the opportunity of education for democratic citizenship and human rights education". The state of citizenship and human rights education in Europe is reviewed every five years with member states and civil society with the aim of identifying achievements and challenges and proposing action at European, national and local level. This report covers the second review for the period 2012-2017.

Book excerpt: Education plays an essential role in the promotion of the core values of the Council of Europe: democracy, human rights And The rule of law, As well as in the prevention of human rights violations. More generally, education is increasingly seen as a defence against the rise of violence, racism, extremism, xenophobia, discrimination and intolerance. This growing awareness is reflected in the adoption of the Council of Europe Charter on Education for Democratic Citizenship and Human Rights Education (EDC/ HRE) by the Organisation's 47 member states in the framework of Recommendation CM/Rec(2010)7. The Charter was developed over a period of several years as a result of wide-ranging consultations and is non-binding. it will be an important reference point for all those dealing with citizenship and human rights education. it will hopefully provide a focus and catalyst for action in the member states, As well as a way of disseminating good practice and raising standards throughout Europe and beyond.

However, their aims, objectives and approaches are not always understood and their implications for policy and practice only partially recognised. This policy tool explains what citizenship and human rights education are about and what they mean in terms of policy making in a lifelong learning perspective, namely, In the different phases of education and training - whether formal, informal or non-formal - from general education to vocational training and higher education to adult education. it sets out a policy cycle involving policy design and implementation, As well as policy review and sustainability. This tool aims to provide support to key decision makers in member states - ministers, parliamentarians and government officials. it can, however, be used by anyone involved in designing, implementing and reviewing relevant policies, whether in government and international organisations, education and training institutions, non-governmental organisations and youth organisations.

The manual consists of three parts. Part I outlines the basic principles of EDC/HRE as far as they are helpful and meaningful for the practitioner. Part II gives guidelines and tools to design, support and assess the students' processes of constructivist and interactive learning. Part III provides toolboxes for teachers and students in EDC/HRE. The other volumes in this series offer concrete teaching models and materials in EDC/HRE for pupils from elementary to upper secondary level.

This book was released on 2011-02-01 with total page 44 pages. Available in PDF, EPUB and Kindle.

Available in PDF, EPUB and Kindle. Book excerpt: The study makes an analysis of the legal framework which Member States must take into account when designing their policies on citizenship education. The Charter on Education for Democratic Citizenship and Human Rights Education of the Council of Europe and the international right to education are read in conjunction with EU law. Suitable content for the EU dimension in mainstream education is explored. A method for objective, critical and pluralistic EU learning is proposed, based on the Treaties and on case teaching (stories for critical thinking). Member States are invited to take more action to ensure quality education. The EU has the legal competence to support the EU dimension in education. In the present state of EU law, quality education is no longer conceivable without an EU dimension incorporated in various key competences. At present the author works at the implementation of the ideas developed in the book as an Affiliated Senior Researcher at Leuven University (Case4EU-project in Belgium and other EU Member States).

Book excerpt: This is a manual for teachers in Education for Democratic Citizenship (EDC) and Human Rights Education (HRE), EDC/HRE textbook editors and curriculum developers. Nine teaching units of approximately four lessons each focus on key concepts of EDC/HRE. The lesson plans give step-by-step instructions and include student handouts and background information for teachers. In this way, the manual is suited for trainees or beginners in the teaching profession and teachers who are receiving in-service teacher training in EDC/HRE. The complete manual provides a full school year's curriculum for lower secondary classes, but as each unit is also complete in itself, the manual allows great flexibility in use. The objective of EDC/HRE is the active citizen who is willing and able to participate in the democratic community. Therefore EDC/HRE strongly emphasize action and task-based learning.

Book excerpt: This publication sets out the core competences needed by teachers to put democratic citizenship and human rights into practice in the classroom, throughout the school and in the wider community. It is intended for all teachers, not only specialists but teachers in all subject areas, and teacher educators working in higher-education institutions or other settings, both in pre- and in-service training. Some 15 competences are presented and grouped into four clusters. Each cluster of competences corresponds to one chapter, within which the competences are described in detail and exemplified. The reader will find progression grids and suggested developmental activities for each competence: these grids, featuring focusing, developing, established and advanced practice, aim to help teachers and teacher educators determine the level to which their professional practice corresponds, and thus identify specific and practical improvements upon which they can focus.

Book excerpt: This book uses international collaboration between nine European countries to explore how teacher education systems across Europe perceive and act upon devolving democracy and democratic citizenship. Understanding these countries’ cultural approaches to individual and national priorities in education is essential in perceiving similarities and differences in the meaning of ‘democracy’. The book offers debate on the prospects for teacher education and the development of democratic citizenship in Europe based on historical, political, economic and cultural contexts and the Council of Europe’s (CoE) competences for democratic citizenship. With critical analysis and evaluation around the common theme of teacher education and its role in developing democratic citizenship, the book provides awareness and understanding of how teacher education responds to the Council of Europe’s (CoE) conceptual model of competences for democratic culture. 20 competences categorized as Values, Attitudes, Skills, and Knowledge and Critical Understanding are defined so they can be taught to enable learners to practice them in their daily lives as democratic citizens. This book will be of key interest to academics, researchers and post-graduate students in the fields of teacher education, educational policy and politics, and citizenship education.

Available in PDF, EPUB and Kindle. Book excerpt: Supporting children and young people to participate safely, effectively, critically and responsibly in a world filled with social media and digital technologies is a priority for educators the world over. Most young people in Europe today were born and have grown up in the digital era. Education authorities have the duty to ensure that these digital citizens are fully aware of the norms of appropriate behaviour when using constantly evolving technology and participating in digital life. Despite worldwide efforts to address such issues, there is a clear need for education authorities to take the lead on digital citizenship education and integrate it into school curricula. In 2016, the Education Department of the Council of Europe began work to develop new policy orientations and strategies to help educators face these new challenges and to empower young people by helping them to acquire the competences they need to participate actively and responsibly in digital society. This volume, the first in a Digital Citizenship Education series, reviews the existing academic and policy literature on digital citizenship education, highlighting definitions, actors and stakeholders, competence frameworks, practices, emerging trends and challenges. The inclusion of a wide selection of sources is intended to ensure sufficient coverage of what is an emergent topic that has yet to gain a strong foothold in either education or academic literature, but has received wider policy attention.
