With the advent of modernity, the sharing of resources and infrastructures rapidly expanded beyond local communities into regional, national, and even transnational space—nowhere as visibly as in Europe, with its small-scale political divisions. This volume views these shared resource spaces as the seedbeds of a new generation of technology-rich bureaucratic and transnational commons. Drawing on the theory of cosmopolitanism, which seeks to model the dynamics of an increasingly interdependent world, and on the tradition of commons scholarship inspired by the late Elinor Ostrom, the book develops a new theory of “cosmopolitan commons” that provides a framework for merging the study of technology with such issues as risk, moral order, and sustainability at levels beyond the nation-state. But what do we know about the border places – these liminal zones between countries and continents – that have become the focus of so much attention and anxiety today, and what do we know about the individuals who occupy these places? In this timely book, anthropologist Michel Agier addresses these questions and examines the character of the borderlands that emerge on the margins of nation-states. Drawing on his ethnographic fieldwork, he shows that borders, far from disappearing, have acquired a new kind of centrality in our societies, becoming reference points for the growing numbers of people who do not find a place in the countries they wish to reach. They have become the site for a new kind of subject, the border dweller, who is both 'inside' and 'outside', enclosed on the one hand and excluded on the other, and who is obliged to learn, under harsh conditions, the ways of the world and of other people. In this respect, the lives of migrants, even in the uncertainties or dangers of the borderlands, tell us something about the condition in which everyone is increasingly living today, a 'cosmopolitan condition' in which the experience of the unfamiliar is more common and the relation between self and other is in constant renewal.

Book excerpt: War is about individuals maiming and killing each other, and yet, it seems that it is also irreducibly collective, as it is fought by groups of people and more often than not for the sake of communal values such as territorial integrity and national self-determination. Cécile Fabre articulates and defends an ethical account of war in which the individual, as a moral and rational agent, is the fundamental focus for concern and respect—both as a combatant whose acts of killing need justifying and as a non-combatant whose suffering also needs justifying. She takes as her starting point a political morality to which the individual, rather than the nation-state, is central, namely cosmopolitanism. According to cosmopolitanism, individuals all matter equally, irrespective of their membership in this or that political community. Traditional war ethics already accepts this principle, since it holds that unarmed civilians are illegitimate targets even though they belong to the enemy community. However, although the traditional account of whom we may kill in wars is broadly faithful to that principle, the traditional account of why we may kill and of who may kill is not. Cosmopolitan theorists, for their part, do not address the ethical issues raised by war in any depth. Fabre's Cosmopolitan War seeks to fill this gap, and defends its account of just and unjust wars by addressing the ethics of different kinds of war: wars of national defence, wars over scarce resources, civil wars, humanitarian intervention, wars involving private military forces, and asymmetrical wars.

He argues that cosmopolitanism has a critical dimension which offers a solution to one of the weaknesses in the critical theory tradition: failure to respond to the challenges of globalization and intercultural communication. Critical cosmopolitanism, he proposes, is an approach that is not only relevant to social scientific analysis but also normatively grounded in a critical attitude. Delanty's argument for a critical, sociologically oriented cosmopolitanism aims to avoid, on the one hand, purely normative conceptions of cosmopolitanism and, on the other, approaches that reduce cosmopolitanism to the empirical expression of diversity. He attempts to take cosmopolitan theory beyond the largely Western context with which it has generally been associated, claiming that cosmopolitan analysis must now take into account non-Western expressions of cosmopolitanism.
