Those shipyards are Navy-owned and -operated, but the Navy has been experiencing long delays—sometimes as much as several years—to obtain maintenance on its submarines at those shipyards. As a result, some submarines have missed deployments or had shortened deployments. The Navy has sent several submarines to private shipyards for overhauls in recent years but could send more. This report compares the costs of submarine maintenance at public and private shipyards. This analysis focuses on depot maintenance—specifically, Docking Selected Restricted Availability (DSRA) overhauls— for the Navy’s Los Angeles class attack submarines (SSN-688s). DSRAs are medium-sized maintenance events that last several months and occur every four to six years over the 33-year lifetime of an SSN-688 submarine. They include maintenance, repairs, and upgrades; the submarine is put into a dry dock to enable work on the hull, propulsion, and systems (which would otherwise be underwater).

Input prices are not the same in naval and private shipyards; in particular, wages are higher and the cost of capital is lower in naval shipyards. In this paper, an attempt was made to determine how these differences in factor prices affect the relative cost of overhauls, and some possible reasons for differences in overhaul costs. First, a cost function was estimated, using data on overhauls of the Sturgeon class of nuclear attack submarines. The regression coefficients were then used to predict costs in public and private yards holding the relevant variables constant. The results support the hypothesis that, for the type of work studied, production costs were higher in naval shipyards than in private shipyards. Among the likely reasons for the difference in production costs are (a) higher wages; and (b) lower efficiency in naval shipyards. Further work is needed to determine whether there is also a difference in overhaul quality. The time spent in overhaul is important because of its implications for readiness. We found that overhauls in private shipyards took significantly longer than those in naval yards. When determining where to assign overhauls, the Navy must weigh this difference in time costs against the difference in production costs.

Book excerpt: The Navy spends over $4 billion a year to accomplish depot level maintenance and modernization of Navy ships at public and private ship-yards. At the request of the House Committee on Award Services, GAO determined the extent and causes of cost growth and schedule overruns at the shipyards. Since the early 1970s, the Navy has revised its strategies for maintaining and modernizing ships by scheduling fewer regular overhauls and, instead, performing shorter, more frequent depot level repairs. Work on more complex ships, such as submarines, carriers, and nuclear-powered surface ships, such as submarines, carriers, and nuclear-powered surface ships, generally is done in eight public shipyards. Work on less complex ships, such as auxiliary and amphibious ships, is routinely done in 44 private shipyards. The Naval Sea Systems Command is responsible for the maintenance and modernization of Navy ships and has management control of the eight public shipyards and 15 Supervisors of Shipbuilding, Conversion and Repair offices. The latter offices plan and manage work on Navy ships performed at private shipyards located in their geographical areas.

GAO found that: (1) the Navy awarded contracts to private shipyards for work involving 38 surface ships, and public shipyards received awards for work involving 5 surface ships; (2) the Navy awarded 21 competed submarines to public shipyards and 4 to private shipyards, and the Navy terminated 1 at the private yard's request and assigned it to a public shipyard; (3) final costs for work completed on 33 surface ships and 22 submarines totalled $962.5 million, an increase of about $182.3 million over the cumulative award price of $780.2 million; (4) $69.8 million of the $182.3 million was for work in public shipyards and about $112.3 million was for work in private shipyards; (5) the program has achieved limited competition between public and private shipyards; (6) both public and private shipyards submitted price proposals for only 22 of the 43 competed surface ships, the Navy assigned 1 of the 21 remaining ships to a public shipyard, and only private shipyards submitted proposals on the other 20; (7) the Navy could not substantiate its original estimate that the program would result in cost savings of $200 million; and (8) the Navy claimed that the program encouraged public shipyards to adopt a cost-effective approach to ship overhauls and repairs, but could not provide any data to support those claims.

Book excerpt: This study investigated whether overhaul costs differ in public and private shipyards, using data on overhauls of the Sturgeon class of nuclear attack submarines between 1971 and 1979. We began by estimating a cost function and using the regression coefficients to estimate the production cost of a hypothetical overhaul for each shipyard in each year. For the most part, it was found that estimated naval shipyard costs did not differ significantly from estimated private yard costs. There were, however, several instances in which naval yard costs were significantly higher than private yard costs. Among the reasons for the differences in estimated production costs in our sample were higher wage rates and a lower cost of capital in the naval shipyards. Experience levels also differed among shipyards, but were not consistently higher or lower for the naval shipyards. There may be a difference in overhaul quality, but such a difference did not show up in the measures of material condition that we examined. One difference that did emerge strongly concerned the length of time per overhaul, which was lower in the naval shipyards.

We did not contrast private and public shipyards because their data bases and operations were not comparable.
