Book excerpt: This book explores the causes of corruption in the Middle East and North Africa through a systematic cross-national comparative analysis of fifteen countries in the region. It aims to explain causal relationships between corruption and differences in political and socio-economic dimensions within these different countries over the period 1999-2010. The countries are grouped together into three sub-regions (the Gulf region, North Africa, and Mashreq plus Yemen). The author finds that the main variables that showed robustness in impacting the intensity of corruption are the rule of law, quality of regulations, and trade openness. Poverty rates and income inequality have been clear triggers for petty corruption. Meanwhile, natural resources endowments have shown less of an impact on the levels of corruption, and similarly women's empowerment has not been found to be a strong indicator. Dina Elsayed is Assistant Professor of Political Science, Egypt. She obtained her doctorate degree from the University of Duisburg-Essen, Germany. Her research focuses on comparative politics, corruption and governance in the MENA region.

This book takes the phenomenon of the 2011 uprisings as a point of departure for reassessing clientelism and patronage across the entire MENA region. Using case studies covering Morocco, Tunisia, Egypt, Jordan, Lebanon, Turkey and the Gulf monarchies, it looks at how the relationships within and between clientelist and patronage networks changed before 2011. The book assesses how these changes contributed to the destabilization of the established political and social order, and how they affected less visible political processes. It then turns to look at how the political transformations since 2011 have in turn reconfigured these networks in terms of strategies and dynamics, and concomitantly, what implications this has had for the inclusion or exclusion of new actors. Are specific networks expanding or shrinking in the post-2011 contexts? Do these networks reproduce established forms of patron-client relations or do they translate into new modes and mechanisms? As the first book to systematically discuss clientelism, patronage and corruption against the background of the 2011 uprisings, it will be a valuable resource for students and scholars of Middle Eastern Studies. It also highlights other important issues that restrain the credibility and impact of reforms in many parts of the region: conflicts of interest between politicians and businesses, an investment climate that favors a few privileged firms, and a dominant private sector that often opposes reforms. The book recommends that countries in the Middle East and North Africa (MENA) engage in more credible reform agendas by improving the implementation of policies in a manner that will reduce discretion and privileges. This renewed commitment to stronger growth would entail several developments. First, governments will need to reduce opportunities for rent-seeking and foster competition. Second, they will need to work to reform institutions: private sector development policies will need to be systematically anchored in elements of institutional and public sector reforms in order to reduce discretion and opacity and improve the quality of services to firms. Third, they will need to mobilize all stakeholders, including larger representations from the private sector, around dedicated long-term growth strategies. Short of such a fundamental shift in the way private sector policies are formulated and implemented, investor expectations that governments are committed to reform will be limited. It will take political will and time to support sustained reforms that credibly convince investors and the public that changes are real, deep, and set to last. MENA countries are endowed with strong human capital, good infrastructure, immense resources, and a great deal of untapped creativity and entrepreneurship. The economic and social payoff of embarking on a more ambitious private-led growth agenda could thus be immense for all.

Such learning may help the World Bank Group and other donors as well as national and local leaders and civil society, in developing ways to enhance the trust, voice, and incentives for service delivery to meet citizens’ needs and expectations.

Wishing to bring communities together and narrow economic gaps, governments have made large capital investments in transport corridors and “new cities.†? Hoping to provide jobs in places with little economic activity, governments have designated new industrial zones supported by spatially targeted business incentives. Yet the results of these place-based initiatives in MENA are limited. The disparities between capital cities and lagging areas, and between richer and poorer quarters of cities, remain stark. Across much of the region, a fortunate few are connected to opportunity, while many more people are marginal to the formal economy—or live outside it, seemingly forgotten. Why have place-based spatial initiatives in MENA countries largely underdelivered, not yielding more sustainable jobs and growth? Although the challenges are many and vary across the region, this book explains that many of these place-based policies get one thing wrong: they attempt to treat inequity‘s spatial and physical symptoms, not its causes. This book presents the five roots causes of spatial inequity in institutional inefficiencies across MENA—urban regulatory frictions, credentialist education systems, centralized control over local public services, barriers to the spatial mobility of goods and people, and barriers to market entry and lopsided business environments—within cities, within countries, and across national borders

Book excerpt: Critical examinations of efforts to make governments more efficient and responsive Political upheavals and civil wars in the Middle East and North Africa (MENA) have obscured efforts by many countries in the region to reform their public sectors. Unwieldy, unresponsive--and often corrupt--governments across the region have faced new pressure, not least from their publics, to improve the quality of public services and open up their decisionmaking processes. Some of these reform efforts were under way and at least partly successful before the outbreak of the Arab Spring in 2010. Reform efforts have continued in some countries despite the many upheavals since then. This book offers a comprehensive assessment of a wide range of reform efforts in nine countries. In six cases the reforms targeted core systems of government: Jordan's restructuring of cabinet operations, the Palestinian Authority's revision of public financial management, Morocco's voluntary retirement program, human resource management reforms in Lebanon, an e-governance initiative in Dubai, and attempts to improve transparency in Tunisia. Five other reform efforts tackled line departments of government, among them Egypt's attempt to improve tax collection and Saudi Arabia's work to improve service delivery and bill collection. Some of these reform efforts were more successful than others. This book examines both the good and the bad, looking not only at what each reform accomplished but at how it was implemented. The result is a series of useful lessons on how public sector reforms can be adopted in MENA.
